
When a prisoner was made to ‘run like a horse'
According to testimonies, prison staff seemed to take pleasure in humiliating detainees. 'When one of them returned after a visit to Bangalore, he was made to run like a horse while being beaten,' recounted K. Vezhavendan, a former DMK Minister who later founded the Makkal DMK. He also alleged that the staff used 'disrespectful language.'
'Even refused water'
'Mr. Vezhavendan said they were not even given a bedsheet or mat. They were not given water to drink when they wanted. They were in the lock-up for 24 hours for nine days after their imprisonment till the DIG visited them. On February 2, 1976 night, he was shocked to hear shrieks and cries from other cells and the prisoners asking the staff not to beat them...The next day, the doctor, on his routine check-up, saw his condition, but he (Vezhavendan) was afraid of complaining. He was warned not to, lest more cruelty be unleashed on them. The inmates did not have a change of clothes for about eight days,' reported The Hindu on the Commission proceedings.
Vezhavendan said one prisoner was so desperate he contemplated suicide. After his release, Jail Superintendent K. Vidyasagar and his father K. Kolandaivelu, a former Deputy Commissioner of Police, met him in May 1977, asking him to 'forget the incidents and forgive them.' [Vidyasagar, however, told the Commission it was Vezhavendan who had visited him at his home.]
Dravidar Kazhagam general secretary (now president) K. Veeramani, in his deposition, told the Commission that the jail warders ignored his plea not to assault V.S. Sambandam, who had recently undergone spinal surgery. 'I warned them it might kill him,' Mr Veeramani said. Sambandam confirmed he collapsed after being struck. But the warders showed no sympathy, allegedly telling him to 'stop pretending' and get up.
Senior DMK leader Arcot N. Veeraswami, arrested on February 1, 1976 — a day after the DMK government was dismissed — said detainees were subjected to 'indecent and demeaning' language by staff. Seven inmates were packed into one cell, beaten, and denied drinking water or basic amenities for days. 'New arrivals were beaten... were allowed to bathe and change clothes only on February 9,' he deposed.
According to The Hindu Archives, Mr. Veeraswami added that on one occasion, a large amount of salt was deliberately mixed in the soup. 'On another occasion, sand was sprinkled on the food. Once the orderlies who used to help them in the kitchen were suddenly removed and replaced by four others, one of whom used to do scavenging work. Another had scabies and eczema on his hand, and the third suffered from a skin disease. The detenus protested and did not take tea in the morning. After representations, the original batch of orderlies was sent to the work. The Superintendent warned them that it was an offence to refuse food and they were liable to be punished.'
Allegations denied
However, the jail staff's counsel denied the allegations, calling the salt-in-soup claim 'imaginary.' He accused the prisoners of spreading propaganda for political purposes. The counsel also alleged that it was Mr. Veeraswami who had shared 'valuable information' to the superintendent to secure favourable treatment and release — a charge echoed by Vidyasagar.

State has realised 77% of MoUs signed since DMK came to power: Industries Minister
Minister for Industries T.R.B. Rajaa on Wednesday said 77% of memoranda of understandings (MOUs) signed since DMK assumed office in 2021 have materialised. Since 2021, the DMK government has attracted investments to the tune of ₹10.32 lakh crore through MOUs and 80% of MOUs signed during the Global Investors Meet (GIM) 2024 have been realised as investments, , he told reporters in Chennai. Out of the 631 agreements signed during the GIM 2024, as many as 525 have materialised with either the firms beginning the project construction or the company buying the land parcel as the metric, which puts a conversion rate of 80%, he said. The State government was keen on converting MoUs into investments and employment and conducts periodical meetings to check the progress and consider interventions., Mr. Rajaa said. 'The sectoral progress is also being monitored. We are seeing faster project developments and capital deployment in State's traditional sectors such as automobiles, heavy engineering and in areas like electronics manufacturing,' he said. Mr. Rajaa also rejected the demands from the opposition parties to release a White Paper on investments, due to concerns over competition among States. 'We want to capitalise on the India UK Free Trade Agreement and also look at options of attracting investments from Europe,' Mr. Rajaa said.

Accepted report on SC internal reservation with tweaks: CM Siddaramaiah
Karnataka Chief Minister Siddaramaiah on Wednesday said the state government, in its cabinet meeting, accepted Justice H N Nagamohan Das's recommendations on internal reservation to the Scheduled Castes (SC) with certain modifications, including providing six per cent internal quota to the communities identified by the Commission as 'Left-Hand castes'. Siddaramaiah told the Assembly that as soon as the internal reservation order is issued, recruitment processes will commence, and a one-time relaxation of the age limit will be provided. "We have also decided to withdraw cases filed against internal reservation activists," he said. Reading out a statement in the Assembly on the decision taken in the cabinet meeting on Tuesday, the CM said the cabinet noted that the Commission had grouped Paraya', Mogera' and other Right-Hand castes' among SCs together with the 'Left-Hand castes'. "We decided to classify these communities with the Right-Hand group and provide them six per cent reservation," he said. The CM said the government has decided to distribute the six per cent reservation to Adi Karnataka, Adi Andhra and Adi Dravida groups who constitute 4,74,954 population equally between the 'Left-Hand and Right-Hand groups.' He noted that Justice Nagamohan Das recommended four per cent reservation for the 'Touchables' group and also identified 59 castes with a population of 5,22,099 as Category-A, suggesting one per cent reservation for them. For certain technical reasons, these two groups will be combined and given five per cent reservation. Siddaramaiah said the Commission had proposed classification into five groups A, B, C, D and E. The cabinet has decided to reorganise this into three groups A, B and C providing six per cent internal reservation to Group A (Left-Hand castes), six per cent to Group B (Right-Hand castes), and five per cent to Group C, the CM explained. "These changes have been made to ensure equality and fairness in access to education, employment and other opportunities for all 101 Scheduled Castes. In making this decision, the cabinet has adhered to the principles outlined in the Supreme Court judgment," he underlined. The chief minister said the government has decided to constitute a Permanent Scheduled Castes Commission to periodically study intra-caste dynamics and available data and submit reports from time to time. The government is committed to revisiting this decision, if necessary, based on data available from the next national census, Siddaramaiah said. Noting that the government was pleased to place before the Assembly that Justice Nagamohan Das' report has been accepted with the modifications, the CM said this decision successfully delivers justice to decades of struggle for internal reservation. "Our government has demonstrated that Karnataka, as a progressive state, also leads the way in matters of social justice," he underlined. Siddaramaiah told the Assembly that Justice Nagamohan Das's Commission conducted an extensive study of 101 Scheduled Castes in the state and submitted its report on August 1. The Commission collected data on 1,05,09,871 persons belonging to Scheduled Castes, covering 93 per cent of the SC population. The cabinet thoroughly examined this report. The opposition BJP demanded a discussion on the cabinet decision, but the ruling Congress did not agree for it. The Speaker also did not allow any discussion. Displeased with the decision, the opposition staged a walkout.

Justifying the DMK's decision to support joint Opposition parties' Vice-Presidential candidate Sudershan Reddy, a 'man of the masses', Tamil Nadu Assembly Speaker M. Appavu has slammed the BJP-led National Democratic Alliance for reposing its faith in a 'RSS man', who has done nothing good for Tamil Nadu and the Tamils even though he is from this State. After garlanding the statue of freedom fighter Ondieervan at the memorial in Palayamkottai on Wednesday, Mr. Appavu said, Justice Reddy had passed a judgment that the governments, while taking back the lands assigned to the poor after a period, should ensure the disbursal of all compensation applicable to other patta lands, including compensation for structures if any created on the land. His judgment also paved way for the constitution of Special Investigation Team to retrieve the black money stashed in foreign banks. When Ambani brothers fought over winning the rights for oil and gas exploration in Krishna Godhavari Basin, Justice Sudershan Reddy's judgment stopped their attempt by giving the rights to Oil and Natural Gas Commission, a public sector undertaking. His ruling in 2010 on this issue led to Mukesh Ambani paying a hefty fine a couple of years ago. On the question of supporting Mr. Radhakrishnan, a Tamilian, the Speaker wondered if the BJP leaders from Tamil Nadu, including Union Minister L. Murugan and party's State president Nainar Nagenthiran had done anything good for the State and the Tamils. 'Will Mr. Radhakrishnan, if elected, take any effective step to permanently end the frequent attacks on the Tamil fishermen by the SriLankan navy? What did Mr. Murugan and Mr. Nainar Nagenthiran do to get Tamil Nadu's share of ₹2,151 crore under the Samagra Siksha Abhiyan from the Union Government?,' Mr. Appavu asked. On the Bill introduced in the Parliament on Wednesday by Home Minister Amit Shah empowering the Governors to sack Chief Ministers and the Ministers if they were held on serious charges and kept in custody for 30 days, the Speaker replied that it was nothing but ploy by the BJP government at the Centre to crush political opponents troubling the Union Government.
