Budget 2025: Economic forecasting is notoriously difficult, but global uncertainty is making it harder

Economies are dynamic systems where relationships between variables shift. Even the current state of the economy is uncertain due to data revisions and lags in reporting.
Despite this uncertainty, governments have to assume paths for revenue and expenditure to make meaningful plans.
Based on the Pre-election Economic and Fiscal Update (Prefu 2023), the National Party announced plans to achieve an operating surplus in the year ending June 2027 during the 2023 election campaign.
As forecasts changed, so did those plans. By the Half-Year Economic and Fiscal Update (Hyefu 2024), released in December 2024, the goal of an operating surplus had been pushed back to 2029.
Nominal gross domestic product (GDP) measures the value of goods and services produced within a country during a specific period. It is a key determinant of tax revenue. Real GDP measures the volume of output of the New Zealand economy.
Ultimately, the 2027 nominal GDP forecast at the half-year update was weaker than expected. This weakness was driven by lower-than-expected output, not by changes in prices.
The 2027 forecast tax revenue fell even more sharply than the nominal GDP forecast. This was in part due to the Government's personal income tax cuts, which have been costed at $3.7b a year.
More changes afoot
We're likely to see further downward revisions in economic growth. The Treasury has already lowered its economic growth forecasts for 2025 and 2026, in part due to the expected impact of global tariffs.
While the direct effects of the tariffs on New Zealand may be limited, the indirect effects – particularly through increased global economic uncertainty – are likely to be substantial.
Research has shown that United States-based uncertainty spills over into the New Zealand economy by making firms more pessimistic about the future. This pessimism leads to firms delaying investment, ultimately reducing potential output in the future.
Potential output is important as it represents the economy's capacity to grow without generating inflation. Potential GDP is affected by productivity, which has also been weaker than expected and one of the reasons Treasury lowered its forecasts after the pre-election fiscal update.
The lesson from all of this
New Zealand is running a structural budget deficit. That means the Government is spending more than it earns, even accounting for the fact that governments automatically spend more and tax less in economic downturns.
These deficits add to government debt, which can limit future spending and taxation choices. High debt can also hamper the Government's ability to assist in counteracting the next downturn if the Reserve Bank's official cash rate is already near zero.
It can also limit the ability of the Government to respond to external shocks such as disasters or extreme weather events. These concerns are possibly behind the Government's goal of returning to surplus by 2029.
But there are counter-arguments. With pressing needs in many areas, some argue the Government should be spending more now to boost productivity and growth. These contrasting views reflect a legitimate debate about values and priorities.
Still, one point is clear: weaker than expected economic growth since the pre-election update has made the trade-offs between present and future fiscal choices more acute.
The takeaway is that economic growth is essential for expanding the resources available to both households and governments. This is so they can spend money on things they deem important both now and in the future.
A growing economy is not just about producing more for prestige – it's about creating the economic and fiscal resources to improve lives both now and in the future.

One of New Zealand's best-known economists is backing the maths behind a move to shift control of Waitaki's water services and assets to a new company, jointly-formed by four Otago district councils. With water charges due to come off rates bills from the 2027 financial year because of changes to government regulations, Infometrics chief economist Brad Olsen has voiced strong support for Southern Water Done Well's preferred water services delivery model, saying it offered the "best pathway" to safe, reliable water services and long-term financial benefits for the districts involved. SWDW's four partner councils — Waitaki, Gore, Central Otago, and Clutha district councils — are consulting on options for the future delivery of water services to meet the government's Local Water Done Well legislation. Their preferred delivery model is a jointly owned council-controlled organisation (CCO) covering all four districts. The other three options being consulted on are a standalone Waitaki CCO, an in-house business unit, and in the case of WDC only, a joint CCO with Mackenzie, Timaru and Waimate districts. At a recent meeting of Southern Water Done Well (SWDW) elected politicians and senior staff, Mr Olsen outlined what he felt were the positives of the joint CCO option. Mr Olsen said one of the "most compelling" advantages was the leap in bargaining power, a media statement issued by the SWDW group said. Individually, the four councils each represent just 1% to 2% of the South Island's population. However, by forming a jointly owned council controlled organisation, they collectively represent 6.6% of the South Island's population. "That shift in scale is transformative. "In a tight infrastructure market, scale gives you options and leverage." SWDW, through Wellington-based consultants Morrison Low, has modelled all of the options, for water charges in 2027-28 and 2033-34 years in the Waitaki district. Mr Olsen noted SWDW's deliberately conservative approach to financial modelling for the jointly owned CCO. While short-term financial gains might be modest, water assets were long-term (20 years+) and by year 20, modelling for other joint water services delivery entities showed potential savings of up to 20% compared with going it alone. "Even under these conservative assumptions, the numbers still stack up." The conservative modelling projects 15% to 16% operating and capital efficiencies being achieved over "roughly a decade, which is a similar timeframe to achieve efficiencies as seen in other spaces". WDC's public consultation on the four options ends today at 5pm. Sanctions against Te Pti Mori MPs were historic, but they weren't the only thing that happened in the house. , Editor: The House While Parliament's week was dominated by its final event – Thursday's debate on the report from the Privileges Committee into a haka performed in the chamber – the rest of the week focussed on other business that, while more mundane, was still worthy of note. The Government appeared to have three objectives for this week in the house. Crucial to the administration's continuance, the first goal was to successfully complete the initial debate on the budget. The long initial budget debate could no longer dribble on over weeks, so the house spent six hours of the week completing the second reading debate, which is the first debate a budget gets. The reading was accomplished and so the Government continues. This may sound silly, but a Government cannot survive, if the house votes against its budget. Agreeing to vote for budget and taxation bills are the 'supply' portion of the 'confidence and supply' agreement that is the foundation of any coalition agreement. The budget focus now turns to select committees and what is called 'Scrutiny Week', when ministers appear before various subject committees to defend their budget plans. Scrutiny Week begins on 16 June. Slow seconds A second objective was possibly not in earlier plans for this week – to finally polish off the bills originally slated for completion two weeks ago during budget week urgency. Then, the Leader of the House had asked the house to accord urgency for 12 bills the Government hoped to progress through 30 stages of parliamentary debate. The plan was ambitious and it did not succeed. Despite day-long sittings until midnight Saturday (when urgency must end), only two bills were completed, others were untouched, and 13 stages were unfinished or unstarted. This week's plan for the house had MPs returning to the well for more of the same. Just like last time, progress was at a snail's pace. After quite a few hours, the Government had slugged its way through just a few more stages. The plan was slowed to a crawl by bills' committee stages (formally known as the Committee of the Whole House). Committee stages are a crucial way for MPs to publicly interrogate the minister in charge of a bill. With patience, they can tease out a lot about both a government's development of legislation and its intended real-world impacts. Because the committee stage has no set duration, it is also a way for the opposition to make the Government really work for progress. The Government did achieve progress on the bills left incomplete from budget week, but again, it was probably not what was hoped for. They will need to come back yet again in three weeks to have a third crack. The Opposition is showing itself to be quite effective at the filibuster. The Government's third objective was to have the debate on the recent Privileges Committee Report on three Te Pāti Māori MPs done by the week's end. As Leader of the House Chris Bishop said in re-initiating the debate: 'My encouragement would be for everybody to finish this debate today. 'Have a robust debate, but let's end this issue once and for all, and deal with the issue and get back to the major issues facing this country.' That wish was fulfilled with apparent agreement from across the house. As 6pm neared, the MP who eventually moved that a vote be taken was Te Pāti Māori co-leader Rawiri Waititi. The frankly fascinating debate on the report will be reported separately.
