Q I am a retiree and started a Post Office PPF account in November 2020. I have ₹3 lakh in the account and am badly in need of money for medical emergency. Can I close my account and get back the money now?

A We are sorry to hear about your situation. Public Provident Fund (PPF) account comes with a lock-in period of 15 years, i.e. account can be closed only after the completion of 15 years under normal circumstances. It's not advisable to open a PPF account at the fag end of your career. In the Post Office PPF account, a subscriber can withdraw only after the completion of five financial years excluding the account opening. In your case, you have opened in November 2020 (FY20-21), withdrawal can be made only during FY2026-27, i.e. after completion of March 31, 2026. Further, only 50% of the balance credit at the end of the fourth preceding year could be withdrawn.
Premature closure is allowed only after the completion of the fifth calendar year from the end of the year in which the account was opened. The closure is subject to conditions such as life-threatening disease of account holder, spouse or dependent children; higher education of account holder or dependent children. It is also allowed when there is a change in the resident status of an account holder (i.e., he/she became NRI). However, 1% interest shall be deducted for the same.
Though you have a medical emergency, it is likely impossible to close your PPF account prematurely or withdraw your corpus. However, a post office official said, 'If you have valid medical certificates and that the medical condition (of self or any of the family member) is life-threatening, you can place a request to the Divisional Head of your branch through your branch head and try explaining your crisis. However, it's not a guarantee that your account could be closed prematurely.'

A You are considerably young and have enough time for growth prospects, be it in direct equity investing or through mutual funds. First, you can start investing in mutual funds (MFs). Choose any Index fund (passive) that tracks Nifty 50 or Sensex 30, which are comparatively (not completely) safer. However, choose only direct schemes but not regular schemes that are offered by distributors or brokers. When compared with regular schemes, the expense ratio for direct schemes is lower.
Either you can start a Systematic Investment Plan (SIP) or you can invest in a lumpsum plan. SIP is a monthly commitment whereas a lumpsum is a one-time investment plan. You can start investing a minimum of ₹500 per month (some MF schemes offer lower amount plans also) in any passive fund or as a one-time lumpsum, if you get any incentive or bonus. Since you have no liability, you can start a SIP of ₹6,000 per month. Keep track of the performance of SIP investment for two to three years. Once you have understood how market movements impact your mutual fund performance, you can consider investing in other active mutual funds and also start investing in equity markets, that is stocks.
For a decent health insurance coverage for you and your family, take a family floater policy with a sum insured (SI) of up to ₹10 lakh at an affordable premium. Important criteria to consider in the policy are list of network hospitals for cashless treatment, higher claim settlement ratio of insurance companies, cap on room rents, sub-limits on treatments, waiting periods for pre-existing diseases, pre- and post-hospitalisation coverage period, no-claim bonus benefits, inclusion of annual health check-up facility, co-payment clauses, coverage for daycare procedures and life-long renewability.

HDB Financial gets regulator's nod for ₹12,500-crore IPO
HDB Financial Services Ltd, owned by HDFC Bank Ltd, has received the capital markets regulator's approval for a ₹ 12,500-crore initial public offering. The non-bank financier filed its draft red herring prospectus (DRHP) on 30 October, comprising a fresh issue of up to ₹ 2,500 crore and an offer for sale of up to ₹ 10,000 crore. The Securities and Exchange Board of India issued an observation letter to the lender on 28 May. The final set of Sebi observations is essentially an in-principle approval for the IPO, according to market participants. Typically, after a company files its DRHP, the regulator responds within 45 days. However, in this case, Sebi took about seven months. 'With these final observations in place, the company has a 12-month window to file its red-herring prospectus (RHP) and can launch the IPO anytime within that period,' said Vipin Singhal, director at Anand Rathi Investment Banking. While the IPO market is currently subdued, a number of deals are lined up and ready to go once market sentiment improves, Singhal added. So far this year, the Nifty 50 has risen just 3%. Parent HDFC Bank, which owns 94.32% of HDB Financial Services, will sell shares worth ₹ 10,000 crore via an offer for sale. Last week, Bloomberg reported that HDB Financial Services was nearing Sebi's approval for its IPO. The nod would allow the subsidiary of HDFC Bank, the country's largest private sector lender, to finally move forward with a deal that could raise up to $1.5 billion, following months of waiting for regulatory clearance. At $1.5 billion, it would be the largest IPO by a non-bank financial company (NBFC) in India and the biggest across sectors since Hyundai Motor India Ltd's $3.3 billion listing last year. South Korea's LG Electronics had planned to list its Indian unit in May but has reportedly delayed the IPO due to market volatility and valuation concerns. The $3.3-billion offering may now take place in the second or third quarter of the current fiscal year, depending on market conditions, as per reports. The proposed listing would also help HDB Financial Services meet a regulatory norm that mandated certain large non-bank financiers to go public. The Reserve Bank of India (RBI) in its 2021 guidelines said that upper-layer NBFCs must be listed within three years of being identified as one. The non-bank subsidiary of India's largest private lender HDFC Bank was among the 16 names listed by RBI in September 2022, effectively giving it time till September 2025 to get listed. RBI regulations classify NBFCs into four layers based on the size, activity and perceived risks. The upper layer comprises prominent names like Tata Sons Pvt, LIC Housing Finance Ltd and Shriram Finance Ltd. Established in 2007, HDB Financial has three primary verticals: enterprise lending, asset finance, and consumer finance. HDB Financial reported a net profit of ₹ 2,176 crore in FY25, down from ₹ 2,461 crore in the previous financial year. Its gross non-performing assets (NPA) ratio, though down from the highs seen three to four years ago, rose in 2024-25, showed data from its FY25 annual report. In FY25, the gross NPA — bad loans as a percentage of total loans — stood at 2.26% compared with 1.9% in FY24. 'With the economy projected to continue growing, the company, with its diversified product portfolio, broad reach through its network of branches across the country and its digital infrastructure, is cautiously optimistic in its outlook for FY 2025-26,' said its FY25 annual report. Mint reported in January that the markets regulator is examining a potential violation of the Companies Act by HDB Financial Services 17 years ago, as the non-bank lender prepares for a $1.5 billion initial public offering (IPO), citing three people aware of the matter. As per the report, Sebi found that the lender in 2008 issued shares to more than 50 employees of its parent HDFC Bank through a private placement. Under the Companies Act, issuing shares to more than 50 people is considered a public issue, requiring compulsory Sebi clearance. The status of this matter is not publicly available.

Benchmarks stumble for third day; Nifty ends below 24,550 mark
Equity benchmarks ended deep in the red today, marking their third consecutive day of losses. The mood on Dalal Street turned sour as global trade tensions escalated following the U.S. decision to hike tariffs on steel and aluminium. The move spooked investors, especially given its implications for Indian exporters. Adding fuel to the fire, weak manufacturing data from both the U.S. and China pointed to cooling global demand. The Nifty started the day on a strong note, opening at 24,786.30 and briefly climbing to 24,845.10. But the early optimism faded fast. Persistent selling dragged the index to a low of 24,502.15 before it closed below the 24,550 mark. Recovery attempts in the second half were shallow and short-lived. Sectorally, private banks, energy, and consumer durables were the biggest laggards. However, realty stocks managed to stay afloat, buoyed by hopes of a potential rate cut from the Reserve Bank of India. The S&P BSE Sensex declined 636.24 points or 0.78% to 80,737.51. The Nifty 50 index dropped 174.10 points or 0.70% to 24,542.50. In the three consecutive sessions, the Sensex and Nifty declined 1.1% and 1.17%, respectively. Adani Ports & SEZ (down 2.42%), Bajaj Finance (down 1.69%) and ICICI Bank (down 0.90%) were major drags today. In the broader market, the S&P BSE Mid-Cap index fell 0.52% and the S&P BSE Small-Cap index shed 0.07%. The market breadth was negative. On the BSE, 1,731 shares rose and 2,266 shares fell. A total of 147 shares were unchanged. The NSE's India VIX, a gauge of the market's expectation of volatility over the near term, declined 3.51% to 16.56. Numbers to Track: The yield on India's 10-year benchmark federal paper declined 0.18% to 6.212 from previous close of 6.223. In the foreign exchange market, the rupee edged lower against the dollar. The partially convertible rupee was hovering at 85.5925, compared with its close of 85.3950 during the previous trading session. MCX Gold futures for 5 August 2025 settlement shed 0.26% to Rs 97,700. The US Dollar index (DXY), which tracks the greenback's value against a basket of currencies, was up 0.26% to 98.94. The United States 10-year bond yield fell 1.03% to 4.415. In the commodities market, Brent crude for August 2025 settlement shed 2 cents or 0.03% to $64.61 a barrel. Global Markets: US Dow Jones futures were down 160 points, signaling a weak start for Wall Street. Most European markets advanced as inflation in the euro zone eased to 1.9% from 2.2% in May. The drop was largely driven by, a steep monthly drop in services inflation from 4% in April to 3.2% in May, building the case for a widely anticipated interest rate cut from the European Central Bank when it meets on Thursday. Most Asian stocks ended higher on Tuesday, tracking overnight gains across all three major U.S. stock indices, despite ongoing global trade tensions. South Korean markets remained closed due to polling day. China responded to U.S. allegations of violating a temporary trade agreement, stating that the United States had failed to uphold its side of the deal. The exchange highlights increasing strain in trade negotiations between the two countries. Separately, the European Union criticized U.S. President Donald Trump's proposal to raise steel tariffs to 50%, arguing that the move could disrupt ongoing EU-U.S. trade discussions. An EU spokesperson reportedly indicated that the bloc is prepared to implement countermeasures if necessary. China's Caixin/S&P Global manufacturing purchasing managers index (PMI) declined to 48.3 in May from 50.4 in April, marking its first drop below the 50-point threshold, indicating contraction, since September of the previous year. In the U.S., stock indices ended higher on Monday, lifted by strong gains in technology stocks and a rally in the energy sector as oil prices climbed. Domestic steel and aluminum stocks also advanced on optimism around potential tariff hikes. Last week, Trump announced plans to double tariffs on imported steel and aluminium, from 25% to 50%, stoking hopes of increased protection for domestic producers. The S&P 500 rose 0.41%, the Nasdaq Composite gained 0.67%, and the Dow Jones Industrial Average edged up 0.08%. US ISM Manufacturing PMI edged down to 48.5 in May from 48.7, marking the lowest reading since November. This marks the third straight month of contraction, with underlying components still signaling broad-based weakness. New Listing: Shares of Prostarm Info Systems settled at Rs 126.25 on the BSE, representing a premium of 20.24% compared with the issue price of Rs 105. The scrip was listed at Rs 125, exhibiting a premium of 19.05% to the issue price. The stock has hit a high of 130 and a low of 120. On the BSE, over 13.14 lakh shares of the company were traded in the counter. Stocks in Spotlight: Waaree Renewable Technologies rose 0.54% after the company secured a letter of award (LoA) for the engineering, procurement, and construction (EPC) of a large-scale solar power project. The new contract is valued at approximately Rs 346.33 crore. Transrail Lighting rallied 5.97% after the company announced that it has secured fresh domestic and international orders worth Rs 534 crore. United Spirits jumped 1.79% to Rs 1,577 after a leading foreign brokerage upgraded the stock to 'Overweight' from 'Neutral' and raised the target price to Rs 1,760 from Rs 1,415. Go Fashion (India) rose 3.29% to Rs 889 after a domestic brokerage initiated coverage with a 'buy' rating and a target price of Rs 1,127, citing strong brand presence and first-mover advantage as key growth catalysts. Medicamen Biotech soared 4.19% after the company has received its first Abbreviated New Drug Application (ANDA) approval from the U.S. Food and Drug Administration (USFDA) for Bortezomib for injection 3.5 mg. Sika Interplant Systems surged 13.59% after the company signed a license agreement with Collins Aerospace units to offer MRO services for Airbus A320/A321 components. The move boosts Sikas footprint in aviation servicing across India and nearby markets. Deepak Builders and Engineers India rose 2.94% after the company announced that it had emerged as the lowest bidder (L1) for the Rs 142.60 crore Unity Mall EPC project at HSIIDC Industrial Estate, Karnal, Haryana. Grasim Industries added 1.10% after the company announced that its finance committee has approved the issuance of non-convertible debentures (NCDs) aggregating up to Rs 1,000 crore. Maruti Suzuki India declined 1.33%. The companys total production rose 1.38% to 195,882 units in May 2025 as against 193,207 units recorded in May 2024. Larsen & Toubro (L&T) fell 1.03%. The company announced that its water & effluent treatment (WET) vertical has secured significant orders from the Public Health Engineering Department of Rajasthan. The value of the contract ranges from Rs 1,000 crore to Rs 2,500 crore. MIC Electronics slipped 1.22%. The company said that it has received a letter of acceptance (LoA) worth Rs 1.11 crore from the Pandit Deen Dayal Upadhyaya Division of East Central Railway.
