Petition to stop plans to move A487 coastal road inland

A PETITION calling on Pembrokeshire County Council to halt a proposed road realignment scheme at a coastal village, and instead look at a cheaper alternative scheme, has been launched.
A public consultation was recently launched ahead of a formal Pembrokeshire County Council application to Pembrokeshire Coast National Park for Phase 1 of the Newgale Coastal Adaptation Project, which would see the development of a new inland section of road with bridge over Brandy Brook some 2.3km inland, to replace the coastal section of A487 at Newgale that will be closed and removed, among other works.
Varied claims have been made about the cost of this scheme, from £20m upwards, with some saying it could cost as much as £60m, with millions spent on consultation fees to date.
Newgale was hit hard by flooding following storms in early 2014 storms, and later by Storm Dennis in 2020.
In 2014 it even saw a visit by the-then Prime Minister David Cameron, as part of a tour of the UK to 'learn lessons' following storms and flooding that year.
In 2018, Pembrokeshire County Council's Cabinet backed a recommendation, long-term, for an inland highway link for the A487.
A supporting statement through agent AtkinsRéalis says a 2020 report commissioned by Pembrokeshire County Council into coastal change at Newgale concluded 'that continued efforts to maintain the shingle ridge as a defence is highly likely to be unsustainable beyond 2035, more realistically by 2030,' adding: 'Early action is required before the road becomes impassable and unsafe.'
However, opponents have said the costs associated with the 2014 flooding incident – which they say was a flooding incident rather than the effects of climate change – would cost less for 3,000 years' worth of clear-ups than the new road scheme.
An alternative scheme has been proposed by STUN – Stand Up for Newgale, who have accused AtkinsRéalis and Pembrokeshire County Council of misleading the public over the need for the new Newgale bypass.
It says that by using photos of 'the only major flood Newgale has ever had,' in 2014, they are 'over-dramatising' and 'using shock tactics' designed 'to scare people into supporting an unnecessary £40-60 million new road, which, if built would cause devastation to Newgale's ecology and local countryside and would be a blight on the iconic Brandy Brook valley through which the new road would pass'.
STUN's alternative scheme would, it says, be an 'alternative low-cost solution to counter any threat from the sea that will protect Newgale for at least 85 – 100 years'.
STUN's alternative proposes a section of the shingle bank at Newgale be realigned 10-12 metres to the seaward leaving an over wash barrier between it and the A487 to capture any pebbles and sea water.
It has also linked the proposed road realignment scheme to a proposed US military DARC Radar Array, which would involve the construction of 27 Deep Space Radars, each 21 metres tall at Cawdor Barracks, Brawdy, above Newgale, which it says could not go ahead without the new road in place due to the high levels of lorry traffic DARC's construction and operation would involve.
STUN has said: 'Newgale is a jewel in the crown of our tourism rich peninsular, so why is there such determination to waste £60 million of taxpayers money on a completely unnecessary road which would only ever potentially benefit a US military base, and from which the ecology and wildlife of Brandy Brook could never recover?'
The council proposals have encountered strong opposition, including local Senedd member Paul Davies MS, who said it was 'ill conceived,' with STUN's alternative less invasive and one that would 'save the council, and local taxpayers, huge amounts of money'.
A petition has now been launched opposing the Newgale coastal realignment scheme.
It says: 'We believe that the current plan—estimated to cost between £25–£40 million, with consultation fees already exceeding £4 million—requires further scrutiny, transparency, and public engagement.
'At this stage, we call for a thorough consideration of STUN's (Stand up for Newgale) alternative scheme, or at the very least, a pause on current proceedings until all viable options have been fully explored.
'The Brandy Brook Valley is an ecologically sensitive and historically significant landscape. Routing a major road through this area risks irreversible damage to its unique natural character, habitats, and community heritage.
'This is not just a financial concern—it is a matter of protecting our shared environment, ensuring community voices are heard, and making responsible, future-facing decisions for Pembrokeshire.
'We respectfully request that Pembrokeshire County Council takes immediate action to:
Pause the current development of the Newgale route.
Open a transparent review of all alternative proposals, including STUN's plan.
Engage in meaningful consultation with local communities, experts, and stakeholders.'
STUN has launched a Crowdfunder aimed at funding its alternative planning application.
The Pembrokeshire County Council proposals have been previously costed at £20m.

'To support this, we are trialling a natural and chemical-free method of managing overgrown areas by introducing Bio Goats – an eco-friendly solution for controlling brambles and invasive vegetation. These goats will help clear excess growth around gravestones and across the site, enabling us to implement a longer-term ground management plan. 'The goats are GPS ringfenced to remain within a designated area, and daily welfare checks will be carried out to ensure they are healthy, safe, and well cared for throughout their time on site. 'We kindly ask all visitors to support this initiative by: Avoiding the goat-grazing area while they are at work Keeping dogs on a lead at all times in the vicinity Ensuring children are supervised and kept a safe distance away 'We understand that children may be curious and wish to see the goats. However, we respectfully ask that this is discouraged, as human interaction may disturb the animals and interfere with their natural grazing behaviour.' The rummaging ruminants themselves come from Clynderwen-based Biogoats 2 Rent, run by Richard and Dawn for the past six seasons, who said the goats were already on-site at St Andrew's, and are expected to remain there for two to three weeks. Goats from Biogoats 2 Rent, believed to be the only business of its type in the UK, have already been used to provide an eco-friendly service for Pembrokeshire County Council, the national park, and for other local churches. 'They're most recognised down at Canaston Bridge,' said Dawn, explaining they were used as a eco-friendly way of clearing natural set aside areas on the Robeston Wathen bypass, and had also been used at Tenby's St Mary's church, with plans to return there later this summer. Rather than using collars, the goats are kept in their designated areas using GPS satellite technology, a process recently shown on Clarkson's Farm, TV star Jeremy Clarkson's farming programme. 'I think he stole the idea from us,' joked Richard, adding: 'We're the only company in the UK to do this; we get enquiries from all over the UK, but the travel costs can make it unviable for the customers from further away.' They finished: 'We enjoy what we do and meet some nice people along the way.'

In an application recommended for approval at the June meeting of Pembrokeshire County Council's planning committee, Mr and Mrs Down sought permission for a hybrid application for the erection of one dwelling, along with outline permission for two more on land east of Ty Gwyn (Y Bwthyn), Hayscastle Cross, near Haverfordwest. The scheme had been brought to committee as it was recommended for approval despite being contrary to the authority's development plan, a sticking point being a small part being outside the settlement boundary. The scheme includes a commuted sum contribution to affordable housing, in the case of Hayscastle Cross set at 10 per cent, of the development value, amounting to £15,262.50. Affordable housing contributions in the county vary from as low as five per cent in Fishguard and Pembroke Dock to as high as 25 per cent in towns like Narberth. Five letters of objection raised concerns including drainage, traffic generation, housing need, flooding and it being a linear development. An officer report concluded: 'The proposal would result in residential development over a small area of the countryside location in conflict with the requirements [of policies]. However, the minimal area of land involved and the ability it provides to facilitate development of the site are material considerations which outweigh the identified policy conflicts.' Speaking at the meeting, agent Andrew Vaughan-Harries of Hayston Developments & Planning Ltd said he was 'shocked at the time' that had passed since the application was first lodged some five years ago. He said the scheme had faced 'a lot of hurdles' since it was submitted, including the Covid-19 pandemic, delays over addressing phosphate concerns and there being a nearby SSSI. He said the scheme, with its £15,000 affordable housing contribution, would 'enhance this little bit of Haycastle Cross'. The application was moved by Cllr Brian Hall, with new committee chair Cllr Mark Carter, whose own ward is nearby, saying: 'This to me, is just a natural progression of the village which has expanded over the years; it's just joining the rest of the row.' The application was unanimously approved by committee members.

Deputy leader no-confidence call slammed as 'waste of money'

At an extraordinary meeting of Pembrokeshire County Council on June 2, Independent Group leader Cllr Huw Murphy called for no confidence in Councillor Paul Miller to remain as Deputy Leader & Cabinet Member. Cllr Murphy had made the call, which was ultimately unsuccessful, partly due to comments made by Cllr Miller at an April meeting of the council's Cabinet in which he moved an amendment with regards to Welsh Education Strategic Plan (WESP) to request officers collect data from parents of children electing a Welsh medium education. A bone of contention for Cllr Murphy was when Cllr Miller commented with regards to parental choice for Welsh medium school Ysgol Caer Elen: '…all of them that I know who send their children to Caer Ellen honestly couldn't give a toss whether it was Welsh or English'. 'Comments such as this in 2025 are unacceptable and serve to create a perception of bias when it comes to the delivery of Welsh medium education, something that generations have striven for, namely equality and fairness,' Cllr Murphy has previously said. 'For a Deputy Leader of Council to make such comments and then refuse to retract when he has had ample opportunity to do so makes his position untenable both as Deputy Leader and Cabinet Member. The matter was reported to the Welsh Language Commissioner and was called in to the May Schools O&S Scrutiny Committee, ultimately returning to a May 21 meeting of the Cabinet, hearing a proposal by Cllr Miller to now collect data on all languages and additional information, before the special extraordinary meeting of June 2. Responding at the special meeting, Cllr Miller repeated previously made comments, saying there had never been an intention to collect the information through a formal schools process. He reiterated the 'couldn't give a toss' comment was one made by a mother in his ward which he had repeated, apologising if he had caused upset. He added: 'I believe Cllr Murphy should be deeply ashamed of his actions, he is trying to create division in the county of Pembrokeshire where no division exists,' adding: 'To suggest that either I personally or the administration is anti-Welsh is simply not true.' He was not the only one to take umbrage at Cllr Murphy's call, with Conservative Group Leader Cllr Di Clements saying: 'This is nothing more than petty political point scoring which we want no part of,' and council leader Cllr Jon Harvey saying it was 'creating division where none exists and political opportunism at its worst.' The no confidence call in Cllr Miller was defeated by 28 votes to 16, with 11 abstentions. There are 11 Conservative Group members in the council. Commenting after the meeting, Plaid Cymru county councillor for Tenby, Cllr Michael Williams who said he 'in no way condoned Cllr Miller's comments,' described the meeting as 'a complete waste of time and money'. He added: 'Cllr Murphy seems to think Local Government is a game and submitted absolutely no arguments to support his motion.' He went on to describe it as 'a pathetic waste of time,' saying: 'I hope lessons will be learnt, but I doubt they will. It amounted to an abuse of a democratic forum for personal promotion.' Cllr Murphy said he still felt he had made the right call, saying Cllr Miller 'never once showed contrition for his comments'. He added: 'The fact Cabinet have now been compelled to amend their position through the call-in and Welsh Language Commissioner's intervention shows the value of these challenges as otherwise Cllr Miller would be requesting data from less than 20 per cent of Neyland parents for wishing to send their children to Caer Elen over the 80 per cent sending their children to Haverfordwest High or Milford Haven which would suggest clear bias against Welsh medium education. 'As Leader of Independent Group I have no regrets in requesting a call in and then an EGM and if such behaviour is repeated by Cabinet members it won't be the last time such a meeting is requested under the constitution. Neither did we canvass support from any other political group.' He finished: 'The fact the Conservative Group, through abstaining, threw Cllr Miller a lifeline will not be lost on Pembrokeshire voters who will draw their own conclusions on such a decision where the Conservatives have effectively supported Labour and the administration on this issue.'
