Jal Jeevan Mission under fire: Accusing dy CM Sao of providing inaccurate info, Oppn MLAs walk out
Chhattisgarh Assembly
on Tuesday regarding the progress and expenditure of the Jal Jeevan Mission, with the opposition alleging significant discrepancies in the reported figures and a slow pace of work under the current govt.
The discussion began with a question from former chief minister
Bhupesh Baghel
seeking details on the expenditure and targets under the Jal Jeevan Mission.
Deputy chief minister, who also heads the public works department, Arun Sao responded, providing district-wise expenditure details and stating that 31,16,398 households so far received tap water connections.
Baghel then raised concerns, highlighting a drastic reduction in expenditure in several districts during the 2024-25 financial year compared to the previous two years.
He pointed out that Raipur, Mungeli, Rajnandgaon, Janjgir, Jashpur, and Balrampur districts saw significantly lower spending. For example, Janjgir, which spent Rs 320 crore in 2023-24 and Rs 338 crore in 2022-23, only spent Rs 79 crore in 2024-25.
Similarly, Koriya spent only Rs 43 crore in 2024-25, compared to Rs 135 crore earlier.
Baghel also questioned the achievement of targets for tap connections, alleging severe shortfalls.
The deputy chief minister clarified the expenditure figures, stating that Rs 4,203 crore was spent in 2022-23 (16% of the total project cost), Rs 5,474 crore in 2023-24 (20%), and Rs 3,522 crore in 2024-25 (14%). He added that till July 1, 2025, a total of Rs 15,045 crore, or approximately 57% of the project cost, was spent, and 31 lakh households are receiving tap water. He acknowledged that the project, originally slated for completion in 2024, was not completed on time.
Sao attributed the varying performance across districts to the availability of resources and the pace of work.
Sao further stated that the previous govt's 'e-mission' portal recorded 36 lakh tap connections by Dec 2023 for the purpose of showing progress, but a verification in June 2024 revealed that only 21 lakh households were actually receiving water. He accused the previous govt of merely installing connections and taps without ensuring water supply.
He added that the current govt provided an additional 12,316 borewells to ensure water supply, and 3,836 villages now have complete tap water access.
Out of approximately 29,000 projects, 5,017 projects are fully functional.
Baghel further cornered the deputy chief minister, questioning the pace of work by the current govt. He said that based on the deputy chief minister's own figures, the current govt only provided 10 lakh connections in two years since taking office, while the previous govt provided 21 lakh connections.
He asked for clarification on whether the 21 lakh figure truly represented households receiving water or if it was merely an inflated statistic.
Other opposition MLAs, including Dilip Lahariya and Yashodamani Verma, interjected, claiming that the ground reality was different and that water was not reaching many villages. They alleged that the figures presented were false. Leader of Opposition Charan Das Mahant also joined in on the debate, highlighting that the current govt, in its 20-month tenure, completed only 7% of the Jal Jeevan Mission work, while the previous govt completed 73% by Dec 2023.
.
The deputy chief minister reiterated that the 21 lakh figure was from June 2024, which includes the work done in the first six months of the current govt's tenure. He stated that the govt gave approximately 10 lakh water connections with actual water supply since taking office. Unsatisfied with the deputy chief minister's response, the opposition MLAs, led by Baghel, staged a walkout.

After delay, Siddaramaiah & Shivakumar offer bagina at Kabini
Mysuru: A day after chief minister Siddaramaiah apparently snubbed his deputy DK Shivakumar for leaving a rally in Mysuru early, the duo jointly offered bagina to Kapila river at Kabini dam in HD Kote taluk Sunday. Though the storage in the dam reached its full capacity last month, the ritual was delayed, drawing criticism. Following reports of tensions between the duo — after Shivakumar hurriedly left Saturday's Sadhana Samavesha and the CM avoided mentioning his name during his speech — their joint appearance was seen as a show of solidarity. Both leaders arrived together from Mysuru airport, walked side-by-side for nearly 100 metres along the dam's embankment, performed the rituals, and departed together in a KSRTC bus along with other ministers. "I had a pre-scheduled meeting with lawyers in Delhi to discuss my personal matters, which I had informed the CM in advance. After completing the meeting in Delhi, I returned around midnight. There's no politics here," he told reporters. Meanwhile, Siddaramaiah also dismissed BJP's allegation that Shivakumar was insulted at the event. "It is customary to acknowledge leaders present on the stage. Since the DCM was absent at that time, his name was not mentioned. There's no question of disrespect," he told reporters. Siddaramaiah accused the saffron party of trying to create controversies for political gain. "They're under the illusion that such tactics will help them. But they won't," he said. On the Sadhana Samavesha, which witnessed a huge turnout, Siddaramaiah said the event was not aimed at countering BJP. "It was to showcase public support for our govt's work. BJP, which spreads lies, is now trying to imitate our guarantee schemes. But we have already spent Rs 52,000 crore on these guarantees, while they are just making claims," he said. Responding to concerns over small traders receiving tax notices due to digital payments, Siddaramaiah clarified that GST falls under the jurisdiction of the central govt. "The state govt isn't responsible. Still, we will discuss the matter with the commercial tax department and the Union govt before taking any action," he added. On the accident involving his convoy near Mandya, Shivakumar said, "While returning to Bengaluru from the Mysuru convention, my pilot vehicle met with a serious accident. By the grace of Goddess Chamundeshwari, there were no major injuries. After arranging medical treatment for the injured staff, I resumed my journey," he stated. — Box 1: Investors not moving out: CM Siddaramaiah Sunday said the state govt is making an all out effort to retain all industries and projects in Karnataka. Responding to reports of industries shifting to Andhra Pradesh, he said the investors committed to Karnataka will not move elsewhere. "We are addressing their concerns and ensuring their projects remain in the state."

In attack on AAP in Punjab, Anurag Thakur says land pooling scheme like Delhi liquor scam
Bathinda: BJP MP Anurag Thakur on Sunday likened AAP govt's land pooling scheme in Punjab to the 2022 liquor scam in Delhi, stating that the final destination for those behind it will be jail. Speaking to media here, Thakur said Delhi-based leaders of the Aam Aadmi Party, alarmed over facing jail terms in the liquor scam, were now making Punjab chief minister Bhagwant Mann implement the land pooling scheme. "After minting money, they will go away, and those who implement it will have to face the music," Thakur added. Thakur, who is a govt body member of the All India Institute of Medical Sciences (AIIMS) Bathinda, visited the health institute duiring the day. He said a 300-bedded facility would be added shortly. He said he came to know of some medicines not being available at Jan Aushadhi and Amrit Pharmacy in AIIMS, and he would take up the matter at appropriate forums. He also accused the state govt of charging the commercial rate for electricity from AIIMS and asked it to provide electricity at subsidised rates. Thakur also hit out at AAP over a growing perception that its Delhi-based leaders were now calling the shots in Punjan. "People in Punjab feel cheated after giving a thumping majority to AAP, as they chose Punjabis to lead them, but Delhi-based leaders took control and are governing Punjab by proxy," he said. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like American Investor Warren Buffett Recommends: 5 Books For Turning Your Life Around Blinkist: Warren Buffett's Reading List Undo The former Union minister said the Delhi-based AAP leaders were taking decisions that were not in the interest of Punjab or Punjabis. The BJP MP from Himachal Pradesh's Hamirpur constituency also raised lack of jobs, rising drug menace, no MSP on crops other than wheat and paddy, and gangsters running syndicates from jails. He added that elected members of AAP would start leaving it in the next six months, as they knew it had lost people's confidence. "BJP is sure to form the next govt," said Anurag. He also took potshots at Samvidhan Bachao rallies of the Congress. He accused the Congress-led govt in Himachal Pradesh of not providing adequate assistance to people ravaged by excessive rain, while the central govt was providing assistance.

Govt keeps tabs on capex as private investment lags
Representational Image NEW DELHI: Govt is keeping a close watch on capex as private investment remains weak, some of which may be on account of the global uncertainty induced by the US President Donald Trump's tariff regime. During April-May, Centre's capital expenditure has been higher with ministries and departments spending 20% of their allocation for the year, compared with 13% in the first two months of the last fiscal year. Over the last five years, capex by the Centre has been a key policy tool to boost investment in the economy with the expectation that the multiplier effect will generate demand for inputs and create jobs and spur private investment. The private sector has, however, largely watched from the sidelines barring sectors such as cement and steel where companies are lining up investment to meet the demand created by public investment in roads & railways. There has been heightened activity in sectors such as electronics, induced by schemes such as PLI. But overall capacity utilisation is not seen at levels where companies would ramp up investment to set up new production lines. In sectors such as automobiles and energy, the shift towards greener technologies is resulting in some investments being held up, industry sources said. While acknowledging the weak private investment, govt sources said efforts are being made to understand the measures that may be needed to boost activity. Further, the sources said, some of the central projects may not have more absorptive capacity to step up capex and govt may explore newer segments of the economy to divert more public investment. These could include spaces such as urban infrastructure with the finance ministry and other wings of govt expected to hold discussions in the coming months. Given the needs of the economy and the growth expected in coming years, the focus on capex is going to remain, with private sector expected to take the baton sooner or later. For the current fiscal year, the Centre has budgeted for capex of Rs 11.4 lakh crore of which nearly half is allocated to roads and railways.
