Kerala Governor orders probe into allegations of Digital University fund misuse

THIRUVANANTHAPURAM: In the wake of complaints over alleged misuse of funds in the Digital University Kerala (DUK), Governor Rajendra Arlekar has directed the police to inquire into the charges and also asked the office of the Comptroller and Auditor General to conduct a thorough audit of the varsity funds.
The governor's action came in the wake of a report by DUK Vice-Chancellor Ciza Thomas that flagged major irregularities in varsity fund utilisation and demanded a thorough independent audit. The irregularities included a lack of proper accounts to the tune of Rs 3.94 crore for a Rs 98.45-crore graphene research project, implemented through DUK with funds from the Union and state governments.
Though a private firm was the initial implementing partner for the graphene aurora project, it was incorporated only after the official order sanctioning the project was issued. Later, DUK was directly chosen for the role after the Union government detected certain irregularities.
The VC, in her report, said Rs 3.94 crore from the Centre was routed to the private firm by the university in 2024-25. When DUK demanded utilisation certificates, the firm produced bills relating to food, travel and accommodation expenses of its officials, leading to suspicion of fund misuse.
The report to the governor also pointed out that projects sanctioned in the name of the university were being taken over by faculty members through companies floated by them. Notably, the university's resources were being used to carry out the work related to such projects.
The VC has also highlighted that a building leased out by DUK and renovated at a cost of Rs 2.9 crore was being used to lodge employees of private firms that claimed association with the university. The payment of rent and maintenance of the facility was being carried out using varsity funds.
Ciza pointed out that neither statutory audit nor an audit by an external agency has been conducted in DUK.
'The huge public funds involved and the number of questionable projects being undertaken warrant an independent and comprehensive audit into the university funds,' the vice-chancellor recommended in her report.

The High Court stated that police interrogation of Sushil Udasi, Pankaj Tilokani, and Umesh Rajpal is required. Four people took a loan of over Rs 2 crore from Wadhwa, who is the Chairman of Kalpataru Cooperative Credit Society. However, the money was not returned. When Wadhwa asked for the loan money back from the accused, they got Suresh Pujari to call Wadhwa. Wadhwa was threatened on the phone, being told not to ask for money from the four and to pay an additional ransom of Rs 1 crore to save his life. The incident dates back to 2021 when Wadhwa lodged a complaint at the local Ulhasnagar police station and presented the phone call records to the police. During that time, many businessmen in Ulhasnagar city were threatened by don Suresh Pujari for money. A cable operator was also killed, and there was a shooting outside a builder's office. In such a situation, considering the seriousness of the case, the Central Crime Unit started searching for the four accused, all of whom absconded. Makhija later got bail from the sessions court, while the remaining three accused received pre-arrest protection from the High Court. Wadhwa filed a petition in the court against the pre-arrest protection given to the four accused by the High Court. During the hearing on Wadhwa's plea this week, High Court Judge Nitin Sambre stated that the transcript produced by the complainant on record sufficiently justifies the allegations against the accused, which, in his opinion, warrant custodial interrogation. Therefore, the pre-arrest protection given to them is rejected. However, the judge's order provides them with four weeks of temporary protection before arrest. After the High Court order, Wadhwa said the arrest of the three accused will help the police crack the trio's nexus with gangster Suresh Pujari, who he suspects provided information about many other businessmen from the city to Pujari for ransom.

The Indian life insurance industry registered new business premiums of Rs 41,117.1 crore in June amid the ongoing impact of the revised surrender value regulations, lower credit life sales, and group single premiums, according to a new report. CareEdge Ratings expects the life insurance industry to continue to grow at 10 per cent-12 per cent over a three-to-five-year horizon, driven by product innovation along with supportive regulations, rapid digitalisation, effective distribution, and improving customer services. In June, the annual premium equivalent (APE) rose by 2.5 per cent, a slower growth rate compared to the 20.0 per cent increase in the same period last year. In APE terms, the industry grew at an 11.0 per cent compounded annual growth rate (CAGR) between June 2023 and June 2025. During this period, private insurers grew at 15.4 per cent, according to the report. 'The first quarter is typically a slow period for the life insurance sector, as it follows the fiscal year-end when most retail customers have already purchased policies in a last-minute rush,' said Saurabh Bhalerao, Associate Director, CareEdge Ratings. In Q1 FY26, the quarter-on-quarter growth has increased by 4.3 per cent compared to 22.9 per cent growth in the same quarter a year ago, mainly because of muted consumer demand and the impact of revised surrender value guidelines, which were effective October 1, 2024.
