Heads roll at SBCA over heritage building's demolition
The move came after an inquiry report by the Karachi commissioner, which held the demolition of the colonial-era structure - located at Plot No FT-4/14, Bath Island Road - unlawful and revealed a premeditated attempt by SBCA officials and the property owner, Dhummai Cowasjee Kanja, to bypass regulatory oversight.
The chief secretary had ordered the inquiry on April 24. Its findings have triggered a wave of disciplinary actions: SBCA Director General Ishaq Khuhro has been issued a show-cause notice, while SBCA Director Ashfaq Hussain Khokhar and Deputy Director Agha Kashif have been suspended by the Local Government Department. The Services and Administration Department has suspended Pirah Mangi, Deputy Director (Heritage) at the Culture, Tourism and Archives Department.
According to the report, the SBCA's Technical Committee on Dangerous Buildings started the demolition process on January 4, 2024, without input from professional bodies such as the Pakistan Council of Architects and Town Planners (PCATP) and the Association of Builders and Developers (ABAD). Despite acknowledging that Kharas House appeared to be a heritage structure, the SBCA granted demolition permission on October 18, 2024, without seeking mandatory heritage status verification from the culture department.
Perhaps most troubling, the demolition was timed to coincide with the Eid holidays - when government oversight would be minimal. The report stated that it was the deputy commissioner for District South, not the SBCA or culture department, who first took action to halt the demolition.
The inquiry also uncovered attempts by SBCA to retroactively cover up its role: demolition notices were issued only after work had begun, and no timely communication was made with the assistant commissioner to prevent the damage. Terming the case a "clear example of misconduct and manipulation," the report has recommended criminal proceedings against the SBCA officials involved as well as the property owner.
The entire matter was also brought to the knowledge of the Chief Minister Sindh, who reviewed the findings of the inquiry and fully endorsed the actions taken against the responsible officers. The Chief Minister expressed grave concern over the unlawful demolition of a protected heritage site and emphasized the need for strict accountability and reiterated the government's firm stance on the protection of Sindh's cultural heritage.
Chief Secretary Asif Hyder Shah has also instructed the Culture Department to immediately begin a citywide survey and mapping of all declared heritage buildings in Karachi. The Chief Secretary also directed that disciplinary proceedings be initiated against the Deputy Director (Heritage), Culture, Tourism, Antiquities & Archives Department, under the applicable Efficiency and Discipline (E&D) Rules, for failure to discharge duties and prevent the illegal demolition. The Chief Secretary emphasized that any individual found involved in endangering or destroying the cultural heritage of Sindh would face severe legal and administrative consequences.

Zakat handouts bring relief to Pindi households
Up to 10,000 deserving Zakat beneficiaries across the Rawalpindi district received on Tuesday the financial assistance of Rs24,000, inclusive of arrears, per family after a lapse of 19 months or so. The District Zakat Council has disbursed financial aid to widows, low-income households, and individuals living below the poverty line. In addition, Eid gifts for both Eidul Fitr and Eidul Azha were distributed alongside the cash assistance. On Tuesday, the full amount was transferred via JazzCash to all eligible recipients, including widowed women. Furthermore, the fines of ordinary prisoners at Adiala Jail — those who have completed their sentences but remain incarcerated due to an inability to pay their fines — are also scheduled to be paid today (Wednesday). Jail authorities have been requested to provide a list of such individuals. The cost of JazzCash transactions has been covered by the District Zakat Council, ensuring that each recipient receives the full sum of Rs24,000 in cash. While the majority of beneficiaries have begun receiving their payments, minor delays of a few hours may occur due to network congestion and technical glitches. The Council, however, expects all disbursements to be completed by Wednesday (today). Numerous beneficiaries have already confirmed receipt of the funds. The District Zakat Officer has advised that any eligible person who doesn't receive the payment within the next 15 hours may approach the Council office for assistance. Funds for dowry support and scholarships for deserving students — both male and female — are expected to be released next month, with the application review process already underway. Addressing the inaugural ceremony, the Provincial Parliamentary Secretary for the Zakat Council, MPA Malik Iftikhar, announced that this year the Council would also cover fines — up to Rs50,000 — for eligible prisoners who have served their sentences but remain in custody solely due to unpaid fines. "This initiative has already commenced in Adiala Jail, as well as in the Attock, Jhelum, and Chakwal district jails," he said, and clarified that this financial relief would not be extended to habitual offenders or individuals convicted of murder, robbery, or terrorism-related offences.

Eight SBCA officers get bail in building collapse case
Listen to article An Additional District and Sessions Judge (South) has approved the bail applications for eight officers of the Sindh Building Control Authority (SBCA) who were arrested following the tragic incident of building collapse in Lyari's Baghdadi area. Each officer has been ordered to submit a surety bond of Rs1 million. During the hearing, the court questioned the duration of posting of the accused and their specific roles. Defence lawyer Shahab Sarki Advocate contended that the accused had no direct involvement in the collapse, and their official postings were not explicitly linked to the case. He noted that the building, constructed in 1986, had not obtained NOC at the time of its construction. When the court inquired if the building was constructed illegally. The defence confirmed that the SBCA had no records of it. The court then asked whether any notice had been issued declaring the building as dangerous. The lawyer replied that no such notice was issued, nor was the building officially declared hazardous. "Then whose negligence is this?" the court pressed. Sarki responded by questioning how an illegally constructed building was provided with essential utility connections like electricity, gas, and water. He attributed negligence to various committees, including the demolition committee (headed by the deputy commissioner, with members like the SSP and assistant commissioner), another committee involving the SBCA director general, Mukhtiarkar, and other officers, and the supervision committee (chaired by the commissioner, with the additional IG and other members). Sarki also pointed out that in 2024, the SBCA had declared 722 buildings dangerous and advised evacuation, raising the question of why K-Electric provided utility connections to the building in question. The prosecutor asserted that the inquiry report clearly identified the roles of the accused. However, when the court asked if the accused were specifically named in the inquiry, the defence stated they had not received the report and that the building was not specifically mentioned within it. According to the report, accused officer Zargham Haider served for four months, Ashfaq Khokhar for a total of nine months over two tenures, and Faheem Murtaza for only two months in 2024. Another defence lawyer, Mustafa Advocate, added that Irfan Haider served for only one month. He asked for a thorough investigation. The defence further highlighted that Lyari is a sensitive area and the SBCA lacks a proper enforcement force. He pointed out that this is an inquiry case with no charge sheet (challan) presented yet, advocating for the formation of a Joint Investigation Team (JIT). The court also observed that the sections applied in the case appeared weak and reiterated that it is the state's responsibility to compensate the victims. 21 SBCA officers served final show cause notices Director General (DG) of Sindh Building Control Authority (SBCA) has issued final show-cause notices to 21 SBCA officers in Central District, directing them to submit their replies within a week. In January 2025, these officers were initially served show-cause notices over allegations of collusion with the builder mafia, but no action had been taken so far. Following the SBCA DG Shahmeer Khan Bhutto directive, the inquiry has now been reactivated after a six-month Shahmeer has initiated strict departmental proceedings against government officers and officials facilitating illegal constructions in Karachi. The officers facing disciplinary action include assistant directors Shiraz Nazir, Jangi Khan Magsi, Asad Khan, Murtaza Tunio, Dileep Kumar, Majid Ali Magsi, Syed Muzammil Hussain and Fayaz Hussain Mehr. Also named are Deputy Director Aftab Ahmed Soomro, Inspectors Abid Ali Bhutto, Shahid Hussain Jokhio, Aamirul Hasan, Aurangzeb Khan, Taufiq Ansari, and Syed Javed Qadeer, along with several other officials. According to sources, these officers allegedly played a direct role in enabling unauthorized constructions across Central District. Earlier this year, they were ordered to take action against illegal structures but reportedly failed to comply with the directives. Insiders further revealed that the SBCA is preparing a separate list of officers allegedly involved in similar illegal activities in Karachi's East District.

State will ensure justice: CM terms Degari killing case ‘test case'
QUETTA: Balochistan Chief Minister Sarfaraz Bugti on Monday clarified that there was no marital relationship between the man and woman who were brutally killed in an alleged honour killing in Sanjeedi Degari, a suburb of Quetta. Terming it a 'test case' for his administration, he vowed that all those responsible for the crime would be brought to justice. Speaking at an emergency press conference in Quetta, the chief minister said that 11 suspects had so far been arrested, and law enforcement agencies were conducting raids to apprehend more. 'Whoever is involved in this case will be arrested, produced before a court, and punished in accordance with the law,' he asserted. CM Bugti rejected the widespread impression on social media that the deceased were a recently married couple. 'There was no marital relationship between the two,' he said, adding that both the woman and the man were already parents—she had five children and the man had five or six. The clarification comes in the wake of a disturbing video that went viral last week, purportedly showing the execution of the couple in the name of honour. The incident, believed to have taken place days before Eid-ul-Azha, sparked national outrage and prompted the Balochistan High Court to take suo motu notice. The chief minister said the provincial administration had taken notice of the incident even before the video gained attention on social media. He reiterated his commitment to ensuring justice, stating that the state would not abandon the oppressed. 'This case involves victims, and the state is firmly standing with them,' he said. He also confirmed that the Deputy Superintendent of Police (DSP) concerned had been suspended for negligence, and further disciplinary actions would be taken against those who failed in their duties. Calling the Degari killings a 'test case,' Bugti stressed that no individual or group could be allowed to operate above the law. He said the incident had raised questions about the misuse of Jirga systems and tribal authority in criminal matters. 'No attempt is being made to disarm tribal society, but no society can condone such killings,' he said. 'The factors behind this crime must be uncovered. Jirgas that promote such actions are being actively stopped by the state. The government will be run under the Constitution.' In response to questions about the broader law and order situation in the province, the chief minister said that security forces had killed 10 militants in an operation conducted the previous day. 'These terrorists seek soft targets and attempt to flee after carrying out attacks. But our forces are effectively countering them,' he said. Bugti criticised elements that he claimed were exaggerating the security threat in Balochistan, stating that the situation was gradually improving. 'The people should not be afraid. We are defeating terrorism and will restore peace across the province.'
