(EPA Images pic) TOKYO : The Bank of Japan should continue to proceed with monetary tightening, which would support a 'normalisation of the yen's weakness' and rebalancing of bilateral trade, the US treasury department said yesterday. The comments, made in the treasury's exchange-rate report to congress, come as steep US tariffs imposed by President Donald Trump complicate the BOJ's efforts to raise interest rates and wean the economy off its historic monetary stimulus. 'BOJ policy tightening should continue to proceed in response to domestic economic fundamentals, including growth and inflation, supporting a normalisation of the yen's weakness against the dollar and a much-needed structural rebalancing of bilateral trade,' the Treasury said in the report. 'Treasury also stresses that government investment vehicles, such as large public pension funds, should invest abroad for risk-adjusted return and diversification purposes, and not to target the exchange rate for competitive purposes,' the report said on Japan. The rare, explicit mention of Japan's monetary policy turns Washington's focus to the BOJ's ultra-low interest rate, which is seen among factors that have kept the yen weak against the dollar. Asked about the report, Japanese finance minister Katsunobu Kato told a news conference today that the government leaves monetary policy decisions to the BOJ. With regard to the report's reference on pension funds, Kato said it was natural for pension funds to pursue their own purposes in fund management. The treasury said no major US trading partner was found manipulating its currency in 2024. However, it said Japan, as well as China, South Korea, Taiwan, Singapore, Vietnam, Germany, Ireland and Switzerland, were on its monitoring list for extra foreign exchange scrutiny. The BOJ ended its massive monetary stimulus last year and in January raised short-term interest rates to 0.5% on the view Japan was on the cusp of durably hitting its 2% inflation target. While the central bank has signalled a readiness to raise rates further, the economic repercussions from higher US tariffs forced it to cut its growth forecasts in May. The slow pace at which the BOJ is raising interest rates has been seen by markets as a key factor keeping the yen weak against other currencies. A Reuters poll, taken on May 7-13, showed most economists expect the BOJ to hold rates steady through September with a small majority forecasting a hike by year-end. Some market players have speculated Washington could pile pressure on Tokyo to help weaken the dollar against the yen and give US exports a competitive trade advantage. Kato has denied discussing exchange-rate levels or the idea of setting a currency target in his recent meetings with US treasury secretary Scott Bessent. However, he said after a meeting with Bessent in April that he explained Japan's wage and price developments, suggesting discussions may have touched upon BOJ policy. 'I don't think there's a big gap in the view between the US and Japan on the direction of the BOJ's policy,' said Japan's former top currency diplomat Mitsuhiro Furusawa. 'But the timing of the rate hike would be tricky,' he told Reuters. 'With so much uncertainty, the BOJ can't hike rates easily or aggressively,' he added.

SINGAPORE, June 6 — Former Singapore Senior Minister and Deputy Prime Minister Teo Chee Hean will become the fifth chairman of Temasek Holdings effective Oct 9, the state investment company announced Friday. Temasek said he will succeed Lim Boon Heng, who will step down from the Temasek Board after serving as chairman for 12 years. Teo will join Temasek's board of directors as deputy chairman on July 1. The company said Teo, a former political stalwart, has advanced Singapore's interests, including in critical areas such as geopolitics, cybersecurity and technology, climate action, as well as defence and security. 'In a rapidly changing world, his wealth of experience and strategic insights will bring valuable perspectives to Temasek as it continues to evolve and grow as a global investment company,' Temasek said in a statement. Teo, a core member of Singapore's third-generation political leadership team, served as Deputy Prime Minister from 2009 to 2019 and as Senior Minister from 2019 until he stepped down from politics in May 2025. SINGAPORE, June 6 — Great Eastern is proposing to delist from the Singapore bourse by way of its largest shareholder Oversea-Chinese Banking Corp offering S$900 million (RM3 billion) to buy the rest of the insurer it does not already own, according to joint statement and filings today. Trading in Singapore-based Great Eastern's shares was suspended on July 15, 2024, after its free float fell below 10 per cent following an offer by OCBC to acquire an 11.56 per cent stake at S$25.60 apiece in May 2024. OCBC, Singapore's second-largest lender, had obtained acceptance from some shareholders and currently owns 93.72 per cent of Great Eastern. Under the new proposal, it is offering S$30.15 a share for the 6.28 per cent of the insurer's stock that it does not own. The latest offer is 17.8 per cent higher than last year's offer and values Great Eastern at S$14.27 billion. Independent financial adviser EY has assessed the offer is fair and reasonable and OCBC does not intend to revise it, according to the statement. It is OCBC's fourth attempt to fully acquire Great Eastern, following three bids since 2004. OCBC owns 93.72 per cent of the insurer, but that stake still falls short of the threshold needed to delist the company or launch a compulsory acquisition. Two companies controlled by Lee Thor Seng and his sons —members of the founding family behind OCBC — own nearly 2 per cent of Great Eastern, making them the second-largest shareholders, according to the insurer's annual report. Wong Hong Sun and Wong Hong Yen hold about 1 per cent, while Palliser Capital, which has criticised the latest takeover bid as unfair to shareholders, owns a 0.27 per cent stake, the report showed. Great Eastern proposed the delisting after assessing options available to resolve its shares trading suspension. The delisting offer is conditional upon at least 75 per cent backing from minority shareholders. OCBC will not be able to vote. If delisting cannot be achieved, Great Eastern would seek shareholders' approval on a second proposal to restore its free float by way of a one-for-one bonus issue comprising new listed shares with voting rights, and new non-listed shares without voting rights. According to the statement, OCBC intends to vote in favour of the bonus issue if the delisting proposal is not approved. OCBC would opt to receive the non-voting shares, which would dilute the bank's shareholding in Great Eastern to 88.19 per cent to help restore the free float and a resumption in trading. — Reuters
