Asia rice: Prices in India edge up as demand improves; muted activity seen elsewhere

BENGALURU/MUMBAI/BANGKOK/DHAKA AND HANOI: Indian rice export prices edged up from two-year lows this week, helped by improving demand, while a lack of buying activity and higher supplies weighed on Thailand and Vietnam rates. India's 5% broken parboiled variety was quoted at $380-$386 per ton, up from the last week's $378-$384. Indian 5% broken white rice was priced at $373 to $377 per ton this week.
'The weak rupee is helping exporters a bit. We can see some demand coming back,' said Himanshu Agrawal, executive director at Satyam Balajee, a leading rice exporter.
India's state reserves of rice, including unmilled paddy, totalled a record 59.5 million metric tons as of June 1, far exceeding the government's target of 13.5 million tons for July 1. Vietnam's 5% broken rice was offered at $387 per metric ton on Thursday, down slightly from $388 a week ago, according to the Vietnam Food Association.
'Trading activity is muted, but the authorities are seeking to boost shipments to China,' a trader based in Ho Chi Minh City said. A delegation of 20 Vietnamese rice processors and exporters led by trade ministry officials visited China's Guangdong province last week to seek buyers, the trader said. Thailand's 5% broken rice slipped to $397 per tonne from $398 quoted last week, on a stronger baht and weak demand. 'I'm very worried about farmers, there is a lot of supply and the new crop should have good yield from good water levels,' a Bangkok-based trader said.
Meanwhile, domestic rice prices in Bangladesh remain high despite the government's efforts to cool the market, traders said. Measures such as increased government procurement, easing import duties and market monitoring have so far failed to significantly reduce the prices of the staple grain. Retailers are still selling coarse and medium-grain rice at prices far beyond the reach of many low-income consumers.

In a sweeping move, the US president, now campaigning with a vengeance, has imposed a 50% tariff on key Indian exports, ranging from textiles and auto components to pharmaceuticals and food products. The justification? India's expanding trade with Russia and what the Trump camp calls "unfair manipulation of trade advantages." The move has triggered tremors across the markets. While the impact on India is direct and quantifiable, analysts project a drop of up to 60% in US-bound exports and a potential 0.9-percentage-point hit to GDP, the ripple effects across the region are far more nuanced. For Pakistan, the development poses a curious paradox: a potential strategic opening buried under layers of inertia. Let's be clear, Pakistan is not in the position to replace India as a trade partner to the US. Not now, and not anytime soon. Our export volume is modest, our policy environment is inconsistent, and our manufacturing capacity, especially in value-added goods, remains underutilised. But moments like these are not about replacing giants, they are about filling gaps, capturing niches, and sending a message: Pakistan is back in the conversation. Consider this – when Trump imposed a 25% tariff on Indian Basmati in 2019, Pakistani exporters saw a marginal but measurable bump in US orders. With a 50% tariff now in place, the price competitiveness of Indian products will be severely blunted. This opens up a window for Pakistani garments, leather products, rice, surgical instruments, and even sports goods to penetrate markets that may now be reconsidering their sourcing relationships. But opportunity doesn't convert itself. The real question is: will Pakistan move? To do so, it must first look inward. The high cost of doing business, erratic energy supply, delays in refunds, and bureaucratic hurdles continue to choke export potential. While regional rivals like Bangladesh and Vietnam have secured preferential tariffs and scaled up logistics efficiency, Pakistan remains caught in an outdated trade playbook. We must do something about it and must do it quickly. Second, there is an urgent need for high-level trade diplomacy. Pakistan should be knocking on Washington's door, not with aid requests, but with market access propositions. We must push for a revival of GSP privileges or even explore bilateral sector-specific frameworks with the US. The argument is simple: with India's trade relationship strained, Pakistan can offer reliability, capacity, and geopolitical alignment. Third, exporters themselves must upgrade. American buyers are no longer just looking at price; they're looking at environmental compliance, social responsibility, and consistency. It's time our industries adapt, not just for optics but for long-term survival. We need ISO-certified factories, transparent labour practices, and scalable systems. Without these upgrades, it will be difficult to tap this window of opportunity. The tariff disruption is not a one-off. It's a signal of deeper changes in global trade flows, away from overconcentration in India and China, and towards diversification. If Pakistan positions itself wisely, it could ride this shift, not just to gain orders, but to fundamentally rewire its export map. And yet, there are risks. A deeper US-India trade conflict may provoke New Delhi to align more closely with China or the BRICS bloc. This could recalibrate regional trade corridors and further isolate Pakistan unless it plays a smarter diplomatic hand. Moreover, if Pakistan remains slow, the vacuum will be filled by faster-moving nations with better logistics and friendlier trade regimes. So, what should Pakistan do? 1-Launch a "Trade Opportunity 2025" strategy focusing on US-oriented exports. 2-Hold emergency consultations with textile, leather, and rice exporters to assess readiness. 3-Mobilise embassies and trade missions in Washington, New York, and Houston to open commercial dialogues with key US buyers. 4-Fix the fundamentals – power, logistics, taxation, and customs. 5-Create a short-term export incentive package specifically for US-bound sectors. This is not about beating India. It's about being present when the world is reshuffling its sourcing decks. Every trade cycle has moments of disruption that reward the agile. Pakistan, for once, has the chance to be in the right place at the right time – if only it has the foresight to act. Global fashion brands are reshuffling supply chains after years of China-focused sourcing. Photo: file The trade landscape in August 2025 resembles a high-stakes poker game, where nations are forced to recalibrate strategies amid escalating US tariffs. Islamabad's newly signed trade deal with Washington alone has shifted trade balances in South Asia significantly. The US imposed a 19% tariff on Pakistani goods, a 20% tariff on Bangladeshi ones, and a devastating 25% (potentially 50%) on Indian products. This creates two entirely different competitive dynamics: a golden opportunity against India and cut-throat competition against Bangladesh. This affects our textile exports directly. In January 2025, Pakistan had a 5% advantage over Bangladesh in its textile exports to the US, but now that comfortable lead has evaporated overnight. It now clings to a razor-thin one-percentage-point edge (19% vs 20%), while Bangladesh's massive manufacturing machine enjoys at least 60% lower power and gas tariffs compared to Pakistan. Meanwhile, the Indian tariffs open new doors of opportunities for Pakistan. With a six-point tariff advantage already, Pakistani exporters can undercut Indian suppliers across textiles, processed foods, leather goods, and IT services. In fact, India's textile exports to the US fell for the fourth consecutive month in July, and India's $10 billion annual textile exports to America now sit vulnerable, ripe for capture. Major US buyers like Target and Walmart are already reassessing supplier relationships, with Pakistani manufacturers reporting unprecedented inquiry volumes. In contrast, Bangladesh's resurgence threatens to crush Pakistan's textile dominance before it can capitalise on the Indian opportunity. Bangladesh's garment sector employs 4.1 million workers – nearly triple Pakistan's textile workforce. Bangladesh exported $47 billion in garments alone globally last year compared to Pakistan's $16 billion total exports across all sectors. Even with a 1% tariff disadvantage, Bangladesh's scale advantages in logistics, financing, and established buyer relationships with major US fashion brands could overwhelm Pakistan's narrow price edge. Moreover, Bangladesh's textile lobbies are pressuring Dhaka to negotiate even lower US tariff rates, while Pakistani manufacturers demand government subsidies to offset the narrowed competitive gap. Indian suppliers, desperate to maintain US market access despite punitive tariffs, are slashing prices and accepting razor-thin margins. American importers are watching this South Asian battle with keen interest. The fragmented competitive landscape gives US buyers unprecedented leverage to demand lower prices, faster delivery, and higher quality from all three countries desperate to maintain market shares. Way forward: the three-front war strategy Pakistan must fight simultaneously on three fronts to survive this transformed landscape. Against Bangladesh, Pakistan cannot win on price or scale. Instead, it must pursue "premium differentiation" — positioning itself as the quality alternative to Bangladesh's mass-market approach. This means investing in sustainable manufacturing, technical textiles, fashion design partnerships, and Industry 4.0 technologies that Bangladesh's fragmented sector cannot match. Slashing margins to maintain competitiveness won't work with Bangladesh's volume-focused approach. Against India, Pakistan should launch immediate and aggressive campaigns targeting US importers currently sourcing from Indian suppliers, emphasising the 6% (and potentially 31%) cost advantage while it lasts. Pakistani exporters should offer locked-in pricing and guaranteed capacity to steal Indian contracts before competitors respond. The third front is diversification. Pakistan's over-dependence on textiles becomes a vulnerability when Bangladesh has developed textiles as its core competency. Pakistani exporters must rapidly expand into pharmaceuticals, IT services, processed foods, and light manufacturing sectors where the country's skilled workforce and growing industrial base should compete with India. The window for action is closing fast. Bangladesh won't remain satisfied with a 1% tariff disadvantage, while India's powerful lobbying machine will fight to level the playing field. Pakistan's moment of tariff advantage could vanish within months if it doesn't use the opportunity to increase its competitiveness in the long run. The United States is undergoing a major overhaul of its trade policies, triggering a broader reshaping of global supply chains. Steep tariff hikes on key exporters like China, India and Brazil are forcing US importers to rethink their sourcing strategies. This disruption presents a rare and valuable opening for countries like Pakistan to step in and gain market share. With Chinese and Indian exports facing average tariffs of 50% or more, Pakistan's comparatively low 19% tariff offers a clear competitive edge. The critical question is whether Pakistan is prepared to seize this moment. American importers are already shifting supply chains away from high-tariff countries, creating new opportunities for agile exporters. Pakistan, with its recent economic reforms reducing input costs and facilitating capital goods imports, is uniquely positioned to capitalise on this trade realignment. After years of stagnant exports, this market disruption presents a critical window to gain foothold in vacated market segments, particularly where Pakistan's newly enhanced cost competitiveness can deliver immediate advantages. Pakistan's current strongest export position in the US lies in textiles and apparel, where it ships over $5 billion of goods annually. By comparison, China exports $40 billion — apparel about $24 billion and textiles $16 billion — and India $9 billion with a balanced 50-50 split between apparel and textiles. Even a modest redirection of orders from these countries to Pakistan could generate significant gains. The textile sector, given its existing base and infrastructure, remains the most immediate area where Pakistan could scale up exports quickly. In addition to textiles and clothing, several other sectors show promise. Pakistan's leather exports to the US currently stand at $171 million, while its global leather exports total $710 million, highlighting that the country is competitive in this sector. Similarly, the sports goods industry, known for its world-class football manufacturing, has exports nearing $400 million and is well-positioned to grow with improved branding and market access. The recent emergence of truck and bus radial tyres as an export item to the US is another bright spot. With exports surpassing $100 million last year and over 20% year-on-year growth, it reflects the kind of momentum that can be built with the right focus. Pakistan's mobile assembly sector represents one of its most glaring missed industrial opportunities. While India's mobile exports to the US surged to $7.5 billion in FY 2024-25, fuelled by China tariff diversions, Pakistan's $160 million in annual exports remain confined to low-end markets, despite sharing similar starting conditions. The 2020 Mobile Device Manufacturing Policy attracted 26 assemblers through component duty exemptions and local market protection, driving import substitution (90% of domestic demand). However, this inward-focused model, which failed spectacularly in the auto sector, continues to stifle export potential. Component imports now consume $1.5-2 billion annually without generating meaningful foreign exchange as assemblers prioritise lucrative domestic sales over competitive global integration. The need for change is particularly critical in the engineering goods sector where Indian exports to the US are about $18 billion, or 28% of their exports, as compared to Pakistan's less than $0.5 billion, or about 7% of its exports. This sector must be freed from the outdated import substitution mindset still embedded within the relevant government institutions. This is a missed opportunity not just economically but also strategically, as engineering-led exports can help Pakistan diversify its trade base and reduce over-reliance on traditional low value-added sectors. If this sector is freed from micromanagement of government agencies, it could become a key driver of export growth and industrial upgrading. The global trade order is experiencing its most profound transformation in a generation, presenting Pakistan with a critical opportunity to reshape its economic future. Bold reforms in this year's budget, particularly tariff rationalisation, are already yielding promising results: a record 17% monthly export surge and 42% growth in customs and other taxes on imports, marking the highest single-month gains in recent history. While it's premature to draw long-term conclusions from one month's data, these early indicators align with economic modelling that predicted benefits from greater openness, validating the reform direction. Critics who focus narrowly on deficits overlook a fundamental truth of development economics: strategic short-term deficits have consistently served as necessary investments for emerging economies to achieve lasting prosperity, as demonstrated by the trajectories of China, Vietnam and other success stories.
