GENEVA : The military escalation in the Middle East risks sparking warfare with irreversible consequences, the head of the International Committee of the Red Cross today, following US strikes on Iran.
ICRC president Mirjana Spoljaric called for civilians and medical personnel to be spared after the US military hit three Iranian nuclear sites, joining its ally Israel's bombing campaign.
'The intensification and spread of major military operations in the Middle East risk engulfing the region – and the world – in a war with irreversible consequences,' Spoljaric said in a statement.
'The world cannot absorb limitless war.'
'Upholding international humanitarian law is not a choice – it is an obligation. Civilians must be spared from the conduct of hostilities.'
She said medical personnel and first responders must be allowed to carry out their life-saving work safely, including colleagues at the Iranian Red Crescent Society and at Israel's Magen David Adom.
Spoljaric said the ICRC had delegations in both Iran and Israel and was mobilising teams and supplies to scale up to increasing needs.
However, 'no humanitarian response can substitute for political will to prioritise peace, stability and human life', she said.

Iran's top diplomat heads to Moscow for talks with Putin after US strikes

MOSCOW, June 23 — Iranian Foreign Minister Abbas Araghchi was due to hold 'important' talks with key ally Vladimir Putin on Monday, 48 hours after a major US attack on Iran's key nuclear facilities. Moscow is a crucial backer of Tehran, but has not swung forcefully behind its partner since Israel launched a wave of attacks on June 13, strikes that triggered Iran to respond with missiles and drones. While Russia condemned the Israeli and US strikes, it has not offered military help and has downplayed its obligations under a sweeping strategic partnership agreement signed with Tehran just months ago. 'In this new dangerous situation ... our consultations with Russia can certainly be of great importance,' Russian state media reported Araghchi as saying after landing in Moscow. The official IRNA news agency reported Sunday that Araghchi would 'hold consultations with the president and other senior officials of Russia regarding regional and international developments following the military aggression by the United States and the Zionist regime against Iran.' Putin initially pitched himself as a possible mediator between Iran and Israel, but on Friday said he was only 'suggesting ideas', after US President Donald Trump pushed back against a role for the Kremlin leader. 'We are by no means seeking to act as a mediator, we are simply suggesting ideas,' Putin said at an economic forum in Saint Petersburg. 'If they turn out to be attractive to both sides, we will only be happy,' he added. Russia's foreign ministry on Saturday condemned the US strikes as 'irresponsible,' after having previously warned against military intervention. — AFP

Germany, France, UK offer Iran talks over nuclear programme

Tehran had previously failed to take the opportunity to enter into constructive nuclear talks. (EPA Images pic) BERLIN : Germany, France and Britain are ready to hold immediate talks with Iran over Tehran's nuclear programme in a bid to de-escalate the situation in the Middle East, German foreign minister Johann Wadephul said. Wadephul, who is on a visit to the Middle East, said he was trying to contribute towards a de-escalation of the conflict between Israel and Iran, and noted Tehran had previously failed to take the opportunity to enter into constructive talks. 'I hope that's still possible,' Wadephul told German public broadcaster ARD late on Saturday. 'Germany, together with France and Britain are ready. We're offering Iran immediate negotiations about the nuclear programme, I hope (the offer) is accepted.' 'This is also a key prerequisite for reaching a pacification of this conflict, that Iran presents no danger to the region, for the state of Israel or to Europe.'

Russia says Middle East is plunging into ‘abyss'

Kremlin spokesman Dmitry Peskov said Moscow favoured an end to hostilities and a move to diplomacy as soon as possible. (EPA Images pic) ST PETERSBURG : The Kremlin warned on Friday that the Middle East was plunging into 'an abyss of instability and war' and said Moscow was worried by events and still stood ready to mediate. Russia, which has warm ties with Iran and also maintains close links to Israel, has urged the US not to strike Iran and has called for a diplomatic solution to the crisis around Tehran's nuclear programme to be found. Asked on Friday if Russia had any red lines when it came to the situation, Kremlin spokesman Dmitry Peskov told reporters that countries in the region were the ones who should have their own red lines. 'The region is plunging into an abyss of instability and war,' Peskov said. 'This war is fraught with (the risk of) geographic expansion and unpredictable consequences. This region is at our borders. It's potentially dangerous for us and we are concerned.' Although Russia does not border any country in the Middle East, its southern North Caucasus region borders a belt of former Soviet republics which in turn border Iran and Turkey. Peskov said that Moscow observed for now that Israel wanted to continue its military action against Iran but said Russia has lines of communication open with Israel, the U.S. and Iran. Peskov said it was hard to predict whether an offer by Putin to mediate in the crisis would be taken up or not but said that Moscow favoured an end to hostilities and a move to diplomacy as soon as possible. Russian nuclear energy chief Alexei Likhachev said the situation at Iran's Bushehr nuclear power plant, where hundreds of Russian specialists work, was 'normal' and under control. The Israeli military said at one point on Thursday that it had struck the Russian-built Bushehr facility but later said the comment had been made by mistake. Likhachev, head of the state nuclear energy corporation Rosatom, said on Thursday that any attack on the plant could cause a Chernobyl-style nuclear disaster. On Friday he told reporters in St Petersburg: 'We…very much hope that all our signals from yesterday reached the Israeli leadership.' Likhachev said Russia has just over 300 staff at Bushehr and a total presence of about 500 people, including family members.
