Hindustan Times05-08-2025
Guwahati, The Enforcement Directorate on Tuesday carried out searches at premises connected with retired IAS officer Sewali Devi Sharma in a disproportionate assets case, an official source said. Assam: ED raids against former IAS officer in DA case
The agency has raided at least eight premises connected with Sharma, a former executive chairman-cum-director of the Assam State Council of Educational Research and Training.
The money laundering case stems from an FIR filed by the state police on the directions of the Assam CM's Special Vigilance Cell.
Sharma was earlier chargesheeted by police for alleged possession of disproportionate assets worth ₹5.7 crore.
The former bureaucrat could not be contacted immediately for a comment on the ED action.
Sharma, according to sources, served as the Executive Chairman-cum-Director of Open and Distance Learning Cell of the SCERT and was responsible for the implementation of the National Council for Teacher Education's two-year Diploma in Elementary Education programme.
The state government had earlier approved the creation of 59 institutions and the training of 27,897 teachers.
Sharma is alleged to have opened 347 study centres and enrolled 1,06,828 trainees to "collect more funds."
Sharma, the sources claimed, opened five bank accounts for the ODL Cell, where she was the "sole signatory," in "violation" of the Assam Financial Responsibility and Budget Management Act of 2005.
Of the ₹115 crore she received in fees from individuals, she allegedly spent more than ₹105 crore without obtaining financial sanction from the state government, sources alleged.
The expenditure was incurred for supplies and execution of works without following the rules and procedures, and payments were released without complete supply of materials, and no work was done, they claimed.
These contracts, as per ED's probe, were given to entities owned or controlled by associates or family members of Sharma as well as to a chartered accountant, Sarang More, who was the auditor of the ODL Cell.
The contracts were awarded "without" advertisements or invitations for tenders, as stipulated by the government for each procurement of above ₹5 lakh, sources alleged.
Except for two parties, none had any experience to execute work orders awarded to them, and payments were made without the required receipts or verification of actual supply, the ED claimed.

Addiction now comes in capsules; Ludhiana's drug dealing problem goes generic.

Ludhiana: A sweeping police crackdown on drug trafficking in Punjab has uncovered a surge in pharmaceutical drug smuggling, with seizures tripling compared to last year, authorities said. Between March 1 and July 31, Ludhiana police registered 602 narcotics cases and arrested 813 suspects under the state government's Yudh Nasheyan Virudh (War Against Drugs) programme. Police commissioner Swapan Sharma said officers had seized 21,946 intoxicating pills and capsules in five months, more than three times the 6,547 recovered in the same period last year. Recoveries of heroin, opium and poppy husk have also doubled, with heroin seizures rising to 22 kg and opium to 12 kg. But the sharpest increase came from synthetic and pharmaceutical drugs smuggled into Punjab from neighboring Himachal Pradesh, Sharma said. "Pharmaceutical drugs are now being smuggled from Nalagarh and Kala Amb areas," Sharma told reporters. "The vigilance on cross-border heroin and opium routes has tightened, which may have reduced those supplies. But pharmaceutical smuggling has filled the gap." Sharma added that while police continue to target peddlers, enforcement against licensed pharmacies remains limited, as inspections fall under state drug regulators. He confirmed the police headquarters have urged the Punjab government to expand the number of drug inspectors to curb diversion of medical supplies into the illicit trade. Since the programme began in March, Ludhiana police have not only seized drugs but also frozen traffickers' assets and demolished properties linked to the trade. TDR scam: Bengaluru zonal office of Directorate of Enforcement issues provisional attachment order for assets worth Rs 4 crore

Bengaluru: The Bengaluru zonal office of the Directorate of Enforcement (ED) Thursday issued a provisional attachment order for assets worth over Rs 4 crore in connection with the Transferable Development Rights (TDR) scam allegedly involving Valmark Realty Holdings Private Limited (VRHPL) and certain BBMP officials. The attached assets include land and flats belonging to TDR brokers and fake owners, ED said. TDR refers to an award specifying the built-up area an owner of a site or plot can sell or use elsewhere in exchange for land surrendered free of cost to an urban local body for public purposes such as road widening or recreation zones. The investigation is based on an FIR registered by the now-defunct Anti-Corruption Bureau (ACB). As per the chargesheet, VRHPL, represented by its director, Ratan Lath, obtained development right certificates and sold the TDRs to real estate companies and individuals, making an illegal gain of Rs 27.7 crore. The heirs of the late Revanna, a previous owner, received about Rs 2.7 crore from VRHPL's share. The funds were routed through multiple accounts before being used for real estate purchases and business expenses. ED said the probe so far points to a conspiracy involving brokers, VRHPL, and BBMP officials, who facilitated mutation in favour of previous owners despite the land already being converted into a revenue layout and occupied by third-party buyers. BBMP allegedly issued grossly inflated TDRs based on fabricated mahazars and valuation reports, without taking possession of the land, in violation of its own circulars. Similar fraud is suspected at other sites notified for public purposes, which ED is now examining. Stay updated with the latest local news from your city on Times of India (TOI). Man sends bomb to love interest's husband in music speaker: Chhattisgarh police bust explosives racket; probe under way

NEW DELHI: Police in Chhattisgarh foiled a planned murder attempt and uncovered an illegal explosives supply racket with the arrest of a 20-year-old electrician who allegedly planted an improvised explosive device (IED) in a music system speaker and sent it as a gift to the husband of a woman he was infatuated with, officials said on Sunday. The prime accused, identified as Vinay Verma from Kusami village in Khairagarh, was arrested along with six others in connection with the case, Khairagarh-Chhuikhadan-Gandai Superintendent of Police (SP) Lakshya Sharma told PTI. 'This action not only thwarted a planned murder but also exposed a network of illegal explosive supply in the region,' Sharma said. According to police, the conspiracy came to light when a suspicious gift-wrapped parcel, bearing a fake India Post logo, was delivered three to four days ago to a shop in Manpur village under Gandai police station limits. The parcel was addressed to local resident Afsar Khan. Finding it suspicious, Khan alerted the police. A bomb disposal team examined the package and discovered a 2-kg IED concealed inside a new music speaker. Technical analysis showed the device was designed to detonate when plugged in, with current passing to a detonator linked to the speaker's wiring. Gelatin sticks were used as the main explosive, while the speaker's casing would have acted as shrapnel, Sharma said. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Last Chance: 80% Off This Artisan's Retirement Jewelry Sale The Heritage Journal Read More Undo Investigators said Verma, an electrician, assembled the IED using online tutorials. His phone's Google search history revealed searches such as 'how to kill a person using a bomb without being caught by police.' Police believe he targeted Khan because he had been in one-sided love with Khan's wife since her college days, and plotted to eliminate her husband after their marriage a few months ago. The other arrested accused have been identified as Parmeshwar Verma (25), Gopal Verma (22), Ghasiram Verma (46), Dilip Dhimar (38), Gopal Khelwar, and Khilesh Verma (19), police said. Parmeshwar allegedly paid Rs 6,000 to procure gelatin rods from Gopal and Dilip, both residents of Durg. Ghasiram delivered the explosives, while Khilesh prepared the fake India Post logo used on the parcel. Raids at the premises of Gopal and Dilip in Durg led to the seizure of 60 gelatin sticks and two detonators. Police said the explosives had been illegally diverted from a quarry in the Patharia area of Durg district, whose operator will also be questioned. In April 2023, a similar incident in neighbouring Kabirdham district claimed the lives of a newly married man and his elder brother when a home theatre system gifted by the man's wife's former lover exploded inside their house. Further investigation in the latest case is under way and strict legal action will be taken against all those involved, police said.
