Penang undersea tunnel project expected to drive state progress

GEORGE TOWN: The Penang Undersea Tunnel project remains relevant and is expected to have a positive impact on the people and the state's development, the Penang government said.
State Infrastructure and Transport Committee chairman Zairil Khir Johari (DAP - Tanjung Bunga) said this was because it would help divert the high traffic flow in both directions from the first Penang Bridge and its surrounding areas to the new route, thereby reducing severe traffic congestion on access roads leading to the bridge.
"As of now, the state government remains optimistic about the implementation of this project.
"However, based on the Master Agreement with the contractor, the state government reserves the right to decide whether to proceed with the project or not, depending on the outcome of the feasibility study," he said in a written reply to Lee Khai Loon (PKR - Machang Bubuk) at the ongoing state legislative assembly sitting.
In February, Chief Minister Chow Kon Yeow said the proposed third link for vehicular movement between Penang island and Seberang Prai would see a change in alignment.
He, however, did not elaborate.
The undersea tunnel connecting Penang Island to the mainland is part of the state's RM6.3 billion mega project.

In a joint statement today, DAP chairman Gobind Singh Deo and secretary-general Loke Siew Fook ​also urged Dusuki to review the decision by the Attorney-General's Chambers to classify the investigation into Teoh's 2009 death as requiring no further action, or NFA. Advertisement 'The attorney-general, and no one else, has the discretion to prosecute under the Federal Constitution,' they said. 'He must explain why he is unable to do so in this case, particularly in light of the decisions of the Court of Appeal and civil proceedings in the High Court.' Gobind and Loke said DAP has been consistent in its call for action to be taken against those responsible for Teoh's death. ​​The statement follows a letter dated May 30 from Dusuki to the family's legal representative, Ramkarpal Singh, seeking to explain the AGC's rationale for classifying the case as NFA. Advertisement In the letter, Dusuki said there was 'insufficient evidence' to support a criminal prosecution. Teoh died on July 16, 2009 at the fifth floor of Plaza Masalam in Shah Alam after being questioned for hours by the Selangor Malaysian Anti-Corruption Commission headquarters. Last month, police informed Teoh's family that their latest investigation into the case had been classified by the AGC as NFA. On Nov 21 last year, the High Court directed the police to complete their long-delayed investigation into Teoh's death. At an inquest, the coroner returned an open verdict. However, the Court of Appeal ruled in 2014 that the death was caused by 'one or more persons unknown', including MACC officers. In 2019, police launched an investigation under Section 342 of the Penal Code for wrongful confinement. Before 2018, two special investigation teams had been set up – one in 2011 and the other in 2015 – to look into the incident, but both cases were classified as NFA by the public prosecutor. Gobind and Loke noted that DAP assisted Teoh's family in a civil suit which resulted in the government and the MACC admitting liability for negligence leading to Teoh's death. An award of RM600,000 was made to the family, with costs of RM60,000. They said both the findings of the Court of Appeal and the civil court provided a basis for the police to conduct further investigations into the search for the perpetrators behind Teoh's death. 'While the duty to investigate the case and to identify those responsible in this case is with the police, it is for the attorney-general to decide his next step based on the police's investigations,' they said. Noting that Teoh's family is considering challenging the NFA in court by way of judicial review, Gobind and Loke said they support the action. GEORGE TOWN: The Penang government has instructed state housing committee chairman Datuk Seri S. Sundarajoo to review the 5% housing discount for first-time homebuyers among the Indian Muslim community. Chief Minister Chow Kon Yeow said he has instructed Sundarajoo to review the policy with developers to expand the discount to all buyers, making it more inclusive and beneficial to all segments of society in line with the principle of social justice. "Some of the views received suggested that such a discount should also be offered to all buyers to revitalise the property sector, especially in relation to the sale of unsold property units," he said in a statement on Sunday (June 8). Chow stated that the state executive council will also examine the matter and make an appropriate decision in the interest of all parties. On Thursday (June 5), Sundarajoo announced that from June 1 this year until May 31 next year, developers would be encouraged to offer Indian­Muslims who are first-time homebuyers a 5% discount under the Madani Home Ownership Campaign. He added that the discount excludes bumiputra quota units and does not affect existing housing policies. However, Penang DAP chairman Steven Sim, in a statement on Saturday (June 7), announced that Chow had agreed to suspend the discount offer pending a review by the state executive council, emphasising the importance of upholding social justice and ensuring every Malaysian's right to own a home. The initial policy announced by the state government earlier had been critised by MCA who described the move as racially divisive. State MCA secretary Yeoh Chin Kah questioned why the Penang government could not base its housing policy on economic status rather than race and religion, expressing confusion that DAP, a party advocating for a 'Malaysian Malaysia', would introduce such a racially framed initiative. "The people of Penang cannot accept this policy and condemn it for dividing the races,' he said. He also said by offering the privilege only to Indian Muslims, Yeoh questioned whether it amounted to a new form of racial quota. 'Don't low-income groups who are not Indian Muslims also need assistance? Shouldn't struggling families be treated equally and helped regardless of background?' he added.

We tend to take the politician's word with more than a pinch of salt, for good reason. When they want your vote, they court you with promises that, we have a sneaky suspicion, they can't ever keep or have no intention at all to fulfil. It is easy to shout slogans and make accusations of incompetence, even malice, when one is in the opposition. We applaud them but we also know they are not in a position to make good their promises or prove their allegations, however serious they may be. They play to the gallery because the people want someone to keep whatever issue that is current and hot in the public eye lest it be quietly filed away in some cabinet and quickly forgotten. Teoh Beng Hock's family waited more than 15 years, hanging on to hopes that those YBs who had said so much about him and his untimely death under suspicious circumstances would help them get the justice they deserve. But 15 years is a long time, and in the intervening years, the very same YBs have seen their status change. From merely shouting slogans and hurling accusations, these very same people have suddenly found themselves in a position to act on what they previously said should be done. But the silence now is deafening. Not a word from these YBs since the last — perhaps the final — word on Teoh's case. NFA, or no further action. The challenge to all DAP ministers, those very same people who had been most vocal in the Teoh saga, to resign their positions in the current government to take responsibility for their failure has been met with … again … silence. But let us not even fake surprise or shock at their change of heart. The mark of a good politician is in his ability to make good his promises when he finds himself in a position to honour those pledges. Few, if any, have made that mark.
