Nova Scotia looks to carry out passenger rail feasibility study

The Government of Nova Scotia announced Tuesday it is looking for qualified consultants to carry out a study on passenger rail feasibility.
The study was identified as a key action in the province's Regional Transportation Plan, released by Link Nova Scotia on Aug. 6.
The plan was developed to look at long-term strategies to manage transportation as the province's population continues to grow.
'Passenger and light rail has the potential to reshape travel for Nova Scotians by providing a safe, reliable and high-capacity form of transit service,' said Public Works Minister Fred Tilley. 'While a project like this could be transformative, it's also incredibly complex. The passenger rail feasibility study will ensure that any decisions related to rail in the province are researched, evidence-based and tailored for Nova Scotians.'
A news release from the province says the study will assess potential opportunities and challenges associated with light rail transit in the municipality and passenger rail in the broader region.
The study will:
evaluate and screen possible regional and urban corridors
advance conceptual designs for options in the selected corridors
provide an evidence-based evaluation of options
include a long-term transit phasing strategy to support growth, network resiliency and strategic corridor preservation
Qualified firms can submit their response before Sept. 16.

A triplex in Sherwood Park's Summerwood neighbourhood was built by Habitat for Humanity and ready for residents in August 2025. (Darcy Seaton / CTV News Edmonton) A family from Cameroon are Sherwood Park's newest residents, thanks to Habitat for Humanity Edmonton building three homes there. Christelle Keou was emotional talking about the two-story triplex unit she is about to move into. 'We came to Canada from Cameroon for one reason: to create a better life for our family. Back home, even with a good education and diploma, it's very hard to have a job because of the system. So you will see many people jobless. I didn't want my children to grow in this kind of environment. I wanted them to live in a place where, if you work hard, you can build a good life,' she told reporters at a news conference on Wednesday. But she discovered Canada had its own difficulties, such as saving up tens of thousands for a down payment. 'Canada is a beautiful country, yes, but it's not easy to afford things like a house, especially house and land,' she said. The homes in Sherwood Park's Summerwood neighbourhood were built through Habitat for Humanity's Black Families Initiative. Generally, the non-profit works to increase access to affordable home ownership by eliminating the need for a down payment, but the Sherwood Park project was specifically designed to address a systemic need. According to Habitat for Humanity, only 40 per cent of Black people in Canada own their own home, the lowest level amongst any group. To be eligible for the homes in Sherwood Park, applicants must identify as Black, be Canadian citizens or permanent residents, have at least one full-time employed adult in the household, and earn a household income between $45,000 and $75,000. As well, Keou will volunteer 500 hours with the organization. 'Zero down payment (and) I have a beautiful house like that,' she said in amazement. Each home has three bedrooms, 2.5 bathrooms, and a rear detached garage. People and families in Pugwash will soon have a new place to call home with 40 new housing units – 20 designated as deeply affordable. (Source: Province of Nova Scotia) The Nova Scotia government announced 40 new housing units in Pugwash on Wednesday, 20 of which will be designated as 'deeply affordable' housing. The Sunset Community, a non-profit housing provider, is leading the Sunrise Landing project. It will work with local builder Crossroads Cycle, said the province in a news release. The Sunset Community currently serves 60 people with physical and intellectual disabilities and mental illness in its residential centre. It also operates an independent living support program for 20 people in their own homes across Cumberland County and in an eight-bed group home in Pugwash. 'Our government is dedicated to helping all Nova Scotians have a safe and affordable place to call home, and this project, which includes 20 deeply affordable units, is doing just that,' said Cumberland South MLA Tory Rushton, on behalf of Colton LeBlanc, minister of Growth and Development. Sunrise Landing will provide affordable housing for people transitioning from Sunset's care programs and for members of the broader public, including Sunset staff who currently commute long distances to work. The development features one- and three-bedroom units. The affordable rents are $495 for one bedroom and $690 for three bedrooms, including utilities. This project will provide more-safe, affordable homes for some of the most vulnerable residents of Pugwash. It's also another step forward in building an economy that serves everyone,' said Gregor Robertson, federal minister of Housing and Infrastructure. Crossroads Cycle has committed to renting five three-bedroom units at market rates for their employees. The project is part of the Affordable Housing Development Program, to which the province is contributing $3 million in non-repayable loans. The Canada Mortgage and Housing Corporation is contributing $7.3 million to the project, the Municipality of the County of Cumberland is contributing $300,000 and the River Philip Foundation is contributing $500,000.
