PC sacked after excessive force misconduct hearing

A police officer has been sacked after a gross misconduct after a hearing found he used excessive force to restrain a teenage girl.
Nottinghamshire Police said PC Kevin Markowski used "unnecessary and disproportionate" force when arresting the 16-year-old who was shouting and swearing in Arnold town centre.
The force said it was alleged the officer banged her head on a police vehicle and twice put his hands on her throat area while restraining her.
The hearing was told Mr Markowski believed he had used reasonable and proportionate force and had placed his hands on the top of the girl's chest, not her throat.
However, the force said a panel, led by Temporary Deputy Chief Constable Rob Griffin, had dismissed the officer's assertions after the two-day hearing, which concluded on Thursday.
The panel found the officer had breached standards of professional behaviour in duties and responsibilities, authority, respect and courtesy, use of force and discreditable conduct.
Mr Markowski stood trial accused of intentionally strangling the girl but was acquitted by a jury at Lincoln Crown Court last year, the panel heard.
The hearing was told PC Markowski and a colleague were called to Front Street in Arnold in August 2022 to reports of a breach of the peace.
The force said PC Markowski approached the girl and asked her to stop shouting and swearing before grabbing hold of her arm and leading her towards the police car.
The force said he caused her injury by banging her head on a police vehicle before using excessive force when she was placed inside it.
The girl was then driven to her mother's address and was later de-arrested, the hearing was told.
PC Markowski was described as "disrespectful and discourteous" when he refused to provide a concerned member of the public with his collar number.
After the hearing, Mr Griffin said in a statement the officer's dismissal was "necessary for maintaining public trust and confidence in policing".
He has also been placed on the police barred list, the force said.
Mr Griffin added: "We acknowledge that this was a distressing incident for the girl involved and recognise the ongoing impact it has had on both her and her family.
"We would like to apologise for the trauma caused and hope this outcome has reassured them of the seriousness in which we treat misconduct."

Reno has said he is innocent and plans to appeal, his lawyer Natalie Williams said in court Friday, asking for a 45-year sentence. During lengthy remarks, Deputy Prosecutor Milana Petersen said Reno killed Johnson over cash and a 'little bit of weed.' She ultimately asked for 75 years. Johnson's mother, emotional on the stand, said her grandson still wouldn't eat spaghetti because it was the last dinner he ate with his dad. She expressed empathy for Reno's family. My son would have helped you, she told Reno. 'I just want to know why,' she said. 'He would have done anything you asked.' Earlier in the hearing, Petersen questioned Detective James Nielsen on videos from Reno's Facebook account. They showed him holding guns, money with rap music playing, or smoking. Williams objected throughout – saying they were posted in 2022 or later. His Facebook account was deactivated around the time of Johnson's death, she said. The lawyer argued there was no proof he was in a gang, a point Judge Salvador Vasquez agreed. Posting videos on Facebook with guns, money or rap music was not proof he lived a violent life. It was a false conjecture, she argued. Gary Police responded that day to an apartment building on the 1300 block of W. 5th Avenue for a homicide. Detectives found a trail of marijuana up the stairs to an open Pringles inside a third-floor apartment. Johnson was lying on the sofa. He had been shot twice in the head. There were no signs of struggle. Security cameras showed a Black man — later identified as Reno — arriving at Johnson's apartment, then fleeing about three minutes later. He had a handgun and a backpack with marijuana. Police believe Johnson was shot around 2 p.m. While a patrolman was writing a report at the Gary Police Station, 555 Polk St., a man who matched the one seen on the video walked by him and a colleague. He was wearing the same clothes, including a Black hoodie with white lining and brown tag. The other officer approached him. Reno gave his name, but he wasn't arrested, since the man in the video wasn't identified yet. Police learned Johnson started selling marijuana a month earlier to help pay his bills. Reno was arrested two years later. Investigators used 'facial recognition software' to help match security footage outside the Gary Police station to the man seen on camera at Johnson's apartment, court filings show. That left some questions on the software's accuracy. State lawmakers recently passed legislation to tighten standards for witness identification on photo lineups. It requires police to tell witnesses a suspect might not be in the lineup, cutting pressure to pick a photo; 'filler' photos – the non-suspects — have to look as close to a suspect as possible, and a witness' 'confidence' will have to be recorded. After he was accused of sexual assault and drug abuse by multiple people, the Newsboys singer spoke out on the allegations, which the accusers said took place between 2004 and 2014. "Recent reports of my reckless and destructive behavior, including drug and alcohol abuse and sexual activity are sadly, largely true," Tait wrote in a statement shared to his Instagram June 10. "For some two decades I used and abused cocaine, consumed far too much alcohol, and, at times, touched men in an unwanted sensual way." The four-time Grammy winner went on to say that he's taking full responsibility for the incidents described in the reports, which were first published by Christian media outlet The Roys Report on June 4. "I am ashamed of my life choices and actions, and make no excuses for them," Tait continued. "I will simply call it what God calls it—sin. I don't blame anyone or anything but myself.
