Not investigating any irregularities in Indiabulls, found no wrong: CBI tells SC

New Delhi, Jul 30 (PTI) The CBI on Wednesday told the Supreme Court that it was not investigating any irregularities in Indiabulls Housing Finance Limited (IHFL), now known as Sammaan Capital Limited, and has not found any wrong in the company disbursing loans to corporate entities.
A bench of Justices Surya Kant and Joymalya Bagchi was told by Additional Solicitor General SV Raju that the probe agency has not found anything with regard to allegations of Indiabulls allegedly disbursing dubious loans to corporate entities.
Senior advocates Harish Salve and Mukul Rohatgi, appearing for the company promoters, said that these are fictitious allegations and the petitioner NGO Citizens Whistle Blower Forum has withdrawn several petitions on the issue.
The bench said allegations are allegations and whether they are right or wrong will be looked into.
The top court adjourned the hearing on the plea due to paucity of time.
On July 21, the top court pulled up the CBI for not appearing in a matter against Indiabulls despite notice.
Advocate Prashant Bhushan, appearing for Citizens Whistle Blower Forum in which he is a trustee, had earlier alleged that Indiabulls, a non-banking financial company, used to disburse thousands of crores as loans to companies, which in turn used to pay hundred of crores of rupees to its promoters as unsecured loans.
'This is a scam and even the Enforcement Directorate has said in their affidavit that they are aware of hanky panky in the company but are investigating it. Similarly, the SEBI has said they inquired into the matter but they are not the competent authority to investigate the issue and were forwarding the matter to relevant agencies," Bhushan had said.
The petitioner NGO alleged IBHFL and its owners were advancing dubious loans to companies owned by large corporate groups which in turn were routing the money back to the accounts of companies owned by the promoters of Indiabulls to increase their personal wealth.
Earlier, ASG Raju, appearing for the Enforcement Directorate, had submitted that the agency was investigating the matter and as far as CBI goes there ought to be a formal complaint and could only investigate if the states granted consent.
On May 13, the top court sought response of the CBI on the plea which has challenged the February 2, 2024 order of the high court.
The top court has noted the submission of the Ministry of Corporate Affairs and the Securities Exchange Board of India (SEBI) that irregularities were committed in IHFL.
The ED accused IHFL of committing some irregularities in the two cases it probed, including the one in Maharashtra where public money was allegedly siphoned off outside the country by cheating investors of around Rs 300 crore. PTI MNL ZMN

TIRUCHY: After the state government decided to permanently cancel the kidney transplant licence of Dhanalakshmi Srinivasan Medical College and Hospital for its alleged involvement in a kidney trafficking racket, Manachanallur DMK MLA S Kathiravan, whose father owns the hospital, became emotional and asked why would he need profit from kidneys. 'We are only doing this as a service. I have a thousand ways to earn money,' he said. Kathiravan was addressing the party cadre and residents during his Makaludan Kathiravan campaign on Monday. 'I'll tell you the truth – no media has spoken about this. I have saved the lives of 252 people,' he said while responding to a man from the crowd who posed the question to the DMK MLA. The MLA detailed that each surgery required four doctors – three surgeons and one urologist – along with an anaesthesiologist and around 20 supporting staff. He asked whether anyone could carry out such complex procedures without following the law and pointed out that permission must be secured from three separate authorities. Lamenting that his life-saving efforts are being dubbed as scandal, the MLA said each operation costs Rs 10 lakh-Rs 12 lakh, largely for medicines, while the hospital would receive only Rs 2 lakh-Rs 3 lakh. Telangana to build over 5,000 km of HAM roads to ramp up connectivity

Hyderabad: As part of its vision to provide better road facilities across the state, the Telangana government is set to construct 5,190 km of roads under the Hybrid Annuity Model (HAM). The project, which will be carried out in 17 packages, aims to connect every village to its mandal centre, every mandal to its district centre, and every district to the state capital. In the first phase, the Roads & Buildings (R&B) Department will take up 17 packages covering 5,190 km at a cost of Rs 6,478 crore, while the Panchayat Raj Engineering Department will handle 7,947 km in 17 packages at a cost of approximately Rs 6,000 crore. The remaining 6,810 km will be tendered by December of this year. The plan includes four-lane roads from district centres to Hyderabad, two-lane roads from mandals to district headquarters, and the upgrading of rural roads, including converting mud roads into bitumen-surfaced ones, informed R&B Minister Komatireddy Venkat Reddy. Addressing a Road Show on HAM at the National Academy of Construction (NAC) on Tuesday, the Minister said the government's vision is to link every village to its mandal headquarters, every mandal to the district headquarters, and every district to Hyderabad through modern, all-weather roads. Venkat Reddy explained that the HAM combines the strengths of the Engineering, Procurement, and Construction (EPC) and Build-Operate-Transfer (BOT) models, with the government funding 40 per cent of the project cost in ten instalments. Contractors will invest the remaining 60 per cent, which will be repaid based on performance with inflation-linked adjustments. The model ensures low risk for investors, a steady income, and 15 years of assured maintenance, resulting in durable, pothole-free, and safer roads. He stressed that quality roads are the backbone of economic growth and said Telangana's development plan places equal emphasis on welfare and infrastructure. The Minister assured contractors and financial institutions of transparency, timely payments, and clear policy support, adding that a web-based 'TG Roads Inventory' application has been developed for real-time project monitoring. Deputy Chief Minister Mallu Bhatti Vikramarka and Panchayat Raj Minister Seethakka, along with Road Development Corporation Chairman Malreddy Ram Reddy, attended the event as chief guests.
