Free tuition a possibility for adult learners at SUNY community colleges
(WIVT/WBGH) – SUNY Community colleges are gearing up for a new era of learning after Governor Hochul's recent proposal, offering free tuition to adults looking to continue their education.
Hochul's historic proposal would make SUNY community colleges free for adult learners, ages 25 to 55, who are seeking a degree in high-demand industries such as nursing, education, engineering, advanced manufacturing and others.
The chancellor of SUNY, John King, says the state would completely cover the costs of tuition, books, supplies, and other fees.
King says to make it official, it has to make it into the governor's budget, which is expected to pass by April 1.
'We have four million New Yorkers who are working age and don't have a college degree. So, that's the population where we're looking to serve here. And we have a tradition of serving adult learners at SUNY. About 28% of our students are over age 25,' said King.
King says SUNY can be flexible by offering weekend classes, night classes, online work, and even childcare on some community college campuses.
SUNY Broome's president Tony Hawkins says the school will offer programs and events specifically for the adult learner demographic.
'Their connections as parents, their connections as people who have been already in the industry, provide a very different approach for us to engage them and make them feel a part of our community. So, these funds not only will help support the programs themselves but also ways that we can support adult learners,' said Hawkins.
The chancellor says adult learners will still be offered additional financial aid through state or federal funds. If passed in the budget, King says the free tuition program could start as early as the next fall semester.

Opinion - Democrats could lose New York in 2026, thanks to Kathy Hochul
One year from now, New York Gov. Kathy Hochul (D) is likely to be entering the final stretch of a hotly contested Democratic primary. If recent polling and political developments are any indication, she won't be doing so from a position of strength. Despite the built-in advantages of incumbency and her party's sizable enrollment edge, Hochul appears to be one of the most politically vulnerable governors in the country. The fundamentals should favor her. New York is, by any measure, a Democratic state — no Republican has won statewide since George Pataki won his third term as governor in 2002. But the data tell another story. A recent Siena College poll shows that a majority of New Yorkers would prefer someone else in the governor's office. Among independents, Hochul's favorability remains underwater. Even among Democrats, her standing is underwhelming. Lt. Gov. Antonio Delgado, who recently announced he would challenge Hochul in 2026, and Rep. Ritchie Torres (D), another potential 2026 contender, already post stronger favorable-to-unfavorable numbers than the incumbent. In a three-way primary with Delgado and Torres, the Siena poll suggests that although Hochul leads her rivals, she would fall short of 50 percent. This is not the profile of a governor cruising toward an easy reelection. Hochul's problem is not ideological incoherence but institutional weakness. She occupies what is arguably the most powerful state executive office in the country. The New York Constitution grants the governor sweeping authority over the budget, including the power to insert policy changes and force the legislature's hand through extender bills that allow the state to continue functioning while budget negotiations continue. And yet, in the spring of 2025, Hochul's budget was delayed by more than five weeks — not because Republicans stood in her way, but because her fellow Democrats did. Rather than use the tools of her office to shape the process, Hochul appeared to shrink from conflict with Democratic state legislators. Legislative leaders extracted key concessions, and the final budget satisfied few. Seasoned Albany observers were left marveling at how thoroughly the governor had been rolled by legislators in her own party. Such ineffectiveness would have been unthinkable under Hochul's predecessor, Andrew Cuomo. Cuomo, a master political operator, understood how to wield the tools of executive power to achieve his goals. Hochul, by contrast, has projected indecision and incompetence. Democratic insiders, including state legislators, labor leaders and other elected officials, have taken note. There is even open discussion in Albany of amending the state constitution to rein in the governor's budgetary powers. That such a proposal is even being entertained by members of her own party signals how little authority Hochul commands within New York's Democratic political establishment. The deterioration is not merely procedural — it is also philosophical. The 2025 budget battle exposed growing rifts between Hochul and progressive Democrats in the state legislature. Her push for a 'bell-to-bell' cellphone ban in schools and a rollback of the state's 2019 criminal discovery reforms were framed as commonsense responses to real problems. But to the legislature's increasingly progressive membership, they looked like symbolic, regressive intrusions on hard-won reforms. Hochul ultimately secured partial, but costly, victories: key political players in her own party no longer view her as a reliable or competent leader. There is also the matter of her repeated and consistent electoral underperformance. In 2014, running for lieutenant governor alongside Andrew Cuomo, Hochul, while ultimately victorious, lost key Democratic counties — including Manhattan, Albany and Schenectady — to her little-known opponent, Tim Wu. Four years later, she barely fended off Jumaane Williams, then a member of the New York City Council, in the lieutenant governor's primary, even as Cuomo coasted to victory over actress and activist Cynthia Nixon. And in 2022, Hochul won a full term as governor by a mere 6-point margin over Long Island's Rep. Lee Zeldin (R-N.Y.) — the narrowest victory for a Democrat running for governor of New York in four decades. In more than a decade on the statewide political stage, Hochul has never shown the capacity to excite her base, grow her party or expand her coalition. The numbers don't lie: Hochul wins, but always by a much closer margin than seasoned political observers would expect. Her weakness offers Republicans an opportunity. If the GOP can field a credible, well-funded candidate in 2026 — particularly one who can energize the Republican base, speak to concerns about crime and affordability, and exploit Democratic dissatisfaction with Hochul — the party could make a real play for the governorship. The road is steep but not implausible. New York remains, by the numbers, one of the bluest states in the nation. But even in the bluest of states, governors must perform. Kathy Hochul has yet to prove she can lead her own party, let alone the state. These ongoing political problems might cause her political career to come to an abrupt end in 2026. How NYC renters could begin saving thousands in fees
If a new New York City rental law goes through as expected, New Yorkers can expect to pay a lot less to rent an apartment. Unless there is a last-minute reversal by a judge, the Fairness in Apartment Rental Expenses (FARE) Act is scheduled to take effect on Wednesday. The law will end the process of passing along the broker's fee to tenants. From now on, unless a tenant explicitly hires a broker to find an apartment, the landlord will have to eat this cost, which ranges from one month's rent to up to 15% of the annual cost of renting an apartment. What brokers think about the new law 'There has been a lot of talk about this issue. As a broker, I am glad that there will be no commission charge by a landlord if someone wants to lease their apartment,' Sonia I. Christian-Bendt, a broker with Berkshire Hathaway HomeServices New York Properties, tells 'I think this is a win-win move for both sides.' 4 It's forecasted that broker's fees will not longer be passed to tenants once this law goes into effect. Getty Images/iStockphoto She says the broker's fee was so onerous that even the wealthy weren't happy with it. 'In the past two rentals that an owner called me to represent, [the landlord] offered to pay the commission without even being asked,' says Christian-Bendt. 'It made it easier to lease her units—and attracted a lot of qualified renters who didn't mind paying a high rent, but who were relieved they didn't have to pay one month's rent commission or 15% of the annual rent as a broker's commission.' Nor does she think landlords will raise the rent to regain the fee. 'They have to remain competitive,' she says. But Douglas Elliman top 1% rental agent Keyan Sanai, who spoke in front of the City Council about the measure, disagrees. He asserts that tenants will end up paying more in the long run than if they'd simply paid a one-time flat fee, because landlords will not only raise rents the first year to regain the fee, but also keep it higher. 4 Even wealthy apartment owners were unhappy with the excessive broker's fee. Getty Images 'If you stay in an apartment for more than a year, then you've just paid more in rents than if you'd paid that broker's fee,' he tells Couldn't landlords raise the rent for a year until the fee is repaid, then lower the rent? 'We're talking about landlords here,' he says. Additionally, he says that while higher rents will affect all tenants, the broker's fee can be avoided, as only about half of the rentals in the city carry it. 'If you want to live on Perry Street in the West Village and have your 'Sex and the City' lifestyle, then that apartment probably has a broker's fee because the demand is higher to live in the West Village,' he says. 'But if you want to live in Hudson Yards, you probably won't have to pay a fee.' He concludes: 'The law is a short-term gain for long-term pain.' Danielle Nazinitsky, founder and CEO of Decode Real Estate, agrees the fallout won't be good for anyone. 'For landlords, there's now a new fixed expense in a declining-value market where they're already dealing with rising property taxes, wages, and insurance costs,' she tells 4 Only about half of the rentals in New York City carry broker's fees. Getty Images/iStockphoto 'For real estate agents and brokerages, this means lower margins in an already high-turnover, low-margin segment, and that means you will get lower quality agents over time. For tenants, the broker's fee cost doesn't disappear; it will get absorbed into upfront premiums and rent increases.' The cost of the broker's fee for tenants The broker's fee hit about half of the 2.3 million apartments in the city, including those units that are rent-stabilized. When nonprofit attorney Elizabeth Gyori and her partner were apartment hunting in Brooklyn last year, they coughed up about $4,000 to a broker—or 12% of their annual rent. 'We could have used that money for other things,' Gyori tells 'It could have gone toward savings to buy our own place, an emergency fund, or a higher general rent for a place that would have suited us better. 'I'm sad we don't get to take advantage of the change in law, but it will be really helpful for other people,' she says. 'I think it's fantastic that the law was passed.' What New York City renters can expect While the final word on the new law will be up to a judge overseeing the lawsuit filed by the Real Estate Board of New York and some brokerages, the board seems to expect the shift to happen. On its website is a fact sheet preparing landlords for what appears to be the inevitable. According to the new law, brokers representing a landlord can no longer charge tenants a fee in connection with a rental transaction. The exception is when the tenant specifically hires a broker to find them an apartment, and landlords are allowed to pay the tenant's broker. 4 The broker's fee hit about half of the 2.3 million apartments in the city, including those units that are rent-stabilized. Christopher Sadowski Additionally, rental listings must include all fees paid by the prospective tenant for the rental of the unit. This could include lost key, pet, first and last deposits, and move-in/move-out costs. Violations of the FARE Act may result in financial penalties of up to $2,000 and will be enforced by the New YC Department of Consumer and Worker Protection. (Complaints can be filed at 311.)
