Liquor Home Delivery In Kerala? Beverage Body Floats Proposal
The Kerala State Beverages (Marketing & Manufacturing) Corporation Limited (BEVCO) has put forth a proposal to the state government for the home delivery of liquor through online sales.
The move, aimed at increasing revenue and reducing overcrowding at retail outlets, is currently under consideration, though it would require amendments to the state's Abkari Act.
The proposal suggests a system where individuals aged 23 and above can place orders online, with age verification being a mandatory step. BEVCO anticipates that this new system will not only streamline sales but also significantly boost the state's revenue.
This is not the first time such a proposal has been floated. During the COVID-19 lockdowns, Kerala briefly introduced a virtual queue system via an app to manage crowds at liquor stores, but home delivery was not implemented for the general public. However, the state had a temporary system to provide liquor to those with withdrawal symptoms based on a doctor's prescription.
Kerala has a relatively low number of retail liquor outlets compared to its neighbouring states. The state has approximately 278 outlets operated by BEVCO, which is a significantly lower number per capita than states like Tamil Nadu and Karnataka.
This low number is a primary reason for the long queues and overcrowding at outlets, a problem the home delivery proposal seeks to address.
Kerala is a major consumer of alcohol, and liquor sales are a vital source of revenue for the state. In the fiscal year 2023-24, alcohol sales generated over Rs 19,000 crore, making it one of the largest sources of income. The government relies heavily on this revenue to fund various public services and infrastructure projects.
The proposal's proponents believe home delivery will further increase these sales, particularly for premium brands, and boost government coffers.
Other benefits cited by BEVCO is the reduction of long queues and crowding at retail outlets, which are often criticised for their poor facilities and inconvenience, especially for women and the elderly.
The proposal faces strong opposition, primarily from social and anti-alcohol groups, who argue that it would lead to an increase in alcohol consumption and alcoholism. Concerns have also been raised about the potential for underage drinking, despite the proposed age verification measures. Political backlash and pressure from traditional retail bodies have also been significant hurdles in the past.
While Kerala has mulled the idea, several other Indian states have already implemented or experimented with liquor home delivery. States like Odisha and West Bengal currently allow home delivery of alcohol. During the COVID-19 lockdowns, states such as Maharashtra, Jharkhand, and Chhattisgarh temporarily permitted home delivery to curb the spread of the virus. Other states, including Delhi, Karnataka, Haryana, and Punjab, have also explored similar pilot projects, often in collaboration with popular online delivery platforms like Swiggy and Zomato, to cater to changing consumer preferences and increase tax revenue.

CSMT overhaul delays Thane, Kalyan revamp
Mumbai: The Railway Land Development Authority (RLDA) has decided to defer the redevelopment of Thane and Kalyan railway stations until at least half the work on Chhatrapati Shivaji Maharaj Terminus (CSMT) is completed -- a milestone likely to be reached only next year. At present, only about 15% progress has been made on the Rs 2,450-crore CSMT overhaul. Officials said that once work at CSMT gathers pace, it will require blocks at the busy terminus, leading to cancellation or relocation of several long-distance train services. Starting parallel redevelopment at Thane and Kalyan, they said, would mean additional blocks on the main line, impacting both suburban and mail/express services. "If too many timetable changes are introduced at the same time, it will trigger large-scale resentment among passengers," a railway source said. Yashobhoomi convention centre in Delhi's Dwarka wins International Architecture Award 2024

(HT Archive) The Yashobhoomi Convention and Exhibition Centre in Dwarka, southwest Delhi, has won the International Architecture Award 2024 under the 'Civic Centre' category, which will be presented next month at the historic Acropolis in Athens, Greece, a globally recognised landmark in architecture. The prize is awarded by The Chicago Athenaeum: Museum of Architecture and Design, and The European Centre for Architecture Art, Design and Urban Studies. Dikshu C Kukreja, managing principal of CP Kukreja Architects, which designed the centre, said: 'Yashobhoomi embodies Prime Minister Narendra Modi's vision of positioning India as a leading global hub.' Designed in collaboration with IDOM (Spain), Yashobhoomi spans 225 acres and has a built-up area of 2.2 million square feet. It was inaugurated in September 2023 by Prime Minister Narendra Modi. The venue, built at a cost of ₹5,400 crore, features multiple exhibition halls, auditoriums and conference rooms to host trade and diplomatic events. Kukreja said the Union ministry of commerce selected them for the global competition. The firm is renowned for designing the Jawaharlal Nehru University and the Ambadeep Towers in Delhi. It was recently internationally recognised for designing the Madhya Pradesh state secretariat and Gautam Buddha University. Recalling that the project's conceptualisation involved close collaboration with retired IAS officer Amitabh Kant, who was also the G20 Sherpa, to ensure the facility could host high-profile gatherings, such as the G20 Summit. After the award was announced, Kant thanked the Prime Minister on the social media platform X, 'for the vision and opportunity to conceptualise and drive it as Secretary DIPP (Department of Industrial Policy & Promotion)'. What sets Yashobhoomi apart, Kukreja said, is its fusion of modern technology with traditional Indian identity. 'It's easy to copy global examples from Germany, Korea, or the US; but for me, it was essential to root the design in India's ethos—through stepwell-inspired forms, jali screens, aangan-like light courts, and interiors steeped in Indian art and motifs.' He said the exhibition hall spans an area equivalent to four football fields. The venue features a 100-metre column-free span and the world's largest LED facade. 'The venue is also India's first to incorporate retractable seating that can transform a 6,000-seater hall into a flat-floored multi-purpose space at the touch of a button,' he said. Large venues like this often turn into 'white elephants' due to a lack of versatility. 'So, we ensured that the hall can have multiple uses,' he said. Kukreja said sustainability was a core design priority, and this secured the Indian Green Building Council's platinum rating. 'Steel was chosen to minimise localised pollution. This ensured durability and lower carbon impact, while featuring recycled materials, locally sourced granite and marble, and off-site fabricated glass-reinforced concrete,' he said. Kukreja said the award was more than personal recognition. 'This is about India creating architecture the world talks about and respects.'
