'Unscientific': Congress Veteran Rejects Karnataka Caste Survey Report, Warns Of Polarisation

Senior Congress leader and former Karnataka Chief Minister M Veerappa Moily on Monday called the state's caste census 'unscientific" and urged the government to reassess the data, warning that accepting the report in its current form could lead to polarisation in the state.
The Socio-economic and Educational Survey 2015, referred to as the caste census, has faced strong criticism from several sections of society, with many labelling it as unscientific and outdated, as the report under consideration is based on data collected by the Kantharaj Commission in 2015, a decade ago.
'The contradictions in the data will have to be answered by the government. It will polarise the society and is politically dangerous. The survey has shown that there is an increase in the Muslim population to the extent of about 4% or 6% while many other backward people are shown less. That's why there is a doubt that the survey was not done scientifically," Moily told The New Indian Express in an interview.
A special cabinet meeting held last week ended without consensus as stakeholders demanded a fresh survey to be held. The cabinet will take up the matter again on May 2.
When asked whether the report is 'unscientific," as claimed by some Congress and BJP leaders, Moily responded, 'The survey was conducted in 2015, and there is a need for a resurvey. We will get an accurate figure only through a fresh survey. Else, the people will dispute the numbers."
Although the full report has not yet been officially released, a reported leak suggested that major caste groups like the Lingayats and Vokkaligas may have smaller populations than earlier assumed.
'Some of the ministers openly said that the population of large caste groups — such as Lingayats and Vokkaligas — was found to be lesser than what had been previously extrapolated. When I released the report of the Chinnappa Reddy Commission during my tenure as chief minister in 1992, the population of Lingayats was much higher than the current report. How can the numbers go down after so many years?" Moily argued.
Notably, the original 2015 survey report was reportedly never submitted to the government due to the absence of the member-secretary's signature, causing the caste census to be sidelined under the Congress-JD(S) coalition and the subsequent BJP government.
In July 2023, with Siddaramaiah back as chief minister, the Congress government instructed Dr Jayaprakash Hegde—appointed by the previous BJP regime as chairman of the backward classes commission—to submit a comprehensive report using the 2015 survey data.
Implementing the caste survey report was one of the promises in the Congress's 2023 Karnataka election manifesto. However, the move has drawn criticism from the opposition.

SLUG-India's Israel policy Kozhikode: AICC general secretary KC Venugopal accused chief minister Pinarayi Vijayan of twisting history by targeting the Congress party in his remarks on Israel during the LDF's Nilambur bypoll campaign. "The Congress party has always stood firmly and consistently for the liberation and rights of the Palestinian people since the time of Mahatma Gandhi. This position is not about winning votes or political gains," said Venugopal. He pointed out that the Congress' solidarity with Palestine has been unwavering throughout successive governments led by Indira Gandhi, Rajiv Gandhi and others. Every AICC session had passed resolutions expressing the party's support for Palestine, he said. Pinarayi Vijayan had recently criticized previous Congress-led govts at the Centre for moving away from India's long-standing policy of keeping distance from Israel. "Most recently, following the current crisis, AICC president Mallikarjun Kharge and Wayanad MP Priyanka Gandhi were among the first to take a strong stand against these developments. Six months ago, in protest against the massacre in Gaza, Priyanka symbolically brought a bag with the Palestinian emblem into Parliament- a move that triggered protests from Sangh Parivar. Not a single communist leader came forward to support her. But now, just two days before the elections, they've decided to bring this up," he said. Venugopal also recalled that it was Vijayan himself who met with the Israeli consul general in December 2022 and spoke about strengthening trade ties between Kerala and Israel, remarking then that such relations should be viewed positively. "What the chief minister is doing now is sheer opportunism. He is trying to use the issue to influence (bypoll)," alleged Venugopal.

Patna, June 16 (UNI) Union Agriculture Minister Shivraj Singh Chouhan strongly criticised RJD chief Lalu Prasad Yadav for "insulting" Bhim Rao Ambedkar, pioneer of the Indian Constitution. The reference was to a video related to Lalu Yadav's birthday that went viral on social media showing an RJD worker presenting Yadav a picture of Ambedkar. The video shows the picture of Ambedkar kept near Lalu Yadav's feet, and the RJD chief does not even touch Baba Saheb's picture. Soon after his arrival in Patna, Chouhan condemned the incident, asserting that 'Neither Bihar nor the nation will forgive Lalu Prasad Yadav and the RJD for this disrespect towards Babasaheb.' The BJP leader said that Yadav's claims to be a well wisher of backward masses was nothing but an eye wash as the incident has exposed the mentality of Yadav and his party RJD. Meanwhile, in a release issued by the BJP here on Monday, its top leaders also strongly voiced their resentment over the incident. "Any insult to Babasaheb Ambedkar will not be tolerated, and the party will continue to hold those responsible accountable at every level," the BJP stated. In the release, Union Minister Arjun Ram Meghwal, who hails from the Dalit community, has launched a scathing attack on Yadav and the RJD, demanding an immediate public apology. "On one hand, Yadav claims to be a leader of Dalits and backward classes, while on the other he insults Babasaheb," states Meghwal, adding that "Yadav's arrogance was to such an extent that he even refused to apologise".
