The state government on Monday told the Himachal Pradesh high court through an affidavit that the Real Estate Regulatory Authority (RERA) office was being shifted to Dharamshala to congest Shimla, and it needed time to complete the formalities.
The affidavit was submitted by principal secretary (housing) Devesh Kumar to the division bench of chief justice GS Sandhawalia and justice Ranjan Sharma during resumed hearing of a petition challenging a six-month extension granted to chief secretary Prabodh Saxena, filed by one Atul Sharma.
The court had questioned the government on the delay in appointments of the RERA chairperson and two members. The case will now be heard on June 20.
HC issues notice to CS Saxena
The high court issued notice to Saxena. The petitioner contended that the extension was given in violation of the Central Services Rules and guidelines of department of personnel and training (DoPT). The petitioner argued that vigilance clearance can't be granted to an officer who is nominated in a corruption case.
The petition pointed out that a chargesheet had been filed before Saxena was granted the extension, Saxena was chargesheeted in the infamous INX Media scam, in which then Union finance minister P Chidambaram and his son Karti are also named as accused. Saxena served as the director of the Department of Economic Affairs (DEA) between April 2008 and July 2010.
Saxena was considered frontrunner for the RERA chairperson post, but the selection committee, headed by the high court chief justice, had raised objection to his candidature.

Although several interim orders had been issued and various authorities had filed reports and affidavits over time, the prevailing situation reflected a lack of meaningful advancement in distributing land to the beneficiaries. While some land had been allotted, there were disputes that much of it was uninhabitable. HC further noted that despite the formation of a committee chaired by the land revenue commissioner and additional committees at the district level to coordinate implementation, these efforts had not yielded the desired outcome. The bench observed that the issue warranted continuous oversight and accordingly ordered that the revenue secretary monitor the implementation and submit regular updates.

CHANDIGARH: The Punjab and Haryana High Court on Monday asked , who is facing criminal cases for allegedly duping cricketer-turned-political leader Navjot Singh Sidhu's wife, , to deposit his passport with the investigating officer upon arrival from Dubai. Justice Tribhuvan Dahiya passed these orders while hearing a petition filed by the accused, Gagandeep Singh. During the hearing of the case on Monday, counsels representing Navjot Kaur and Gagandeep Singh informed the bench that the disputes between them could be settled by way of mediation, and for this purpose, the parties may be referred to the Mediation and Conciliation Centre of the Court. The bench accepted their request and referred the matter for mediation. 'Parties through their counsel are directed to appear before the Mediation and Conciliation Centre on August 12. In the meanwhile, the petitioner (Gagandeep Singh) will not be arrested to facilitate his participation in the mediation proceedings. He shall deposit his passport with the investigating officer on arriving in the country,' the HC ordered. As per the FIR, registered in October 2024 at Patiala, former MLA Navjot Kaur came into contact with Gagandeep Singh, alias Prince, who introduced himself as a partner of Ms Space Builders and Promoters and OTH Builders and Promoters, allegedly involved in real estate projects across Mohali and Zirakpur. Gagandeep allegedly gave assurances of high returns while asking the complainant for investment in some real estate projects. On this, Navjot Kaur and her relatives allegedly invested around Rs 10.35 crores through bank transfers as well as cash into the real estate venture represented by Gagandeep. Later, the returns were delayed, and the cheques issued by Gagandeep to refund money were dishonoured. On Navjot Kaur's complaint, an FIR was registered in Patiala. The accused approached the High Court for bail.

Kochi: High court has sought details from the state govt regarding the methodology adopted for identifying families affected by the 2020 flood at Kuttanad in Alappuzha district. The court was considering a petition by Jaisappan Mathai of Kuttanad concerning relief for families affected by the 2020 flood and the delay on the part of the state in disbursing aid to 3,232 families. The petition stated that on Dec 10, 2021, the disaster management department additional chief secretary had issued an order directing that Rs 3,800 each be given to 43,538 families, but some of them had not received the amount even after two years. In May 2025, a bench of Chief Justice Nitin Jamdar and Justice Basant Balaji directed the state govt to place on record the govt order, notification, or circular issued pursuant to the decision for disbursing the amount, clearly laying down the methodology for identifying beneficiaries and distributing the compensation. The court observed that the allocation of Rs 3,800 to 43,538 families involves a significant amount of public funds, and a robust and transparent system for identifying the affected families is essential. The task cannot be left solely to the village officer and the panchayat-level committee without proper guidance or oversight. Accordingly, HC directed the collector to file a detailed affidavit in the matter. Subsequently, on July 31, the state govt sought additional time to file the affidavit, and the court directed that the affidavit be placed on record by Aug 14.
