PAC seeks 78-year Toshakhana record

The Public Accounts Committee (PAC) on Wednesday demanded a complete record of Toshakhana dating back to 1947, uncovering irregular amendments and opaque auction processes.
Officials revealed that Toshakhana rules were altered without cabinet approval between 2001 and 2018, while records before 2002 remain classified.
Lawmakers also raised concerns over the lack of public auctions for state gifts, with the government considering a complete ban on public officeholders retaining gifts.
During the meeting, chaired by Junaid Akbar, the committee reviewed the Cabinet Division's audit report for 2023-24 and ordered the submission of Toshakhana records dating back to 1947.
However, the cabinet secretary said that records prior to 2002 were classified. He added that under the new Toshakhana Act 2024, rules were being revised, including serious consideration of banning public officeholders from accepting gifts during foreign visits.
The PAC also demanded details of all auctioned Toshakhana gifts within 15 days.

However, the PAC chairman instructed that hard copies be provided to committee members and all archived records be uploaded to the website.
PAC members noted that the Toshakhana policy previously allowed public officeholders to retain gifts by paying 30% of their value. However, under the new act, they must pay 100%.
The committee was also informed that Toshakhana gifts had never been auctioned publicly.
However, the cabinet secretary cited the lack of private-sector appraisers as the reason, despite multiple advertisements for the role.
The panel subsequently postponed all audit objections related to Toshakhana.
The committee also reviewed an audit observation regarding the non-distribution of nearly Rs2 billion for PSL 8 among PCB and franchises. Audit officials briefed that the funds remained undistributed due to issues between PCB and franchises.
Expressing displeasure over the absence of PCB Chairman Mohsin Naqvi, the PAC chairman questioned, "Shouldn't the PCB chairman be present in today's meeting?"
The cabinet secretary explained that Naqvi could not attend due to security concerns in Quetta and Balochistan.
However, another official informed PAC that the interior minister was, in fact, present in the country.
PAC members, including Syed Naveed Qamar and Senator Fawzia Arshad, insisted that the PCB chairman be summoned, with Qamar stating, "If someone refuses to appear, you can issue notices and even arrest warrants under civil judge powers".
The chairman humorously responded, "Do you want me to spend the rest of my life in jail?"
The PAC also questioned expenses for the 2025 Champions Trophy, stating that while Rs29 billion was spent, revenue generated was only Rs1 billion.

The PAC also took issue with NEPRA for allegedly undermining parliamentary oversight by challenging a performance audit in the High Court.

ISLAMABAD: The opposition Pakistan Tehreek-e-Insaf (PTI) on Saturday launched a scathing attack on the government, accusing it of enacting 'short-sighted, flawed, and misguided' policies that have crippled the power sector and driven electricity beyond the reach of millions. Speaking at a presser, Opposition Leader in National Assembly Omar Ayub took direct aim at the government's energy and fiscal management, flanked by senior PTI leaders Shibli Faraz, Sheikh Waqas Akram, and Taimur Jhagra. Together, they painted a grim picture: ballooning utility bills, decaying infrastructure, and chronic mismanagement. 'Electricity was far more affordable under our government,' Ayub said. 'Now, its prices have skyrocketed, and even the federal capital is experiencing frequent outages. The infrastructure is outdated, the number of feeders is inadequate, and demand continues to rise.' Citing escalating global oil prices exacerbated by the ongoing Israel-Iran conflict, Ayub warned that the economic fallout could drive Pakistan further toward collapse. They can't stand the idea of affordable electricity, he said. 'The projects we initiated for Rs450 billion are now costing Rs2,000 billion – not due to inflation, but because of mismanagement and sheer incompetence.' He condemned the recurring Fuel Price Adjustments (FPA), arguing that they disproportionately burden ordinary citizens. 'Rates shift every three months, and it is always the people who pay,' he lamented. Ayub also accused the government of blocking the broadcast of his budget speech. 'They are afraid of the truth and that's the reason they censored my speech on the finance bill,' he claimed. He warned of a ballooning budget deficit – Rs6,501 billion – and looming threats of oil shortages and surging interest rates. 'This government must be held accountable. There is no alternative but to send them home.' However, Shibli Faraz echoed Ayub's concerns. 'Regional conflict will only drive fuel prices higher, and it is the people who will bear the cost. We have been saddled with corrupt, incompetent rulers.' Despite a reported 80,000 megawatt generation capacity under the PTI government, Faraz argued, power remains unaffordable. 'People want to pay their bills but they simply can't.' He also criticised the government's decision to impose an 18 per cent tax on solar panels, calling it a penalty on those seeking alternatives. 'We had a strategy in 2022 to promote competition. None of it has been implemented.' He pointed to a rising circular debt, inconsistent electricity supply, and outstanding payments to energy firms. 'There has been zero meaningful progress. PML-N and PPP are directly responsibility for this crisis.' Though the current generation capacity stands at 46,000 megawatts, Faraz said, cities remain in darkness, and load-shedding is worse than ever. Taimur Jhagra, an ex-provincial finance minister of PTI, severely criticised the government's limited privatisation effort – targeting only LESCO, FESCO, and IESCO – as insufficient and uneven. 'Millions in ex-FATA remain entirely without electricity,' he said. 'Who will be held accountable?' He said the Khyber-Pakhtunkhwa budget had been presented and citizens would soon see the difference. He also raised questions about the legal basis for the ongoing isolation of PTI patron-in-chief Imran Khan. 'What law allows this? Why is he being punished?' Jhagra said Punjab now endures more than 12 hours of daily load-shedding, while KP swelters under 46°C heat. 'Basic rights are being denied. Agriculture has completely collapsed. Even Bangladesh has gone ahead of us in energy.' Closing the presser, PTI spokesman Sheikh Waqas Akram spotlighted the crisis in rural areas of the country particularly in KP, Balochistan, Sindh, and southern Punjab, where power shortages have become acute. Khyber-Pakhtunkhwa Finance Advisor Muzammil Aslam has announced that the federal government is now willing to recognize the province's rightful shares in net hydel profit, National Finance Commission Award (NFC Award), royalties, and other revenue heads. A meeting for the 11th National Finance Commission (NFC) has been scheduled for August, and the Center has also agreed to resolve outstanding financial matters concerning the merged tribal districts, which are administratively integrated but still face economic challenges. Addressing a post-budget press conference in Peshawar on Saturday, Aslam revealed that K-P has presented its largest-ever budget, amounting to Rs2,119 billion. He noted that the province is on track to generate Rs93 billion from its own resources. "Whether the federation provides funds or not, we are committed to spending on the tribal areas from our own treasury," he declared. Aslam emphasized a shift away from reliance on federal support, announcing plans to construct the Peshawar-DI Khan Motorway independently. He defended the provincial government's economic performance, recalling criticism when the current administration took office last year amid concerns of an empty treasury. "Today, we have presented a Rs157 billion surplus budget," he said, highlighting timely salary payments and increases of 10 per cent in salaries and seven per cent in pensions for government employees in the new fiscal year. The minimum wage has also been raised to Rs40,000. Aslam contrasted K-P's development budget of Rs547 billion with the federal government's Rs1 trillion-plus allocation, pointing out that despite being a smaller province, K-P has managed substantial development spending. He acknowledged that while the province remains under debt — currently at Rs680 billion — loan repayments have been made and a dedicated repayment fund established. He clarified that any current inflows under debt are part of previously agreed contracts, and there are no plans for new borrowing unless required for a major project. Criticizing the center for sidelining K-P, he stated that only Rs550 million have been allocated to the province this year. "Despite minimal federal cooperation and receiving Rs90 billion less under NFC allocations, we increased our development budget," he noted. K-P also allocated Rs20 billion from its own funds to the tribal districts, demonstrating its commitment to inclusive development.

The budget session, presided over by Speaker Babar Salim Swati, began with the recitation of the Holy Quran. Khyber-Pakhtunkhwa Chief Minister Ali Ameen Gandapur, opposition leader Dr Ebad Khan, PPP parliamentary leader Ahmed Kundi and leaders of all parties were in attendance. At the outset of the session, opposition members gathered in front of the speaker's desk, carrying placards and banners bearing slogans against alleged corruption and nepotism in the province. Earlier, Governor Faisal Karim Kundi declined to immediately summon the budget session, stressing that he would not act under political pressure. He emphasized that while he was legally bound to respond within 14 days, there was no obligation to comply instantly, especially under what he termed undue influence from the chief minister or other quarters. The chief minister has sent a summary to the governor, requesting to convene the assembly's budget session, but the governor has chosen not to return the summary immediately, leading to a delay in scheduling the session. Presenting the annual budget, Finance Minister Aftab Alam announced that estimated expenditures for the fiscal year 2025-26 would total Rs1,962 billion, with a projected surplus of Rs157 billion. Providing a breakdown, he said the government expects to receive Rs292.340 billion from the federal government for the merged tribal districts. This includes Rs80 billion in current budget grants, Rs39.600 under the Annual Development Program (ADP), Rs50 billion through the Accelerated Implementation Programme (AIP), Rs42.740 billion as inter-provincial share, and Rs17 billion for Temporarily Displaced Persons (TDPs). The minister added that the province anticipates Rs3.293 billion from the Public Sector Development Programme (PSDP), Rs1,506.92 billion in federal transfers, Rs129 billion from provincial own-source revenues and Rs10.250 billion in other receipts, Rs291.340m from merged district receipts, and Rs177.188m in federal project assistance. He said Rs137.912 billion would be collected through the one percent share of the divisible pool allocated for the war on terror, Rs57.115 billion as straight transfers under gas and oil royalties, Rs58.151 billion from the windfall levy on oil, Rs34.580 billion as net hydel profit for current year, and Rs71.410 billion as net hydel profit arrears. The finance minister added that no new taxes have been imposed in the budget. Instead, the tax base has been broadened, with projected tax receipts of Rs83.500 billion and non-tax receipts of Rs45.500 billion for the upcoming fiscal year. Similarly, the other receipts of Rs10.25 billion would include capital receipts of Rs0.250 billion and Rs10 billion other ways and means and Rs1147.761 billion as federal tax assignment. The minister said the government has estimated Rs1,255 billion current expenditures for settled areas including Rs288.514 billion for provincial salaries, Rs288.609 billion tehsil salaries, Rs190.297 billion for pension, Rs334.028 billion for non-salary expenses, Rs65.657 billion on Medical Teaching Institutions (MTIs), Rs37.545 billion non-salary expenditure for tehsils, Rs40.350 billion capital expenditure and Rs10 billion under the head of "other ways and means". Similarly, the current expenditure of merged areas is estimated at Rs160 billion, including Rs56.842 billion for provincial salaries, Rs46.865 billion for tehsil salaries, Rs4.670 billion for pension, Rs24.285 billion for non-salary expenses, Rs17 billion for TDPs and Rs10.339b non-salary tehsil expenditure.
