After fatal Gerik bus crash, Transport Ministry targets tampered speed limiters, seatbelt compliance
GEORGE TOWN, June 10 — Following yesterday's bus accident that killed 15 students, the Transport Ministry is considering stricter enforcement measures for heavy vehicles to improve road safety compliance.
Minister Anthony Loke Siew Fook said there are challenges in ensuring compliance by companies operating heavy vehicles including lorries and buses.
He said the ministry is now looking at using technology such as speed limiters and on-board video cameras to be installed on heavy vehicles as safety measures along with making seat belts mandatory for express buses.
Loke noted that while speed limiters are currently installed in heavy vehicles, they are frequently tampered with, rendering them ineffective for speed control.
'The device is installed in heavy vehicles to prevent them from speeding above the speed limit but what we are seeing is that, the devices are often tampered with,' he told reporters during a press conference after officiating CruiseWorld Malaysia 2025 here today.
He revealed that these heavy vehicles install speed limiters to pass Puspakom checks, only to tamper with them immediately afterward so they can exceed speed limits.
The minister emphasised the need to prevent tampering with these devices through stricter regulations and enforcement measures.
Loke explained that while the ministry already mandates speed limiters in heavy vehicles through existing frameworks, additional safeguards are necessary to ensure compliance post-installation.
Stronger enforcement mechanisms, he added, would be crucial to maintaining the integrity of these safety devices.
As for the possibility of installing on-board video cameras on heavy vehicles, he said it is another matter that the ministry is looking into.
'Video cameras are not compulsory now but we need to look into it to improve safety,' he said.
He added that it is now mandatory for new buses built from 2020 onwards to have seatbelts for all passengers.
'However, in the East-West Highway incident, the bus was built in 2013, it is 12 years old, so it does not have seatbelts,' he said.
Although seatbelts are mandatory in new buses, Loke noted that ensuring passenger compliance remains a challenge.
'We have laws that make it mandatory to install and wear seatbelts but the challenge is to ensure compliance,' he said.
Loke said they will also look into ensuring compliance with wearing seatbelts by installing sensors, similar to those in cars.
'In cars, if we don't wear the seatbelts, it will beep so we can look into making it mandatory that the driver ensures all passengers put their seatbelts on or the bus will not move,' he said.
The minister stressed that the main problems regarding speed limiters and seatbelts were driver and passenger compliance.
'Our challenge is to ensure compliance, it is not that we do not have laws, we have laws but the challenge is to ensure the laws are complied with,' he said.
He said when a new regulation is implemented, making some measures mandatory, some parties will complain.
'If we are not strict, we are criticised,' he said.
He said everyone, including the industry players and the public, must cooperate when it comes to compliance to road safety measures.
'We don't want that when we make something mandatory, the operators complain that they are affected, that the new measures are a burden and incurred additional costs,' he said.
He reminded the operators that any safety measures implemented are for the sake of human life.
'So, for example, the wearing of seatbelts in new buses is already mandatory but there was lack of compliance by the operators and passengers,' he said.
He said they will need to look at how to ensure this is implemented more effectively.

KUALA LUMPUR, June 12 — Three Malaysians, including a local rapper, were arrested in Laos on May 27 for allegedly attempting to smuggle 103 packets of cannabis weighing about 86kg through Wattay International Airport in Vientiane. The suspects were allegedly preparing to board a Thai Airways flight to Germany, where the drugs were believed to be headed. Separately, the New Straits Times today quoted Federal Narcotics Crime Investigation Department acting director Deputy Commissioner Mat Zani @ Mohd Salahuddin Che Ali as confirming the arrests. 'We are currently verifying whether the cannabis originated in Malaysia or Thailand,' he said. Investigations are ongoing, with Malaysian authorities working closely with their Laotian counterparts to trace the source of the drugs and uncover possible links to trafficking networks.

End the ‘national embarrassment' of wildlife smuggling via KLIA
Most of us have heard about drug mules, where people willingly or unknowingly smuggle drugs across international borders for the illicit drug trade. But how many of us know that wildlife mules operating for criminal networks also exist to smuggle endangered species to overseas buyers? Around the world, Malaysia has gained infamy as a good source of illegal wildlife products, which raises the question: how serious are we in stopping the smuggling of wildlife via KLIA? More importantly, how effective is the government at stopping the removal of animals from their habitats? Hunting, poaching, trophy hunting and indiscriminate killing has placed many species on the endangered list. The tiger and rhino are hunted for specific body parts in the lucrative traditional medicine trade. Animals traded According to Kanitha Krishnasamy, the director for Traffic in Southeast Asia, the last quarter of 2024 saw around 10,000 live tortoises and turtles, endangered primates such as siamangs and agile gibbons, bats, iguanas and bearded dragons illicitly trafficked via flights departing Malaysia, and later seized at airports in India. Traffic, a wildlife watchdog, claimed that Malaysian authorities seized over 74,000 animals and 194 tonnes of wildlife parts from 2014 to 2023. The Consumers Association of Penang had also described the illegal smuggling as a 'national embarrassment', after two smugglers boarded a Malaysia Airlines flight to Chennai with wildlife concealed in a suitcase. They passed undetected through KLIA with their haul of eight exotic species, among them endangered eastern grey gibbons, marbled polecats, a silvery lutung and a Sumatran white-bearded palm civet. When they were caught on arrival in Chennai, three baby siamang gibbons had died mid-flight. Smugglers have no concern for the wellbeing and health of the animals. Babies forcibly removed from their mothers may die. Even adults can be traumatised by the ordeal of the flight. The animals are tied-up tightly, taped and concealed in their suitcases, without water and adequate ventilation. Many years ago, when Ismail Sabri Yaakob was the rural and regional development minister, he revealed that he was not aware of laws to protect turtles. If the minister was ignorant of the law, what about others lower down the chain of authority in Malaysia? Commitment of ministers Fortunately, today's ministers are more responsible. The current environment minister, Nik Nazmi Nik Ahmad, and transport minister Loke Siew Fook have both acknowledged the severity of the smuggling activities, and intensified efforts to curb wildlife smuggling via air travel. Now that Nik Nazmi has resigned, will his successor be as committed? The nation has strived to protect many species such as the Malayan tiger, Sumatran rhino, Borneo pygmy elephant, orangutan, hawksbill and green turtles. When large tracts of land are converted to plantations or other developments, and humans encroach on traditional hunting and breeding grounds of many animal species, the animals' chances of survival are limited. Can the incoming minister and his peers work towards an equitable solution to maintain or protect the habitat of these animals? How committed is the government to gazetting more areas for animals to roam freely, without being hunted or killed by humans? Tigers need a good forest home, with plentiful food, like wild boar and deer to live on. Destroying forests will destroy the vegetation which separates the tiger's prey. Is our punishment a sufficient enough deterrent to wild-life smugglers? Is the law strictly enforced? Case of the Lizard King In 2010, wild-life trafficker and Penangite Anson Wong, aka 'the Lizard King', was caught in KLIA attempting to smuggle 95 endangered boa constrictors to Indonesia. He served only 17 months of his jail term. Wong's case showed our lack of commitment to tackle this illegal trade. With the wildlife trade having an estimated value of several billion US dollars a year, it is inevitable that key people can easily be silenced or asked to look the other way. Wong's international network traded in albino pythons, radiated tortoises (the second most endangered species in Madagascar), snow leopards and other protected species. His fee increased, depending on the animal's rarity. Despite Wong's imprisonment in both the US and Mexico, as well as an embargo on his company, his wife Cheah Bing Shee continued to export wildlife to America, simply by trading under a new company name. Malaysia is a haven for illegal activities, in which animals are hunted to the point of extinction and the environment scarred till it is barren and polluted beyond repair. Report: Online shoppers hit by increasing number of parcel scams, more than 3,500 cases in Q1 2025
For COD scams, Faris explained that perpetrators often pose as delivery personnel and persuade victims to pay for a parcel by claiming it was ordered by their pouse or another family member. — Freepik PETALING JAYA: Online shoppers are urged to stay vigilant as Ninja Van Malaysia said it has received over 3,500 parcel scam reports in the first quarter of 2025 – the highest number recorded by the company compared to any previous quarter. In 2024, the company recorded more than 17,000 parcel scam cases with 40% of incidents concentrated in the Klang Valley. The majority of such cases involve cash-on-delivery (COD) schemes, where consumers end up paying for items they never ordered. Other common tactics include "ghost scams", in which victims are tricked into purchasing non-existent products or services advertised online, and phishing attempts via text messages or SMS where the sender impersonated the company. "At Ninja Van Malaysia, our responsibilities go beyond logistics. As a key player in the industry, we have a duty to educate the public against the rising scam threats," said chief executive officer Lin Zheng in a ScamMinar panel discussion held today (June 12). Chief sales officer Faris Maswan said victims were mostly from the older generation, who got duped into purchasing items like herbal products and amulets that were promoted on social media. They either end up not receiving the item at all or received products that were different from what was advertised. It's always a case of items being offered at a price that is just too good to be true, he said, adding that victims could end up losing up to RM1,000 in some cases. "Most of the time, it hovers around RM200," he added. "Scammers would exploit the sense of familiarity that victims have for the person they think the parcel is for," said Raymon Ram, a fraud risk management specialist and president of NGO Transparency International-Malaysia. Faris explained that in phishing cases, victims would receive an SMS claiming they had an undelivered Ninja Van parcel: "Victims are then directed to a fraudulent website designed to steal money from their bank accounts." When these incidents were reported, Faris said an internal investigation was launched to determine whether there had been a data breach involving its customers. "Our infosec team found out that scammers were obtaining personal data from a website hosting leaked information from various sources. We also found that customers of other courier services were targeted by similar scams," he said. Raymon added that scammers can obtain users' personal data from forums on the dark web and use the information to carry out various schemes. "The newly enforced Cyber Security Act 2024 requires organisations in critical sectors to report any breaches to the National Cyber Security Agency. We'll have to see what kind of impact this will have. I hope companies will start taking cybersecurity more seriously," he said. Faris said cases would also be investigated based on customer service complaint rate. "If it's a critical case with directive from the authorities, we would block accounts (on their platform related to fraudulent complaints). In the last quarter, we have blocked more accounts than before," Faris said, adding that he also urged victims to come forward and make reports to the right channels as part of a measure to protect other users. The Selangor deputy head of Commercial Crime Investigation Department (Intelligence/Operation) Yap Huat Tian said it's also crucial for more people to be vigilant about their online safety and privacy. Don't assume that it's only older generation that can get scammed. As long as you have a smartphone, you can be a victim, he said.
