Building built 9 years ago, school yet to open in Ganjam colony
Bhubaneswar: Nearly 11 years after 203 Dalit families affected by Cyclone Phailin were settled near Palur in Ganjam district under the Odisha Disaster Recovery Project (ODRP), their children travel nearly 3km to study, despite a school building being constructed in the colony in 2016, residents said. Govt is yet to give permission to start the school, they said. After Phailin hit the Ganjam coast on Oct 12, 2013, and damaged thousands of kutcha houses, the state govt initiated the ODRP project to provide disaster-resilient houses with basic amenities to affected families. As many as 203 families of Gajapatinagar, Binchanapalli and Padmapur under Ramagada gram panchayat in Ganjam block were rehabilitated to Dalkhai on the Palur-Malud Road highway. "The name of our rehabilitated colony is Dalkhai ODRP. The govt has constructed a beautiful school building and anganwadi centre by spending more than Rs 1 crore, but it has been lying unused for the past nine years. Around 60 students from our colony are travelling to either Gajapatinagar or Palur for school education," said Dandapani Behera, president of the Dalkhai ODRP village committee. Ganeswar Behera, secretary of the village committee, said they were rehabilitated to a secluded place between two hills. "Now 576 people stay in the colony. The kids travel 3-4km daily to attend schools. Sometimes they are not able to go to school on rainy days due to the distance. We want a school in our village. We have the infrastructure and required students, but we need the govt nod to start the school," he added. District education officer (DEO), Ganjam, Ajay Kumar Patra, said they will visit the site and conduct a field inquiry to collect necessary data before sending a proposal to the govt. "We will go through the representation and then take steps on the matter," he added. Odisha School Education Programme Authority (OSEPA) director Ananya Das said she will follow up on the matter with the department.

Yamuna floodplains to be marked with physical boundaries across 17 districts by March
Agra: The irrigation department has informed the National Green Tribunal (NGT) that the project to physically mark the Yamuna floodplains with visible boundary indicators will begin in Oct, following the completion of the tendering process in Sept. In an affidavit submitted to the tribunal, the department said over 21,000 physical markers ('muddis') will be installed at 200-metre intervals along both banks of the river across a 1,056-km stretch spanning 17 districts from Gautam Buddh Nagar to Prayagraj. The project is expected to be completed by March next year. The development comes months after the NGT imposed a penalty of Rs 50,000 each on the ministry of jal shakti and the central water commission in July last year for failing to act on floodplain demarcation, following a letter petition by Agra-based environmentalist Sharad Gupta. The court stated: "Issue of rampant & large scale illegal mining destroying sand dunes & ravines in the vicinity of Taj Mahal & restricted flood plain zone of the Yamuna was raised through a letter petition by Sharad Gupta based on a news article published in TOI dated March 6, 2022, & cognisance was taken by this tribunal; exercising suo-moto jurisdiction." "The decision to install physical boundary markers is a significant step in protecting the ecological identity of the Yamuna. These visible indicators will help prevent illegal encroachments and ensure better public understanding of restricted floodplain zones," said the petitioner. He added, "In Agra alone, where the Yamuna flows for 167 km, the floodplain extends up to 5.09 km on the right bank and 2.55 km on the left. The upcoming work must be matched with strong monitoring to ensure long-term compliance." In Feb, the central water commission had demarcated the floodplains using satellite imagery provided by a Hyderabad-based remote sensing agency. The findings were compiled in a 521-page geospatial report submitted to the tribunal. The 17 districts covered under the NGT's directive are: Gautam Buddh Nagar, Aligarh, Mathura, Hathras, Agra, Firozabad, Etawah, Jalaun, Auraiya, Kanpur Dehat, Hamirpur, Kanpur Nagar, Fatehpur, Banda, Chitrakoot, Kaushambi, and Prayagraj.
