Kota Kinabalu: Lamag Assemblyman Datuk Seri Bung Moktar Radin wants the State Government to be more open about how it spends taxpayers' money or decision-making about public projects and job promotions. 'This projection for the supplementary budget must be coordinated through good governance and when we say good governance, it means a government must be accountable,' he said when debating the Supplementary Supply Bill 2025, Monday. 'I do not question the need for this supplementary budget. What I question is why in the contributions to the recommended Statutory Funds amounting to RM600 million, a total of RM250 million is stored under the development fund group without detailed particulars. 'I want the detailed particulars of where this financial direction is used,' he said. Additionally, he noted percentage increases in various allocations, including a 25.5 per cent increase from the original budget of RM1.186 billion and a 35.7 per cent increase in contributions to the State Government's special trust fund amounting to RM200 million. 'We are happy that the State Government has reserve funds like in Sarawak, where their (Sarawak) reserve fund is around RM40 billion and their allocation is RM13 billion. Their people are also happy. 'In Sarawak, their state assemblymen get an allocation of RM5 - RM7 million per year. But what about us in Sabah?' 'What is the use of Sabah having lots of reserves if the people are suffering. We should use that money to make life easier for the people, help the people, solve the people's problems,' he said. He reiterated his call on the need for proper procedures in governance, questioning the rationale behind the government's civil servant job promotion decision, citing Datuk Seri Safar Untong's extended tenure as Sabah State Secretary. 'I want to ask the government about his (Safar) position. He is indeed very fortunate. Will his tenure be extended again? 'Why does he keep getting extended? What brilliance does he have? Is he cleverer, more brilliant than Bill Gates? Is that why he keeps getting extended. 'How about other senior government officers in Sabah? Are they not capable of being promoted to the position of State Secretary? Are they just waiting? Hanging without a rope? he said, pointing out the impact on career advancement opportunities for other senior government officers. 'If we want to see good governance, then we must choose according to procedures. Do not extend anymore because such extensions will hinder and weaken other civil servants and other officers from continuing to serve,' he said. For the record, Safar was initially appointed as Sabah State Secretary in 2019 and had his tenure extended in July last year. Bung Moktar also expressed concern over the state of the Sabah Maju Jaya (SMJ) housing project which he says appears to have left many units incomplete across the State. 'In Lamag, there are 40 SMJ houses. I want to know how many are completed, who are the recipients? In Sukau, how many houses are completed? 'Because from what I see, there are 20-30 houses that are not completed until today. So where did the money go for these SMJ houses? Where did the money go that these houses are abandoned? 'Throughout Sabah, SMJ houses are only about 50 – 60 per cent completed, while 40 per cent are not completed. 'For my Lamag constituency, I want to know who received these SMJ houses because the reports I got are that only relatives received them,' Bung Moktar said. He called for proper investigation into the housing project irregularities, noting that some officers from Unit Perancangan Kemajuan Rakyat have been detained, investigated and charged in connection with the project. 'This is not good. Kota Kinabalu: The State Government remains committed to ensuring the agriculture sector continues to be a key driver of growth and a catalyst for a more dynamic and resilient Sabah economy. Chief Minister Datuk Seri Hajiji Haji Noor said the sector is not only the third-largest contributor to the state's economy but also plays a critical role in safeguarding national food security. 'This sector contributes RM12.2 billion or 14.5 per cent to Sabah's Gross Domestic Product (GDP). 'Therefore, the State Government is prioritising efforts to further strengthen this sector through more strategic and inclusive approaches,' he said at the closing of the 2025 National Farmers, Breeders and Fishermen's Day (HPPNK) at the Sabah International Convention Centre (SICC), Sunday. Prime Minister Datuk Seri Anwar Ibrahim officiated the closing of HPPNK 2025. Also present were Minister of Agriculture and Food Security Datuk Seri Mohamad Sabu, along with federal and state leaders. Among the concrete measures is the re-establishment of the Sabah Rice and Padi Board last year — after being dissolved in 1981 — to boost the local rice industry and raise the Self-Sufficiency Level (SSL) of rice to 30 per cent by 2026 and 60 per cent by 2030. 'This is in line with the priorities of the Federal Government led by Anwar who has placed strong emphasis on agriculture, especially rice cultivation,' he said. He emphasised the importance of modern technologies such as the Internet of Things (IoT) and smart farming to increase production efficiency, boost productivity, and attract younger generations to the sector. He said Sabah currently has 15 Permanent Food Production Parks (TKPM) that had produced over 1,494 metric tons of food products, generating more than RM4.32 million to date. Hajiji also announced Sabah's first high-impact strategic investment in the Blue Economy sector — development of a European Union-standard tuna and deep-sea seafood landing port in Kota Kinabalu by the State Government in partnership with a local company, with an investment value reaching RM360 million. He said the port is expected to land 50,000 tons of tuna annually, with the potential to generate up to RM1.8 billion in economic value per year, positioning Sabah as one of the major deep-sea players. PENAMPANG: Sabah recorded a labour force of over 1.7 million last year – or half the state's population – and their collective contribution has driven Sabah's Gross Domestic Product (GDP) to increase to RM84.3 billion. 'This has contributed to the rise in GDP, particularly in critical sectors such as agriculture, manufacturing, construction, mining and quarrying, as well as services,' said Chief Minister Chief Minister Datuk Seri Hajiji Noor. He said there are 92 registered trade unions in the State, regulated by the Sabah Trade Union Affairs Department, comprising 23 unions in the government sector, 52 in the private sector and 16 in statutory bodies. 'This involves a total membership of 60,764 workers, with 22,317 from the government sector, 35,194 private sector and 3,253 from statutory bodies,' he said, . In line with globalisation and rapid technological advancement, Hajiji called on trade unions in the State to be more proactive in safeguarding the welfare of their members through initiatives and programs offered at both the Federal and State levels. 'This is where the role of unions becomes critically important as the main pillar in upholding social justice and ensuring that every worker receives their rightful entitlements, not only fair wages, but also opportunities for skills development, workplace safety and health, strong social protection and a supportive and conducive working environment,' he said. Advertisement He advised union leaders in Sabah participating in the National-level Trade Union Assembly in Penang on Sept. 6 to bring the voices of Sabah's workers to the national stage. Hajiji said the State Government welcomes trade unions as strategic partners. Within this new and more inclusive development framework, the voice of unions must be heard and given serious attention. 'This applies not only to issues of wages and benefits, but also policy formulation, economic planning, education, technology adaptation and creation of a sustainable future work environment. 'I believe Sabah has the potential to become a model state in Malaysia in developing an employment ecosystem that not only drives a strong economy but also consistently upholds workers' rights,' he said He said the State Government is committed to empowering the workforce, supporting the trade union movement and ensuring their welfare is protected. 'I hope this assembly will serve as a platform for us to strengthen the spirit of unionism and working together to build a brighter future for Sabah.' First one-stop labour centre launched in Sabah by KESUMA and HRD Corp

KOTA KINABALU: The Ministry of Human Resources (KESUMA) and the Human Resource Development Corporation (HRD Corp) have launched the KESUMA Sabah One-Stop Labour Centre and HRD Corp Sabah Office at Sutera Avenue. This marks the first such integrated facility in the state, consolidating labour-related services for easier public access. HRD Corp stated that the centre will streamline employment services, skills development, workplace safety, and social protection. Located on Level 1, Block A, Sutera Avenue, it aims to simplify processes for both workers and employers. 'This includes coordinating functions such as job matching, training applications, union affairs, workplace safety advisory services, and legal dispute resolution,' the corporation said. The initiative is expected to enhance inter-agency coordination while supporting Sabah Maju Jaya and Malaysia MADANI agendas through inclusive human capital development. Human Resources Minister Datuk Steven Sim highlighted the centre's role in bringing services closer to the people via the 'no wrong door' policy. 'All worker-related matters, labour issues, training, and social protection are now available under one roof,' he said. Sim added that KESUMA plans to expand this pilot initiative nationwide as part of broader service restructuring for more efficient and people-friendly delivery. The centre houses multiple departments, including the Department of Labour, Department of Occupational Safety and Health, Department of Industrial Relations, and Sabah Industrial Court.
