EBU ‘looking into' promotion of acts and number of votes allowed following Eurovision voting controversy

Eurovision organiser, the European Broadcasting Union (EBU), has said it will look at the promotion of Eurovision acts 'by their delegations and associated parties', and the number of votes allowed per person amid calls for an audit of the voting system.
Earlier this week, RTÉ requested a breakdown in Eurovision voting numbers. The Irish televote awarded Israel 10 points for Yuval Raphael's song New Day Will Rise, while the jury awarded seven points.
RTVE, Spain's public broadcaster, called for a 'complete review' to avoid 'external interference', and VRT, the Flemish public broadcasting company also publicly raised concerns over the voting process.
Belgium and Spain's televoters both awarded Israel 12 points, while the juries gave the country zero points.
Israel was ranked joint 14th by the national juries but jumped to the top of the leader-board when it received 297 in the public vote.
As it currently stands, viewers can currently vote up to 20 times each by phone, text or app.
While the EBU says there is no evidence this affects the final result, it will discuss this rule at the annual Reference Group that takes place after the contest each year.

Some countries, including Israel, used advertising on social media channels to promote their act.
In an 'open letter' on the Eurovision website, Martin Green, Director of the Eurovision Song Contest, said that the EBU would look into promotion of acts.
'Such promotion is allowed under our rules and acts to celebrate the artists, increase their profile and launch future careers – it's very much part of the music industry - but we want to ensure that such promotion is not disproportionately affecting the natural mobilisation of communities and diasporas we see in all entertainment audience voting,' he said.
'Another example is the number of votes we allow per person – 20 per payment method. This is designed to ensure that audiences of all ages can vote for more than one of their favourite songs and there is no current evidence that it disproportionately affects the final result – but the question has been asked and so we will look at it.'

The EBU has said that the voting system is highly advanced and contains 'multiple security layers and a comprehensive set of rules to ensure that a valid result is generated'.
Mr Green said that over 60 individuals in Cologne and other individuals in Vienna and Amsterdam 'monitor the voting process in each country and maintain direct contact with telecommunication and broadcasting partners globally'.
The results are then independently authenticated by compliance monitor EY.
He said all the concerns and feedback will be considered at the annual reference group for the contest which will take part in June this year.
The Song Contest was won on Saturday night by Austrian singer JJ with his techno ballad Wasted Love.

More than 14,000 complaints were made against the new series of Love Island as viewers worried about bullying on the show. The 12th series of the reality dating show concluded earlier in the month with a record number of Irish contestants. The Laois Rose Katelyn Cummins has been crowned the International Rose of Tralee. After showcasing the 32 lovely girls on Monday and Tuesday, the 20-year-old apprentice electrician became the 65th Rose of Tralee, and the first ever Rose from Laois. Katelyn, from Ballyouskill on the Laois-Kilkenny border, is an apprentice electrician who is currently in the third phase of her training. She plans on pursuing an engineering degree, with it also perhaps being fate that Katelyn became the Rose of Tralee: as she has a rose tattoo on her back. Speaking after her win, a shocked Katelyn told Kathryn Thomas that it was 'like a dream' winning the competition, and thanked her parents and 'the 31 girls standing behind me' for their support. She was then paraded around the streets of Tralee as she was formally presented to the crowds at Midnight Madness. Speaking on her decision to become an electrician, Katelyn explained that she wasn't sure what she wanted to do after school, and when she was in Transition Year she found her passion after doing work experience with an electrician. The Laois Rose Katelyn Cummins has been crowned the International Rose of Tralee. 'Back when I was in Transition Year, I had to do work experience, and I didn't really know what I wanted to do,' Katelyn told Dáithí Ó Sé. 'I didn't really want to go to college; it didn't really seem like a path for me. Then my dad put me in touch with a local electrician. I did a week's work experience, and I absolutely loved it. I knew it was the job for me.' Katelyn admitted that she's bucking stereotypes by becoming an electrician, saying 'I don't look like an electrician. I'm very, very girly. I was the only girl in my college, and I'm the only girl in my apprenticeship. I'm one of the lads now.' Of course, it wouldn't be the Rose of Tralee without a party piece, with Katelyn and her escort Tommy performing a jig together. Katelyn, a trainee electrician, said that she was bucking the trend by being a female electrician — with her also performing a jig with her escort. The evening was a typical night of whimsy and charm from the Festival Dome in Tralee with Dubai Rose, Celine O'Meara, among those showcasing her unique musical talents – she performed Miss Hamilton on the harp before promptly switching to the piano to finish the tune. Sarah Ann Fitz brought her Bavarian charm as the Germany Rose, and shared a traditional German hangover cure with co-host Kathryn Thomas. The two exclaimed the German term for cheers, 'prost', before downing the shot to applause from the crowd. In a tender moment, Ottowa Rose, Aidan Russell, detailed how she decided to work as a hostage negotiator for the Canadian Foreign Service so she wouldn't be moved further from her sick father. Her father was originally from the North and passed away just before Christmas last year. Ms Russell dedicated her performance of Someone's Watching Over Me to his memory. She also thanked her fellow Roses for 'an outpouring of love and support.'
