
Pakistan unveils first-ever policy to regulate virtual assets, aligns with FATF guidelines

Pakistan has introduced its first comprehensive policy framework to regulate virtual assets and virtual asset service providers (VASPs), marking a major step toward integrating digital finance into the national economy while aligning with global standards set by the Financial Action Task Force (FATF).
Announced on Thursday by the Federal Investigation Agency (FIA), the policy was developed by a dedicated government body under the Anti-Money Laundering (AML) and Counter Terrorism Financing (CTF) authority.
It aims to set clear rules for cryptocurrencies and the platforms handling them, including exchanges, wallets, and other service providers.
"This is a paradigm shift in how Pakistan views digital finance," said FIA Director Sumera Azam. 'The policy proposal seeks to strike a historic balance between technological advancement and national security imperatives.'
The framework is designed to enhance compliance, reduce financial crime risks, and allow space for innovation in the growing field of blockchain-based finance. It aligns with FATF's Recommendation 15, which emphasises the need for AML and CTF laws to adapt to new technologies, including virtual assets.
The initiative follows the recent establishment of the Pakistan Crypto Council, which was formed to lay the groundwork for legal cryptocurrency trading and attract international investors to Pakistan's digital finance sector.
The policy is set to undergo stakeholder review and legislative approval, with phased implementation planned for next year.
According to the FIA, the policy is not only about enforcement but also about building institutional capacity, encouraging responsible innovation, and integrating Pakistan into the global digital economy.

Structural reforms position Pakistan for sustainable growth, says Aurangzeb
Finance Minister Muhammad Aurangzeb on Tuesday said that the ongoing structural reforms have 'well-positioned' Pakistan for sustainable growth. He made these remarks during a virtual address at the Meeting of Ministers of Finance and Chairmen of Central (National) Banks of SCO Member States, held in Beijing, China. Aurangzeb shared that he had a desire to participate in the meeting in person, but due to the ongoing annual budget session in Pakistan, the minister was unable to travel to China. In his address, the finance minister highlighted Pakistan's recent macroeconomic indicators, including a 'current account surplus, primary surplus on the fiscal side, a stable currency on the back of growing FX reserves and inflation at a multi-year low'. He added that credit rating agencies have upgraded Pakistan's sovereign rating. 'This is on the back of structural reforms, which are well underway in sectors, i.e. taxation, SOE, energy and in the public finances. We are committed to staying the course and will be well-positioned for sustainable growth in the coming year.' The finance minister reaffirmed Pakistan's dedication to the vision and principles of the Shanghai Cooperation Organization (SCO). He emphasised that the SCO is a vital platform for promoting regional cooperation, enhancing economic ties, and working towards shared prosperity, in line with the 'Shanghai Spirit' and the SCO Charter. The minister highlighted Pakistan's ongoing efforts to strengthen economic cooperation within the SCO framework, calling for increased collaboration in trade, investment, and financial integration. He proposed initiatives such as joint ventures, technology transfer, and capacity-building programs that could deliver mutual benefits to all member states. Recognising the growing importance of the digital economy, he outlined Pakistan's digital financial initiatives aimed at promoting inclusion and expanding access to capital. He pointed to programs like Roshan Digital Accounts and digital banking platforms, which have shown notable success in widening access to financial services. The finance minister stressed the need for joint solutions to address major issues such as the global economic slowdown, growing economic disparities, rising wave of protectionism and climate change and called for the adoption of a sustainable development that benefits all member states. 'Pakistan believes that SCO member states can learn from each other's experiences and best practices in addressing these challenges in the global south,' he said. The Senator highlighted the importance of infrastructure development and regional connectivity in enhancing economic growth and supported measures to improve transport, energy and digital connectivity in the region. The minister reiterated Pakistan's strong support for the establishment of the SCO Development Bank, describing it as a pivotal institution to support infrastructure financing, promote development, and deepen regional economic integration. He envisioned the Bank as forward-looking, incorporating digital finance, fintech innovation, and green financing tools into its operations. 'We look forward to engaging on the technical details on the establishment of the SCO Development Bank,' he said. The finance minister also welcomed the operationalisation of the SCO Network of Financial Think Tanks, and was hopeful that it would serve as an 'excellent platform for research, analysis and strategic foresight in our financial cooperation'. In conclusion, the finance minister reiterated Pakistan's commitment to enhancing economic cooperation within the SCO framework. 'We believe that our collective endeavours will promote economic prosperity, stability and sustainable development in our region,' he said.

Ministries & Divs: ECC clears TSG summaries
ISLAMABAD: A meeting of the Economic Coordination Committee (ECC) of the Cabinet was held on Monday under the chairmanship of Federal Minister for Finance and Revenue, Senator Muhammad Aurangzeb. The ECC took up a number of summaries from various ministries and divisions seeking Technical Supplementary Grants (TSGs) besides some other crucial matters brought to the Cabinet body. For the summaries submitted for grant of TSGs, the ECC considered and decided the following: Rs. 1.259 billion TSG for Ministry of Finance to return the amount to the Government of Sindh as un-utilized funds from wheat seed cash reimbursement programme. Rs. 5.6 billion TSG for the Ministry of Finance as rupee cover for ADB funded Women Inclusive Finance (WIF) project Rs. 231.893 million TSG for Ministry of Interior and Narcotics Control to meet the additional funds requirement of civil armed forces Rs. 64 million TSG for Ministry of Interior and Narcotics Control on account of staff transferred to CDA from the Pak. PWD Rs. 50 million TSG for the Ministry of Parliamentary Affairs to support PILDAT for promotion of democracy by focusing on governance and public policy. On a summary of the Petroleum Division regarding the Machike-Thallian - Tarrujabba White Oil Pipeline, the ECC accorded full backing to the project but deferred the matter until the next ECC meeting for detailed working by the Finance, Planning and Petroleum Divisions on the financial and operational modalities of the proposal. The ECC also considered a summary by the Ministry of Commerce and approved amendment in import policy order (IPO) for state-owned defence production entities and their wholly owned commercial subsidiaries. The ECC discussed and approved a proposal by the Finance Division for establishment of 'Women Inclusive Finance Support Fund' Trust under the Asian Development Bank funded women inclusive finance project. The ECC also considered a summary by the Ministry of National Food Security & Research seeking notification of minimum indicative prices of tobacco crop (2025) and revision of cess rates on tobacco for the year 2025-26. The cabinet body discussed the matter and approved the proposal with the instruction to the Ministry to come up with a plan to do away with the existing regime in future in line with the government policy of promoting deregulation in the crop sector. The ECC also considered and approved a summary by the Ministry of Housing and Works for withdrawal of directives transfer Hyderabad Package (PSDP#223) and Karachi (PSDEP#222) from the Government of Sindh to PIDCL. The Cabinet body also considered and approved a summary by the Finance Division, outlining the policy for the grant of honourarium to the government employees. The meeting was attended by Minister for Power SardarAwais Ahmed Khan Leghari, Minister for Investment Mr. Qaiser Ahmed Sheikh, Special Assistant to the Prime Minister (SAPM) on Industries and Production Haroon Akhtar Khan, Chairman SECP along with federal secretaries and senior officials from relevant ministries and divisions. PPMA urges govt to prioritize tariff reforms & SME support in budget
ISLAMABAD: The Pakistan Plastic Manufacturers Association (PPMA), representing over 300 plastic manufacturers nationwide, has formally submitted its recommendations for the Federal Budget 2025–26 to the Federal Minister for Finance & Revenue, Muhammad Aurangzeb, as well as to other relevant ministries. The proposals emphasize critical tariff rationalization, harmonization of SME definitions, improved access to finance, and streamlined tax compliance to foster inclusive industrial growth and enhance competitiveness. In its submission, PPMA called for the removal of customs duties on raw materials not produced locally while advocating for a rationalized duty structure to protect domestic inputs. The association highlighted discrepancies in SME definitions used by government bodies, urging alignment to reflect current economic realities and expand SME access to supportive policies. Addressing tax compliance challenges, PPMA recommended exempting small and medium manufacturers from complex filing requirements introduced recently, proposing a phased, size-based compliance system to ease burdens on SMEs. Financing remains a significant hurdle, with PPMA advocating for subsidized working capital loans at 6% markup and flexible repayment terms. The association also urged reforms in collateral requirements, suggesting machinery-based financing and the creation of an online portal to enhance transparency and tracking of subsidized credit. To further strengthen SME creditworthiness, PPMA proposed establishing a publicly accessible electronic credit rating platform modelled on international best practices. Additionally, PPMA recommended incentives for land acquisition and infrastructure development within Special Economic Zones and industrial parks, including subsidized land and long-term financing options. Syed Nabeel Hashmi, Chairman PPMA, stated, 'The plastic manufacturing sector is a vital driver of industrial growth and employment in Pakistan. Our recommendations are designed to create a more enabling environment for SMEs, promote fair competition, and unlock new opportunities for innovation and export. We look forward to working closely with the government to ensure that the upcoming budget delivers meaningful support for sustainable economic progress.'
