Hong Kong's 2025-26 Budget Advances Innovation and Technology

HONG KONG SAR – Media OutReach Newswire – 28 February 2025 – Driving innovation and technology was a key focus of Hong Kong SAR's Financial Secretary Paul Chan's 2025-26 Budget. Identifying Artificial Intelligence (AI) as being at its core, Mr Chan said Hong Kong would leverage its competitive edge under the 'one country, two systems' principle to become an international exchange and co-operation hub for the AI industry.
'Through frontier research and real-world application, we will endeavour to develop AI as a core industry and empower traditional industries in their upgrading and transformation,' he said.
Financial Support
As the latest effort, the Financial Secretary set aside HK$1 billion for the establishment of the Hong Kong AI Research and Development Institute, to spearhead and support Hong Kong's innovative R&D as well as industrial application of AI.
In terms of fund-raising for tech enterprises, the Hong Kong Exchanges and Clearing Limited is taking forward the establishment of a dedicated 'technology enterprises channel' (TECH) to facilitate the relevant companies in preparing for listing applications, Mr Chan said.
To foster smart manufacturing, the Financial Secretary set aside HK$100 million for the planned launch of the two-year Pilot Manufacturing and Production Line Upgrade Support Scheme (Manufacturing+) this year. Under Manufacturing+, the Government would provide funding of up to HK$250,000 each on a one-to-two matching basis to enterprises operating production lines in Hong Kong to support their formulation of smart production strategies and introduction of advanced technologies into existing production lines.
Fostering Frontier Research
Mr Chan said the Hong Kong Space Robotics and Energy Centre, set up under the InnoHK Research Clusters, is aiming to develop a multi‑functional lunar surface operation robot, which will contribute to the country's Chang'E‑8 mission.
The Government has also started preparatory work for the establishment of the third InnoHK research cluster, which will focus on advanced manufacturing, materials, energy and sustainable development.
International Exchange and Co-operation Hub
To promote international exchange and co-operation on AI, Mr Chan revealed several high-level events to be hosted in Hong Kong.
The Hong Kong Investment Corporation (HKIC) will host the first International Conference on Embodied AI Robot, gathering top‑notch technology enterprises, academic institutions and investors to showcase the latest R&D outcomes and application scenarios.
To bring together top talents in the industry to study the development and application of AI, the HKIC will also host the first International Young Scientist Forum on Artificial Intelligence, promoting research of AI technology and its development as an industry.
Other pro-innovation initiatives
Meanwhile, the interdepartmental Working Group on Developing Low‑altitude Economy, established at the end of last year, is examining the applications for the first batch of Regulatory Sandbox pilot projects, with a view to expanding the scope of low‑altitude flying activities. The Government is also reviewing civil aviation legislation to enhance the regulatory regime in support of long-term development of the low‑altitude economy.
At the same time, with Low Earth Orbit satellites being a new trend in global satellite development, Mr Chan said the Government was exploring a set of streamlined procedures for vetting licence applications for operating Low Earth Orbit satellites.

MT Group launches second phase of Abu Dhabi supply chain expansion

Chinese industrial major MT Group today (May 26) announced the launch of the second phase of its supply chain expansion in Abu Dhabi, marking a significant milestone in the emirate's advanced manufacturing objectives. The launch includes the establishment of a large-scale valve manufacturing facility and a forging unit, both under MT Group subsidiaries - MT Okay and Yingliu. Following the successful commissioning of its Phase One facility, the second phase expansion is being facilitated in collaboration between the Abu Dhabi Investment Office (ADIO) and MT Valves, further deepening the company's industrial presence in the emirate. The Chinese group said the new phase will be jointly implemented by MT Okay and MT Yingliu, both affiliate companies within MT Group, while MT Valve and Industries International, which led Phase One, will co-ordinate efforts for this next stage. Located on a site spanning over 11,500 sq m, the manufacturing facility will integrate smart manufacturing technologies, including automation and digital control systems, to deliver high-performance industrial valves of up to 56 inches in diameter, engineered for use in sectors such as energy, water, and heavy infrastructure. With a planned investment of up to AED100 million ($27.2 million), the facility is expected to generate around 200 skilled jobs, including roles in engineering, operations, and digital manufacturing. The industrial forging unit, spanning 12,000 sqm, will introduce the UAE's first forging operation for precision free and pattern forging, producing components from 2 to 48 inches in diameter. The plant will support high-spec applications across the industrial and energy sectors, utilising smart, energy-efficient systems. Construction on the facility is now underway, backed by a capital investment of up to AED100 million and the creation of 100 new specialist roles. Mohammad Al Kamali, the Chief Industry and Trade Officer at ADIO, said: "MT Group's continued investment in Abu Dhabi is a testament to the Emirate's role as a trusted partner for industrial innovators seeking to scale globally." "With world-class infrastructure, advanced regulatory frameworks and a business-friendly environment, Abu Dhabi offers a compelling platform for manufacturers ready to transform supply chains and expand to international markets," he stated. High-Level All-Party Indian Delegation Arrives in Bahrain for Strategic Bilateral Discussions

A high-level All-Party Delegation from India, led by H.E. Mr. Baijayant 'Jay' Panda, Hon'ble Member of Parliament, arrived in Bahrain today for a two-day official visit from May 24 to 25. The distinguished delegation comprises Members of Parliament, senior political figures, and former diplomats, and is scheduled to engage in meetings with top officials from the Government and Parliament of the Kingdom of Bahrain, as well as other key stakeholders. The visit comes in the immediate aftermath of the tragic terror attack in Pahalgam, India, on April 22, 2025, and aims to reinforce strategic cooperation and dialogue between the two countries amidst recent regional developments. India and Bahrain enjoy a historically strong bilateral relationship, which continues to thrive across economic and people-to-people ties. Bilateral trade between the two nations reached USD 1.7 billion in the fiscal year 2023-24, with India ranking among Bahrain's top five trading partners. Two-way investments have also seen significant growth, rising by 40% since 2019. From Q1 2023 to Q1 2024 alone, Indian investments in Bahrain increased by USD 200 million — a 15% year-on-year growth — bringing total two-way investments to USD 1.56 billion.
