Drug dependents not to be kept with mentally ill patients in IGMC: Minister

Shimla: Colonel Dhani Ram Shandil (retd), the minister for health and family welfare, social justice and empowerment, and sainik welfare, on Tuesday said drug-dependent patients undergoing treatment at Indira Gandhi Medical College (IGMC), Shimla, would not be kept with the mentally ill patients.
The state govt is also building a separate de-addiction centre for women as the number of girls addicted to drugs is increasing every day in the state, said the minister.
He said options would be explored to establish a de-addiction centre in the govt sector in Shimla so that drug addicts could get the right treatment. Strict action will be taken against those de-addiction centres where drug business is being carried out, the minister emphasised.
Shandil was speaking after launching the trailer of 'The White Truth' – a web series against drug abuse – under the Yuva Bachao Abhiyan by the Himachal Gyan Vigyan Samiti at Bachat Bhawan here. The web series has seven episodes. It is based on people who have fallen prey to drug addiction.
The minister said human life was precious and it should not be destroyed by consuming drugs. "Today, the drug business has spread everywhere. Drugs are reaching India from foreign countries through the borders. Security agencies are working, but it has to be done with more intensity," he said.
The general public is supporting the anti-drug movement in the state and there is a need to work together to make Himachal drug-free, Shandil added.

Health and family welfare, social justice and empowerment minister Dr (Col) Dhani Ram Shandil (File) During the programme, he administered the oath to 96 National Service Scheme Volunteers, National Cadet Corps and Scouts & Guides from Government Degree College Kotshhera, 20 students from Government Degree College Sanjauli, 13 students from Himachal Pradesh University's Department of Social Works, along with secretariat officials, members of Gyan-Vigyan Samiti, office-bearers of the Nasha Mukt Bharat Abhiyaan and officials of the social justice and empowerment department, to make their district, state and country drug-free. The Drug-Free India Campaign was launched by the Government of India five years ago to spread awareness about the harmful effects of drugs and has played a significant role in building a drug-free society. Last year over 5.75 lakh people were made aware of the dangers of drugs under the National Drug Prevention Campaign in the state. Awareness activities were carried out in 5,660 villages and 4,332 educational institutions, targeting adolescents, youth, women and the general public. Shandil said, 'State government has taken strict action against drugs. Two bills have been passed recently in the Assembly against drug abuse and related crime. These bills include provisions for death penalty, life imprisonment, fines up to ₹10 lakh, confiscation of property, rehabilitation, preventive education and livelihood support. Under the PIT NDPS Act, Himachal Pradesh Police has seized illegal property worth ₹42 crore, identified the property of 70 traffickers and detained 44 notorious drug peddlers.' The campaign is being actively run at the panchayat level to identify smugglers and consumers. A special task force has been formed to focus on anti-drug operations and 13 police stations have been notified for the same. Dr Shandil said that a 100-bed, fully equipped, modern de-addiction centre would be set up at Kotla Barog in district Sirmaur, with ₹5.34 crore already approved. The Directorate of ESOMSA is working with NITI Aayog, the National Dependence Treatment Centre at AIIMS Delhi and PGI Chandigarh to prepare a detailed state action plan for drug prevention. He said that de-addiction and rehabilitation centres are already operational in the state - four for men in Kullu, Una, Hamirpur and Kangra districts, and one for women run by the Red Cross Society in district Kullu.

The minister urged the youth, women, officials, employees, and people of Himachal to stay aware of the harmful effects of drugs, take active part in the campaign, and show united commitment against drug abuse. He said the directorate of Empowerment of Scheduled Castes, OBCs, Minorities, and the Specially Abled (ESOMSA) was working with NITI Aayog, the national dependence treatment centre at AIIMS Delhi, and PGIMER Chandigarh to prepare a detailed state action plan for drug prevention. 1 2 Shimla: The central govt has approved the Indira Gandhi Medical College, Shimla, and Shri Lal Bahadur Shastri Medical College, Mandi, in Himachal Pradesh under the strengthening of tertiary cancer care centres facilities scheme. Under this scheme, financial assistance is provided as a one-time grant of up to Rs 45 crore. The information was shared in the Rajya Sabha on Tuesday by Union minister of state for health and family welfare, Prataprao Jadhav, in response to a question by BJP MP from Himachal Pradesh, Sikander Kumar. The number of cancer cases has been on the rise in the hill state in the past few years, and the state currently has over 33,000 registered cancer patients. The Union minister added that a total of 19 state cancer institutes and 20 tertiary cancer care centres have been approved under this scheme across the country. The state cancer institutes are provided a one-time grant of up to Rs 120 crore under this scheme. These institutions serve as critical hubs for advanced cancer care, diagnosis, research, and capacity building and are equipped with specialised infrastructure and expert manpower. They also play a pivotal role in delivering high-quality care and strengthening the public health infrastructure. He also informed that the national programme for the prevention and control of non-communicable diseases (NCD) focuses on strengthening infrastructure, human resource development, health promotion, early diagnosis, management, and referral to an appropriate level of healthcare facilities. Under this programme, 12 district NCD clinics, 108 community health centre NCD clinics, and 12 district cancer care centres have been set up in Himachal Pradesh. Also, as per the announcement of the Union budget 2025-26, more than 200 day care cancer centres have been approved for establishment across the country. Among these, 18 day care cancer centres have been approved for Himachal Pradesh, and this initiative aims to strengthen decentralised cancer care by aligning infrastructure development with patient needs.
