Ross Stores CEO makes bleak prediction amidst Trump China tariffs

Ross Dress for Less is grappling with a serious challenge as its first-quarter earnings for 2025 reveal stagnant sales and a decline in net income.
The discount retailer, facing a shrinking customer base, is contemplating significant adjustments that could affect shoppers in the near future.
For the first quarter, Ross Stores reported flat comparable sales compared to the same period last year, and net income of $479 million, which marked a nearly 2% drop from the previous year.
This decline comes amid a steady decrease in customer visits, with data from Placer.ai showing a 2.7% year-over-year drop in visits per store.
CEO Raises Alarm on Inflation and Tariffs
In a May 22 earnings call, Ross CEO Jim Conroy addressed the troubling figures, attributing the company's weaker performance to both prolonged inflation and a shift in customer buying patterns.
Conroy noted that consumers are increasingly gravitating toward functional items rather than discretionary products. He also highlighted tariffs as an emerging threat to profitability.
The recent 10% tariff on imports imposed by the Trump administration, particularly on goods from China, is already affecting Ross, with over 50% of its products sourced from the country.
Conroy warned that these tariffs, combined with rising inflation, could result in higher prices for consumers in the coming months.
"The volatility of trade policies and the corresponding impact on the economy, the consumer, and our profitability is highly unpredictable," said Conroy. "During these uncertain times, we will focus on what we can control and manage the business conservatively."
Rising Prices Loom as Tariffs Impact Costs
With tariffs expected to remain at elevated levels, Ross is exploring ways to adjust its pricing strategy.
Conroy confirmed that the company will consider raising prices on certain items but stressed that the increases would be strategically planned, depending on whether the item is deemed functional or discretionary.
"We want to be very careful with price increases," said Ross Chief Operating Officer Michael Hartshorn. "We don't want to be the first one to raise prices, and we want to make sure that we keep our value or pricing umbrella versus mainstream retail."
While Ross aims to avoid a drastic price hike, the company plans to start adjusting prices around June or July this year.
In addition to raising prices, Ross is negotiating with suppliers to manage import costs and is looking into sourcing products from alternative countries, though this shift is expected to take months and will not affect pricing until 2026.
Shifting Consumer Habits
As the prospect of higher prices looms, consumers are already altering their shopping habits in response to anticipated cost increases.
A recent survey by market research firm Numerator found that 83% of Americans are preparing for the impact of tariffs by searching for sales and coupons, delaying purchases, and buying fewer imported goods.
Ross Stores, known for offering discounted prices, is preparing for a challenging period as both the broader economic environment and consumer behaviour continue to evolve.
The company's strategy in the months ahead will determine how it navigates the turbulent landscape of rising tariffs, inflation, and changing shopping trends.

EDITORIAL: It is a promising signal that Iran and Pakistan have chosen to deepen economic cooperation at a time when the region — and indeed the world — is realigning itself under shifting power equations. A USD 10 billion annual trade target is no small ambition, and President Pezeshkian's first official visit to Pakistan since taking office underlines Tehran's readiness to work with Islamabad to meet it. The warmth on display, from Lahore to Islamabad, and the repeated gestures of solidarity exchanged between the two delegations reflect encouraging maturity in bilateral ties. But ambition alone doesn't move trade. As with most things in this part of the world, the bigger story lies in what isn't being said. The last time Pakistan tried to pursue a transformative energy partnership with Iran, through the Iran-Pakistan gas pipeline, the entire project was brought to its knees by American pressure and the threat of sanctions. Today, the geopolitical temperature is even higher — and the sanctions' regime is far more aggressive. So the question is simple: how exactly do both sides plan to reach that USD 10 billion mark? The Americans have made it clear that even friends and strategic partners are not exempt from the rules. India was sharply reprimanded for engaging too openly with Russia. European states have faced secondary threats for exploring trade that could circumvent restrictions. In this environment, it is inconceivable that Washington will sit idle while two Muslim neighbours forge an expansive trade relationship with one of the world's most heavily sanctioned economies. And yet that's precisely why this initiative matters. If Pakistan and Iran can demonstrate an effective, legal framework to grow trade while navigating the sanctions' minefield, they may offer a blueprint for others in the region facing similar dilemmas. But that framework has to be clearly articulated. Otherwise, this remains yet another round of high-sounding intent with little prospect of implementation. Border markets, local currency settlements, barter mechanisms, and third-party intermediaries have all been discussed in the past. But without serious institutional design, and real political will, they haven't gone far. If this renewed push is to succeed, both capitals must show how the mechanics of trade will be shielded from punitive action, how banks and customs authorities will be protected, and how businesses will be incentivised to take part despite the obvious risk. There is also a diplomatic layer that cannot be ignored. For Pakistan, this balancing act will only become harder as it tries to maintain strategic relations with both Iran and the west. The same applies to Iran, which must decide how to engage regional players without endangering its existing partnerships. Quietly, both sides likely understand that a successful trade expansion must also include a quiet understanding with Washington; or, at the very least, the ability to convincingly demonstrate that the arrangement does not violate international obligations. It is also worth asking why there hasn't been more transparency from both governments about how these goals will be achieved. The statements from the Iranian president were full of brotherly warmth and regional vision. The Pakistani side echoed those sentiments. But beyond calls for unity and generic pledges of cooperation, there is still little detail on how a sanctions-proof architecture will be built. This silence is understandable, perhaps. But it is also dangerous. In an economic environment as fragile as Pakistan's, and as constrained as Iran's, lofty goals without credible roadmaps invite not just scepticism, but policy fatigue. Stakeholders — whether state-owned firms, private traders, or regional partners — need clarity before they can commit. Still, this moment holds promise. For once, both countries are aligned in political vision and economic intent. If they can now align on execution, the results could be transformative. But they must also be realistic. In today's world, trade isn't just about tariffs and logistics; it's about sovereignty, resilience, and the skill to navigate hostile global currents. That's the test before them now. Listen to article Just days after President Donald Trump fired the head of the agency responsible for producing job figures, the dreaded "R-word" is back on the lips of economists and experts, as fears of recession grip Washington — this time with little hope of a Fed bailout. For many, the scene feels all too familiar, echoing warnings from Greece and Argentina, where official statistics lost credibility amid government pressure to massage the numbers. Pressured to spin data in the president's favour, experts reveal cracks in the US economy. Soaring tariffs, tightening policies, and weak demand have left the recovery running on fumes. Moody's Chief Economist Mark Zandi has already warned that the US economy was on the "precipice of recession," blaming rising tariffs and strict immigration rules. Meanwhile, the Commerce Department reported a 3% annualised GDP growth for Q2, but experts say it was mostly driven by import rushes to avoid tariffs, hiding a slowing domestic economy. With weak consumer spending and faltering business investment, economists see the US economy stalling. Similarly, labour market evidence is also dismaying as July's jobs report recorded only 73,000 new payrolls (far below the 110,000 expected) and steep downward revisions to May-June, prompting Fed rate cut forecasts. 'Phoney war' The most immediate culprit is the trade war. Since April, Trump has imposed broad new tariffs on dozens of trading partners, claiming they would shrink the US trade deficit. In practice, businesses and consumers are feeling the pinch. The tariff war has entered what experts are identifying as a "phoney war" phase, a period of uneasy calm following the initial shock and headline-grabbing tariff escalations. "There are early indications, and strong reasons to believe, that the real damage is yet to come and that the US is entering a period of stagflation that will lead to a recession by the end of this year," DeAnne Julius, Senior Adviser to Chatham House, warned back in May. Economists warn tariffs will hit company profits and raise prices for shoppers. Toyota's US profits fell 37% in Q2 due to tariffs, while GM and Ford expect billion-dollar costs in 2025. Retailers like Walmart warned in May that they'll raise prices on items "from bananas to children's car seats". Analysts estimate Americans will pay about 18% more for imports because of the tariffs. Morgan Stanley's Ellen Zentner noted in mid-July that June's 0.3% CPI increase was "the first of greater price pressures to come". A K-shaped recovery Several observers note that the harm is uneven. Washington Post columnist and Navy Federal Credit Union Chief Economist Heather Long dubs it a return to a "K-shaped economy", where a tiny slice of big firms and wealthy households powers the country while everyone else is squeezed. "The economy is increasingly dependent on a small sliver of superstar companies and wealthy consumers to stay afloat because these are the only firms and families able to withstand the tariff onslaught. A highly concentrated economy increases the risk of a downturn — and will leave many middle-class Americans frustrated and strained," she wrote. In recent months, the top 10-20% of earners (those with income above roughly $250,000) have maintained robust spending — buoyed by stock-market gains and a rebound in high-end assets — whereas middle- and lower-income households have flatlined. Moody's Mark Zandi notes that "the top 20% of households continue to grow their spending" while the bottom 80% are only keeping pace with inflation. Crucially, economists say tariff hikes will worsen this divide. Lower-income consumers, who spend a larger share of income on imports like electronics, clothing and food, will feel the price hikes most acutely. In contrast, many of America's largest firms and wealthiest shoppers can better weather higher costs. As The Washington Post points out, a handful of tech giants and big banks now drive headline growth — tech stock gains and luxe spending mask the pain felt by everyone else. CEPR Economist Dean Baker warns that Trump's trade war will result in Americans "pay[ing] more money for inferior American products" with only "modest" manufacturing job gains, while vibrant sectors like biotech and clean energy are "gutted". Meanwhile, Trump's move to suppress factual information threatens the long-standing American tradition of impartial and trustworthy data collection, a cornerstone of the nation's economic stability and global credibility. On Substack, Ruth Ben-Ghiat, a historian specialising in authoritarian regimes, cited fascist Italy as an example, noting how Mussolini "pioneered the politicisation of economic research" to "glorify" his dictatorship. Some critics allege the labour statistics are "rigged" for political purposes. (President Trump publicly accused the BLS of "manipulating" the numbers and promptly fired Commissioner Erika McEntarfer after the July report). However, independent observers stress the revisions reflect normal methodology, not malfeasance. PolitiFact confirmed there was "no evidence of partisan rigging" of the data. In fact, large benchmark corrections happened recently in both parties' presidencies. As former BLS officials warned in a joint statement, firing a commissioner over routine revisions "undermines the credibility of federal economic statistics" — the very "cornerstone of intelligent economic decision-making".
