
The stray dog crisis is real. But the solution cannot be cruelty
They are met by Indra, who welcomes Yudhishthira in, but tells him to leave the dog behind: 'Dogs disrupt sacrifices and offerings, make them impure. You abandoned your wife and brothers on the journey. Now abandon the dog!' To this, Yudhishthira says he would rather give up heaven than a loyal friend: 'This dog is alive and has taken refuge with me. I will not abandon one who is devoted to me. That would be a sin equal to killing a woman, robbing a Brahmin, or harming a friend.'
It turns out that Dharma himself has taken on the guise of a dog. The test of integrity in this greatest of epics is a man's treatment of a stray dog. Indra tells Yudhishthira, 'King, you are the greatest of kings, with intelligence, morality and compassion. You have given up a chariot to heaven for the sake of a loyal dog. Because of this you have gained the highest heaven.'
It would be futile and wrong to deny that the population of stray dogs in our country, and their capacity to cause injuries and fatal disease, is a huge problem. Other countries manage stray dogs efficiently, and we have only to look to the West or to China for two templates. The former is based on respect for non-human lives, sanity and compassion; the latter is as brutal and draconian as ethnic cleansing.
India long ago opted for the former, with policies to control dog populations and make it safe for both animals and humans. Corruption, laziness, and apathy have made sure those policies failed. As a consequence, humans and animals both suffer. Stray dogs multiply, they starve, they are subjected to horrifying cruelties. Human lives are lost to rabies and the dogs die wounded and in pain. This is not a situation that ought to continue. But the solution is not an authoritarian sweeping of the streets; it needs to be more humane, knowledge-based, and measured than the recent order of the Supreme Court. It needs to take into confidence those who look after strays all over the country: Ordinary people, NGOs.
A couple of years ago, there was a rabies outbreak in Ranikhet, where I live. A few dogs died of it, and panic spread. The response from the population at large was to arm itself with sickles and lathis and attack any passing dog. The solitary animal NGO here, Himalayan Tails, went around tirelessly and fearlessly netting stray dogs and vaccinating them against rabies while euthanising those that were infected. In time, the threat passed. Since there is no government sterilisation facility here, the NGO holds camps, the public contributes funds, and dogs are vaccinated, sterilised, and returned to their spots on the streets.
'Why should that stray dog come back to that locality… What's the idea behind it?' asks Justice Pardiwala. This reveals a lack of understanding about animals, most of whom, from birds to dogs, have a homing instinct embedded in their genes. Like leopards and tigers, dogs are territorial. There are legendary stories of lost dogs running alone for hundreds of miles to return home. When you propose to vacuum them from their streets and cram thousands together in cages, it is an extermination order in disguise.
The dogs have no idea that a cleansing is around the corner. There they still are: Wagging their tails and trying to be friends, cadging a bit of paneer here or a biscuit there, ambling around, scrounging for scraps, trying to survive somehow, as they always have. Those who look after them have long been pilloried for caring about dogs but not for humans — as if the two are mutually exclusive. In this myopic, petty, vindictive worldview, if you care for animals you do not care for the suffering of the underprivileged or oppressed human, nor for the mother who has lost her child to rabies. Compassion for animals is seen as the lordly affectation of the privileged.
I've seen how at dawn, in Kolkata, patient knots of street dogs wait — for ordinary people, who are neither rich nor privileged, to come around with tubs of food and medicines. In the worn-out parks of East Delhi, I've seen labourers share scraps of their rotis with dogs. The stray dogs of our cities have always been cared for this way rather than by the state.
A starring role in the Mahabharata hasn't cut much ice for strays in the ages since. Bulls get away with goring people to death because they are holy, and when tigers turn maneater, those particular animals are tranquillised and caged. The former is protected by religious beliefs, the latter by wildlife laws. The dog has neither. It is time for that to change, for protection to be put in place for this most gentle and loyal of animals. Those who have never known the love of a dog have never known heaven.
Ever since 9/11, entire human populations have been punished for acts of violence by a few. If the Supreme Court has its way, all of Delhi's strays will pay the price for the few that have caused death or disease. What should the Indian state choose: Yudhishthira's dharma or blind brutality?

Dog lovers seek compassionate approach & humane solutions

Ahmedabad: In response to the recent Supreme Court directive to round up all stray dogs from Delhi's streets, members of Ahmedabad's dog-loving community have planned a peaceful protest on Friday evening at the Sabarmati Riverfront near the National Institute of Design (NID). Organisers emphasised that the gathering aims to highlight the legal rights of stray dog feeders, community animals, and the humanitarian aspect of community animal care. Devesh Trivedi, a stray dog rescuer and feeder, said, "After the SC decision, people who feed and care for stray dogs in the city are being increasingly harassed. This is especially true for tenants, who are being pressured to vacate homes. The number of distress calls we receive for interventions has increased." For many dog lovers, pet parents, and dog feeders, the current climate sparked deep concern on the fate of strays. Beyond routine feeding, several invested their own time, money, and emotional energy into the well-being of strays, ensuring they are vaccinated, sterilised, treated for illness, and kept safe. In Ahmedabad alone, there are over 500 stray dog feeders who also care for these animals. How much will it cost to house Delhi's nearly 10 lakh stray dogs?
The Supreme Court on Thursday (August 14) reserved its order on pleas challenging its August 11 order to pick up and relocate all stray dogs in Delhi and NCR. If the apex court upholds its previous directive, an estimated 10 lakh stray canines in the national capital will have to be shifted to shelters. What will be the cost to move them? Does the city have that kind of money? A three-judge bench of Justices Vikram Nath, Sandeep Mehta and NV Anjaria did not grant a stay on the August 11 order of another bench to municipal authorities. 'Everyone who has come to intervene must take responsibility,' Justice Nath orally observed. The bench also asked all intervenors to file affidavits with supporting evidence. The August 11 SC order on stray dogs On Monday (August 11), a bench of Justices JB Pardiwala and R Mahadevan ordered the Delhi government, civic bodies and authorities of Noida, Gurgaon, and Ghaziabad to start picking up the stray canines and shift them to shelters. The top court directed the creation of dog shelters to initially accommodate around 5,000 stray dogs, which should be sterilised and immunised. Its directive came in a suo motu case. The apex court gave authorities eight weeks to create the facilities and install CCTV monitoring to ensure no animals are released back to the streets. File Photo/AFP It also warned that any person or organisation that obstructs the move will face strict action. The order came amid a rise in dog bites and cases of rabies. Delhi recorded 26,334 dog bite cases so far this year, compared to 68,090 cases in 2024, PTI reported, citing the Municipal Corporation of Delhi (MCD) data. The Supreme Court's order divided the country, with many animal lovers, including politicians and celebrities, criticising the ruling. How much will it cost to relocate stray dogs in Delhi? Delhi is estimated to have 10 lakh stray dogs. If the Supreme Court rules in favour of their relocation to shelters, it could prove quite costly. Cash-strapped MCD will have to set aside around Rs 11 crore every day to feed and care for the canines, Hindustan Times (HT) reported, citing the civic body's preliminary assessment. According to officials, at least Rs 110 per day will have to be spent on food, transport, cleaning, medical care, staff, and utilities for each dog. Animal activists predict that housing so many dogs could cost the Delhi government a whopping Rs 10,000 crore — money it does not have. 'First, the government will have to find 1,000, or maybe 2,000, centres because you can't put so many dogs together — they'll fight. So they'll need to find land first. Then, building each centre would cost at least Rs 4-5 crore, since every facility will require caretakers, feeders, and watchmen,' a dog lover told PTI. STORY CONTINUES BELOW THIS AD They also dismissed the directive of the apex court to relocate the stray dogs, calling it 'illogical, illegal, impractical, and inhumane.' The dog lover also said it is impossible to shift lakhs of dogs. Currently, MCD rounds up and sterilises over 350 canines daily, releasing them after an observation period of 10 days. The sterilisation process costs about Rs 1,000 per dog. How MCD could implement SC order on stray dogs MCD officials have started mulling locations where shelters for stray dogs can be built in Delhi. An 80-acre plot at Ghogha Dairy for a large shelter, along with other places such as Dwarka Sector 29, is being considered, reported HT. The Supreme Court's final order will determine the scale of relocation of the canines. 'If all dogs have to be relocated, resources can never be practically sufficient,' another civic official told the newspaper. Delhi has not conducted a fresh census of the stray dog population for 16 years. To not carry out enumeration and improve tracking, the civic body is planning to microchip dogs brought to shelters and sterilised. The chips, costing up to Rs 200 each, would contain about five data points, including the canine's history, vaccination, and sterilisation details.
