Muscat – Omani workers in the private sector will now be entitled to a performance-based periodic increment every January under new regulations issued by Ministry of Labour.
Ministerial Decision No 317/ 2025, published in the Official Gazette (Issue 1606), sets out the minimum increment and conditions for disbursement. The regulation replaces Ministerial Decision No 541/2013 and comes into effect the day after publication.
Under the new rules, an Omani worker must have completed at least six months of service at an establishment to qualify. The appraisal will be determined based on performance, with minimum increment of 5% of the basic for an 'Excellent' appraisal, 4% for 'Very Good', 3% for 'Good', 2% for 'Acceptable' and none for a 'Weak' rating.
Workers have the right to appeal their appraisal results to the competent department at Ministry of Labour.
In cases where a worker changes jobs within the year, the establishment where they spent the longer duration will be responsible for issuing the performance appraisal, while the new employer will be required to pay the allowance.
The decision also allows employers to reduce the allowance due to economic reasons, subject to approval by the committee referenced in Article 45 of the Labour Law.
Employers may suspend the increment if a worker is under investigation for a workplace-related offence, or if the employee takes unpaid leave or is absent for more than six months in the year. However, increment must be paid retroactively in case of an acquittal.
An administrative fine of RO50 will be imposed on any employer who violates the provisions of the decision, and the fine multiplied by the number of workers against whom the violation occurred.
The decision is part of continued efforts to enhance labour market regulation and ensure fair compensation linked to performance and service duration.

By OUR CORRESPONDENT Muscat – In response to public and institutional requests, Ministry of Labour (MoL) has announced an extension of the status correction period for workers and employers till December 31, 2025. In a circular issued on Monday, MoL confirmed that the decision follows numerous appeals from individuals, employers and workers across the sultanate seeking additional time to complete legal procedures. The original deadline was set for July 31. 'This extension is aimed at allowing the largest possible number of beneficiaries to finalise their legal requirements,' the ministry stated, stressing that this will be the final grace period. It urged all concerned parties to take advantage of the extension and rectify their status in accordance with the law. The ministry directed all relevant departments and agencies to take necessary steps to implement the new deadline in line with public interest. The amnesty initiative, introduced in January and approved by the Council of Ministers, includes a set of exemptions and waivers exceeding RO60mn. Key measures include cancellation of fines for expired labour cards inactive for more than seven years and exemption from repatriation ticket costs for workers who left before 2017. Labour cards unused for over ten years will be cancelled, though these can be reactivated under certain conditions such as submitting renewal requests, transferring services or reporting work abandonment. Companies that were officially liquidated can also have financial obligations waived provided their employees are repatriated or transferred to other employers. During the amnesty period, which began on February 1, fines associated with labour cards will be dropped if certain conditions are met. These include renewing the cards, paying fees for two years and cancelling existing work abandonment reports. MoL reiterated that the amnesty extension aims to create a balanced, legally compliant labour market, protect the rights of all parties and improve regulatory oversight.

MUSCAT, JULY 28 Omani drone startup SERB, backed by the Oman Investment Authority (OIA) through Future Fund Oman (FFO), plans to onboard 5,000 drone pilots as part of its mission to build a comprehensive drone management ecosystem in the Sultanate. One of the most prominent drone-based service providers in the country, SERB is currently partnering with the Civil Aviation Authority (CAA) in the development and operation of the 'SERB Platform', a centralized system for drone registration and management. Formally unveiled by the CAA on January 28, 2025, the platform aims to enhance air navigation safety, regulate drone usage, and streamline the permitting process for drone operators. On the first anniversary of its launch, FFO highlighted its partnership with SERB as a model of high-impact economic growth. 'SERB is leading the transformation of drone management in the Sultanate. With support from FFO and strategic collaboration with the Civil Aviation Authority, SERB aligns closely with Oman Vision 2040—aiming to enhance airspace safety, foster innovation in drone technology, and support the broad use of drones across the economy,' FFO noted in an Impact Report compiled by Oxford Business Group. As part of its strategic goal to foster skills development and industry growth, SERB aims to initially onboard around 5,000 drone pilots. It has also laid the groundwork for collaboration with 13 government entities to build the regulatory framework underpinning the platform. Once fully operational, the SERB Platform will offer a range of services including safe zone identification to help drone operators locate authorized areas for activities, a registration portal to simplify drone registration and permit acquisition, air traffic management capabilities to ensure safe integration into existing airspace, and environmental protection compliance mechanisms to uphold safety standards for people, property, and the natural environment. Looking ahead, SERB has ambitions to expand its regional footprint. 'SERB aims to extend its operations to regional markets, including Abu Dhabi, Jordan, and Saudi Arabia. It plans to onboard major players in drone delivery, broaden the platform's capabilities, and position itself as a leader in technological innovation and ecosystem acceleration,' FFO added. Oman's domestic drone industry has seen strong momentum in recent years, attracting tens of millions of dollars in investment. A wave of startups and tech ventures now specialize in areas such as aerial inspection, precision agriculture, logistics, environmental monitoring, and infrastructure surveying. An increasing number of government ministries, oilfield operators, and logistics companies are partnering with local drone firms to implement innovative services—for example, deploying pesticide-spraying drones in date farms. Regulatory bodies, including the Ministry of Commerce, Industry and Investment Promotion (MoCIIP), have introduced technical standards and frameworks to nurture innovation within the sector. The continued growth of the drone ecosystem also supports youth entrepreneurship and the integration of advanced technologies—such as AI-powered logistics and smart agriculture—into national development strategies.

AL ASHKHARAH: The foundation stone for the much-anticipated Al Ashkharah Waterfront Project was laid on Sunday in the Wilayat of Jaalan Bani Bu Ali, Al Sharqiyah South Governorate, marking a major milestone in the governorate's push to enhance its tourism potential and infrastructure. Dr Yahya bin Badr al Maawali, Governor of Al Sharqiyah South, stated that the project forms part of the governorate's broader strategy to boost natural and tourism resources, in line with the goals of Oman Vision 2040. Aimed at achieving sustainable and integrated urban development, Al Ashkharah Waterfront is envisioned as a modern tourism destination that respects environmental sensitivity while elevating the area's appeal for both residents and visitors. Spanning an area of 74,172 square metres, with 4,140 square metres of built-up space, the project includes a 1,860-metre main promenade and 1,800 metres of designated walking, running and cycling paths. It also features green zones harmoniously integrated across the site. The project will offer a wide range of service and recreational amenities including sea-facing restaurants and cafes, shaded seating areas, a dedicated children's play zone, watchtowers, guard rooms and multi-use canopies of varying designs. Reflecting Omani cultural and architectural character while incorporating modern lighting and accessibility, the development is expected to stimulate local economic activity and provide investment opportunities for small and medium-sized enterprises (SMEs) and entrepreneurs.
