IAS Officer Ashok Khemka, Transferred 57 Times In His Career, Retires Tomorrow

NDTV29-04-2025

Chandigarh:
Senior IAS officer Ashok Khemka, known for his uprightness during his nearly 34-year career, which saw 57 postings, will be superannuating on Wednesday.
The 1991-batch officer will retire as Additional Chief Secretary, Transport Department. He was transferred and posted to his current job in December 2024.
The Haryana-cadre IAS officer came to national limelight in 2012 when he cancelled the mutation of a Gurugram land deal linked to Congress leader Sonia Gandhi's son-in-law, Robert Vadra.
A mutation is part of the process to transfer ownership of a piece of land.
Born in Kolkata on April 30, 1965, he earned a Bachelor of Technology in Computer Science and Engineering from IIT Kharagpur in 1988, followed by a PhD in Computer Science from the Tata Institute of Fundamental Research (TIFR) and an MBA specialising in Business Administration and Finance.
While in service, he also completed his LLB from Panjab University.
With 57 transfers during his career, probably the highest among the state's bureaucracy, Mr Khemka last December returned to the transport department, which is currently being handled by Minister Anil Vij. The move came nearly 10 years after he was transferred out as transport commissioner, in the first term of the then-BJP government headed by Manohar Lal Khattar.
At the time of his removal, Mr Khemka had been in the transport department for only four months.
In 2023, Mr Khemka wrote to Mr Khattar and offered to "root out corruption" with a stint in the vigilance department.
He said he had sacrificed his service career in his zeal to end corruption.
While there is not enough work in his present posting -- the Archives department (the department he then handled) -- some officers are overloaded with multiple charges and departments, due to which they are always firefighting, he had then pointed out.
In the letter dated January 23, 2023, Mr Khemka wrote, "Lopsided distribution of work does not serve public interest." "Towards the end of my service career, I offer my services to head the vigilance department to root out corruption.
"If given an opportunity, I assure you there would be a real war against corruption and no one however high and mighty will be spared," the IAS officer had written.
After a round of promotions over two years back, Mr Khemka tweeted: "Congratulations to my batchmates newly appointed as Secretaries to GOI! While this is an occasion for merry, it brings equal measure of despondency for one's own self having been left behind." He added, "Straight trees are always cut first. No regrets. With renewed resolve, I shall persist." In the past more than 12 years, Mr Khemka has been posted in departments considered "low profile." Over his entire career, on average, he has been transferred about every six months.
Earlier, he had been posted to the Archives department for the fourth time -- three of these stints have been during the tenure of the BJP-led government.
He earlier served as the director general and later the principal secretary of the Archives department. He was first transferred to the department in 2013 when the Congress was in power.

Political Row Erupts After Man Linked To 2024 Bangladesh Protests Found On Bengal Voter List

Last Updated: The man, identified as Newton Das, reportedly took part in the 2024 protests in Bangladesh that triggered a regime change. He was found on the voter list in West Bengal's Kakdwip. A fresh political storm erupted in West Bengal after a person allegedly involved in last year's student-led protests in Bangladesh that resulted in the ouster of then-Prime Minister Sheikh Hasina turned out to be a voter from the state's Kakdwip area. The man, identified as Newton Das, appeared in several images circulating on social media showing him taking part in the 2024 protests in Bangladesh, which triggered a regime change. The protests were triggered by a controversial quota system for government jobs. However, Newton insisted that he was an Indian citizen and showed documents, including a PAN card and Aadhaar card, to support his claim. However, he did not clarify on whether he lived in India or Bangladesh. 'Unexpectedly Got Caught Up' 'I had travelled to Bangladesh in 2024 for some issues related to our ancestral property, but I unexpectedly got caught up in the revolution there. I have been a voter in Kakdwip since 2014," he was quoted by news agency PTI as saying in a video message. 'Although I lost my voter card in 2017, I managed to get a new one the following year with help from the local MLA, Manturam Pakhira. I also cast my vote during the 2016 West Bengal Assembly elections." However, Newton's cousin Tapan offered a contradictory account, saying Newton was born in Bangladesh and exercises voting rights in both countries. 'Niutan was born in Bangladesh and holds voting rights in both countries. He came to India after the pandemic to sell some ancestral land and has stayed here since. He should be held responsible for registering as a voter in both places, that's clearly not right," Tapan told reporters. The Bharatiya Janata Party (BJP) seized on the controversy, accusing the ruling Trinamool Congress (TMC) of encouraging illegal immigration to manipulate electoral outcomes. 'This is the TMC blueprint — flood Bengal's voter rolls with illegal infiltrators and secure elections with ghost votes," the West Bengal BJP said on X. Union Minister and BJP leader Sukanta Majumdar said, 'Another shining example of the so-called 'Egiye Bangla Model"! The same Newton who was seen wielding a stick during Bangladesh's quota reform movement is now a registered voter in Kakdwip, West Bengal!" 'Thousands of Bangladeshi 'Newtons" voting in Bengal—courtesy of Mamata Banerjee's infiltration theory and appeasement politics. With illegal voters and these lathi-wielders miscreants as her support base, she's not running West Bengal… she's scripting a blueprint for Greater Bangladesh," he added. Another shining example of the so-called 'Egiye Bangla Model"!The same Newton who was seen wielding a stick during Bangladesh's quota reform movement is now a registered voter in Kakdwip, West Bengal! Thanks to the special encouragement of the failed Chief Minister… — Dr. Sukanta Majumdar (@DrSukantaBJP) June 7, 2025 His statements were echoed by the Leader of Opposition in the West Bengal Assembly, Suvendu Adhikari, who said there are lakhs of Bangladeshi nationals who are included in the voter rolls of West Bengal. BJP Mathurapur organisational district secretary Sanjay Das alleged that 'the Trinamool Congress is actively helping Bangladeshi infiltrators to enter India. In response, the TMC rejected the allegations, shifting the blame to the Centre and the Border Security Force (BSF), which guards the Indo-Bangladesh border. 'Our state government will do its part, but it's up to the Union government to ensure security," TMC spokesperson Kunal Ghosh said. Debashis Das, TMC's Sundarbans organisational district student wing president, was seen cutting cake with Das in a viral birthday party photo. " had no idea he was involved in the Bangladesh protests. The photo going around was taken at a birthday celebration with many people present. If someone like him managed to cross the border, it just shows the BSF isn't doing its job properly," he clarified. No guarantee when Cong govt will fall, says R Ashoka

Mangaluru: Opposition leader R Ashoka said that there is no guarantee for the Congress govt in Karnataka. "Only two years remain, but there is no guarantee when this govt will fall. All police stations here have been made Congress stations. Mangaluru City police commissioner and the SP of Dakshina Kannada were transferred only to ensure that the police department dances to the tunes of the govt," Ashoka told reporters here on Monday. "The BJP delegation led by BY Vijayendra has sought answers from police officials on the legal grounds on which police knock on the doors of Hindu activists during midnight. Police should serve notice before conducting such raids. Police do not take initiatives to deport Pakistan and Bangladesh nationals," he said. He suspected the involvement of anti-national elements from Kerala and Pakistan in the murder of Suhas Shetty. "The banned PFI is involved in it, and there is a need to find the source of their funding. We are confident that the NIA will bring all facts to light," he said. In response to a query on MLC BK Hariprasad's statements questioning the necessity of an NIA probe into the murder of Suhas Shetty, as he was a rowdy-sheeter, Ashoka said that there are many definitions for a rowdy-sheeter. "How many cases does DK Shivakumar have, and didn't he go to jail? In how many cases has Rahul Gandhi obtained bail? The court should decide who is a convict," he said.
