Instead of banning vape, Sabah proposes tighter regulations
Datuk James Ratib said as Sabah health executive councillor, he could only make recommendations to the Health Ministry to improve regulations on vape-related matters.
"I will recommend improvements in advisory measures to prevent indiscriminate vaping, a study to control (the manufacturing of vape products) and to determine whether they are laced with drugs.
"If the vape liquid contains drugs, the responsible individuals should be arrested," said the state Community Development and People's Wellbeing Minister after launching the 17th Public Health Colloquium at a hotel here.
Present was Sabah Health director Dr Maria Suleiman.
On banning the sale of vapes, James said the jurisdiction lied with the Local Government and Housing Ministry.
Perlis, Terengganu, Kelantan, Johor and Kedah have banned the sale of vape products.
According to Universiti Sains Malaysia, the National Poison Centre recorded 76 poisoning cases linked to vape products suspected of containing dangerous synthetic drugs between 2020 and 2024.
A senior economics expert from Universiti Putra Malaysia said the economic returns from the vape industry were relatively small and short term, as the government has estimated that treating a single case of e-cigarette or vaping-associated lung injury would cost about RM150,000.
Since last October, the Health Ministry has enforced the Control of Smoking Products for Public Health Act 2024 (Act 852), which includes provisions for e-cigarettes.
James said he would meet Health Minister Datuk Seri Dr Dzulkefly Ahmad during his visit to Sabah tomorrow.
Issues he plans to raise with the Health Ministry are the procurement of Sabah's first Positron Emission Tomography (PET) scan machine, the provision of allowances for health personnel in rural areas and the need to expedite the establishment of the Sabah Heart Centre.
Dr Maria said Sabah had about 4,000 doctors across the state.
She said out of 130 dilapidated wooden health clinics, 97 had been upgraded to date.

First dental specialist centre in Negeri Sembilan opens for public
SEREMBAN: Deputy Works Minister Datuk Seri Ahmad Maslan confirmed the completion of Malaysia's first dental specialist centre here. The RM32 million facility, built by the Public Works Department, occupies a 0.809-hectare site adjacent to Seremban Health Clinic. Patients can expect reduced waiting times from two months to just two or three weeks for specialist appointments. F&B Establishments In Penang Given Until Sept 30 To Comply With Smoking Ban
BATU KAWAN, Aug 7 (Bernama) -- F&B establishments in Penang have until Sept 30 to comply with the smoking ban under the Control of Smoking Products for Public Health Act 2024 (Act 852), ahead of its full enforcement on Oct 1. State Health, Youth and Sports Committee chairman Daniel Gooi Zi Sen said inspections statewide found that some operators have yet to meet the conditions stipulated under the Act. 'Some premises have complied, including by displaying no-smoking and no-vaping signs, along with information on quit-smoking services. 'However, there are still outlets that fall short. For instance, tobacco product display cabinets or shelves do not meet the standards set under Act 852. We have issued reminder notices to the owners to take corrective action before the end of September,' he said. He was speaking to reporters after participating in the Clean and Smoke-Free Premises (BeBAs) walkabout with the Penang Health Department at the R&R Bandar Cassia food court and Borealis Commercial Centre today. Gooi said authorities are currently in the advocacy phase to allow owners time to make necessary improvements, but warned that enforcement against violations, including the issuance of compounds, will begin after Sept 30. As of Aug 5, the Penang Health Department has issued 2,647 compounds for smoking-related offences at eateries, along with 137 notices to owners for failing to display no-smoking signs. 'Today's programme aims to ensure compliance with hygiene and no-smoking regulations at food outlets. 'It also emphasises the concept of community empowerment, where the public is directly engaged to help them understand their role and responsibility in supporting public health,' he said.

Malaysia's first standalone dental specialist centre completed in Seremban at RM32m, opening next month
SEREMBAN, Aug 7 — Deputy Works Minister Datuk Seri Ahmad Maslan announced the completion of the country's first dental specialist centre here today. The centre, located on a 0.809-hectaresite next to the Seremban Health Clinic along Jalan Rasah here started construction on March 30, 2021 and was completed on April 15 by the Public Works Department (JKR) at a cost of RM32 million. 'The centre will begin operation next month and will offer specialist clinics (Orthodontics, Periodontics, Restorative Surgery, Public Dental Health), diagnostics and imaging services,' he said at the handover of the project to the Health Ministry (MOH) today, attended by Negeri Sembilan Menteri Besar Datuk Seri Aminuddin Harun, state JKR director Datuk Ir Wan Hasnan Wan Musa and MOH Senior Undersecretary (Development) Datin Paduka Roslinah Md Jani. He also said that the Public Works Ministry, under the JKR, specifically the Occupational Health Branch will implement 167 health facility projects in the country, costing RM18.05 billion, out of which 60 projects worth RM5.54 billion are in planning phase, 63 projects worth RM7.37 billion in construction phase and 44 projects costing RM5.14 billion in post construction phase. Meanwhile, Roslinah said during her speech at the handover that the centre was the first new facility in the country to offer non-hospital-based dental specialist services and would function as a one-stop centre for such services in the Central Zone (Negeri Sembilan, Putrajaya and Melaka). 'The setting up of the centre will provide access to comprehensive dental specialist services for specialist referral cases from other dental health facilities in the areas involved, including from private dental clinics. 'The waiting period for patients and time between appointments can be reduced significantly with this centre from two months to only two or three weeks,' she said.
