Ramp closures coming as Kennedy Expressway work goes on
The Illinois Department of Transportation announced Tuesday that four outbound ramps are scheduled to close for repairs later this month.
On Monday, May 19, the outbound Kennedy Expressway on-ramp from Ogden Avenue will close. The outbound Kennedy off-ramp to Division Street will follow that Wednesday, May 21.
On Monday, May 26, the outbound off-ramp to Ohio Street will close, and on Wednesday, May 28, the on-ramp from Keeler Avenue will follow.
The first three closures will each last about a week. The Keeled Avenue on-ramp closure will last about two weeks.
IDOT said there will be additional ramp closures announced at a later date.
Meanwhile, IDOT also announced Tuesday that the reversible express lanes are set to close as part of the Kennedy reconstruction project for parts of two consecutive weekends.
They will close from 10 a.m. Friday, May 9, to 2 p.m. Saturday, May 10, and from 6 a.m. to noon Saturday, May 17, and also 6 a.m. to noon Sunday, May 18.
These closures are necessary to relocate fiber lines in preparation for the future installation of new overhead signs at Kedzie and Belmont avenues, IDOT said.
These closures are expected to result in heavy congestion.
Kennedy Expressway construction work has been back in action this spring after a break, with work in the outbound lanes. This third phase of the Kennedy reconstruction project aims to repair 19 bridges, repatch pavement, fix overhead signs, and add LED lights.
The two left lanes have been closed since March, so drivers can only take the two right lanes to O'Hare International Airport, and the express lanes to the Edens Expressway, from the Loop.

NASCAR says Michael Jordan antitrust suit is to force permanent charter no other team has
CHARLOTTE, N.C. (AP) — NASCAR argued in its latest court filing that Michael Jordan is suing the stock car series to earn a permanent charter that no other teams possess, and that neither 23XI Racing nor Front Row Motorsports has suffered any harm by racing as 'open' entries. NASCAR also indicated in its 34-page response filed late Monday that it has buyers interested in the six charters that have been set aside as a federal judge decides if the two teams can have them back for the remaining 11 races of this season. NASCAR is prepared to immediately begin the process of allocating the charters elsewhere. These latest arguments are part of the ongoing federal antitrust lawsuit filed by 23XI and Front Row against NASCAR in a fight over charters, which are essentially franchise tags. 23XI, owned by retired basketball Hall of Famer Michael Jordan and three-time Daytona 500 winner Denny Hamlin, and Front Row, owned by entrepreneur Bob Jenkins, were the only two organizations out of 15 not to sign extensions on new charter agreements. All the teams were fighting to have the charters made permanent during more than two years of extension negotiations, but NASCAR refused and its final offer was simply through 2031. 23XI and Front Row won a temporary injunction to be recognized as chartered as the case heads toward a Dec. 1 trial date. The injunction was eventually overturned, appealed by the teams, and U.S. District Judge Kenneth Bell will hear arguments Aug. 28 on the matter. 23XI and Front Row as 'open' teams do not receive the same financial percentages as chartered teams. A rulebook change in July after the chartered status was stripped from the two organizations ensured that the six cars aren't in danger of not qualifying for a race; starting spots are guaranteed to the 36 chartered cars in every 40-car field. 'Mr. Jordan has said he wants to use the litigation to grant him a permanent Charter that no other team has,' NASCAR alleged. 23XI and Front Row have maintained they will continue to race even if they must do so as open teams. NASCAR has argued that when the two organizations did not sign the extensions they lost all rights to charters and the sanctioning body should be free to move them. 'Plaintiffs' theoretical inability to obtain Charters post-trial also does not justify NASCAR from selling or transferring Charters, because Plaintiffs do not have Charters now because of their own strategic choice," NASCAR said in its filing. "Plaintiffs had multiple opportunities to acquire 2025 Charters, and they squandered them.' NASCAR also argued that a court cannot order the private company into a partnership with teams it is not interested in doing business with. Another argument by NASCAR is that 23XI and Front Row have not been harmed by not being chartered because their drivers have not left the team and the rule change protects them from missing races; Tyler Reddick of 23XI has clauses in his contract that he can leave if his car is not chartered. Additionally, NASCAR said it pays teams a higher percentage than even Formula 1 does and that its payout structure to teams proves it is not a monopoly because it was increased first by 28% in the 2016 charter agreement, and then by 62% in the 2025 agreement. 'NASCAR pays Teams more than even Formula 1 as a percentage of profit," NASCAR said. 'Plaintiffs ignore the pay raises the Teams received. Instead, they focus on a text during negotiations for the 2025 Charter that said an internal version of the May 2024 draft contained 'zero wins' for Teams. "Plaintiffs ignore that the actual May 2024 draft proposed to Teams carried forward the biggest win for the Teams — a massive pay increase — that was set out in the December 2023 draft. It also gave Charter holders an opportunity to obtain any improved extension terms NASCAR offered to third parties and increased Teams' ability to receive investor funding, among other benefits.' ___ AP auto racing:

NASCAR Power Rankings: Ryan Blaney No. 1; Joey Logano, Alex Bowman Back In
Two drivers who finished in the top five at Richmond Raceway enter the rankings, as Alex Bowman (second) and Joey Logano (fourth) are back in the top 10. Having some momentum is good for those looking ahead to the playoffs. Those on the bubble or needing a win to get in — well, they know they need some good fortune in the regular-season finale Saturday at Daytona. This will be the last power rankings for the 2025 season. Starting next week, we will start playoff rankings, ranking drivers based on their chances of winning the title. Dropped out: Christopher Bell (Last Week: 7), Ryan Preece (Last Week: 9) On the verge: Christopher Bell, Austin Cindric, Austin Dillon, Ryan Preece, Tyler Reddick, Shane van Gisbergen 10. Chase Elliott (Last Week: 10) Elliott got collected in an accident on Lap 198, putting him last at Richmond. But he'll stay in these rankings, as the Hendrick driver had a shot to win the regular-season title up until Saturday night. 9. Joey Logano (Last Week: Not Ranked) Logano had a solid night at Richmond with a fourth-place finish. It was his first top five in the last 11 races, but the Team Penske driver does have three top 10s in the last six. 8. Brad Keselowski (Last Week: 8) Keselowski had a relatively quiet day at Richmond with a ninth-place finish. It was the RFK Racing driver's eighth top 10 in his last 13 starts. 7. Alex Bowman (Last Week: Not Ranked) Bowman dropped out of the rankings a week earlier but after nearly winning Richmond, he's back on the list. The Hendrick driver's second-place finish gives him four top 10s (and two top fives) in his last five starts but his playoff status will come down to Daytona. 6. Bubba Wallace (Last Week: 6) A wheel falling off the Wallace car ruined a potentially great day as he had led 123 laps and finished second in the first stage and first in the second stage. At least the 23XI Racing driver knows he had speed. 5. Denny Hamlin (Last Week: 4) Hamlin had a rough day on pit road and finished 10th at Richmond. The Joe Gibbs Racing driver had five top fives in his nine previous starts, but this stopped some of the bleeding from a pair of finishes outside the top 20 entering Richmond. 4. Chase Briscoe (Last Week: 3) Involved in the wreck around the midway point of the race, Briscoe finished 13th at Richmond. The JGR driver had four top fives in the five races leading into Richmond. 3. Kyle Larson (Last Week: 5) Larson finished sixth at Richmond. And while he might have hoped for more, the Hendrick driver at least had a solid result after a pair of finishes outside the top 25. 2. William Byron (Last Week: 2) Byron finished 12th at Richmond but clinched the regular-season title. So it was one of the best 12th-place finishes of the Hendrick driver's career. 1. Ryan Blaney (Last Week: 1) Blaney retained the top spot with a third-place finish at Richmond. It was the fifth consecutive finish of eighth or better for the Team Penske driver.
