Construction and engineering sector workshop highlights reform priorities

MUSCAT: The Ministry of Commerce, Industry and Investment Promotion on Wednesday hosted a workshop in Muscat focusing on the regulation, governance and future development of the construction and engineering consulting sector. The session addressed major challenges faced by the industry while highlighting opportunities to drive growth.
Discussions revolved around adopting a modern employment approach aligned with future aspirations, enhancing Omanisation and improving the efficiency of the national workforce. These efforts aim to strengthen the sector's competitive edge and support sustainable growth.
The workshop also covered the creation of a clear employment framework for the sector and the identification of potential replacement opportunities, with special emphasis on prioritised national activities and professions. Mechanisms for calculating appropriate Omanisation rates were reviewed, alongside proposed incentives to help companies maintain stability and sustainably increase local employment.
Other topics included challenges associated with direct employment and the exploration of alternatives such as 'parallel employment'. This concept involves leveraging modern technologies, including artificial intelligence, to optimise operations, reduce costs and raise workplace health and safety standards. There was also a proposal to integrate new professions into the self-employment programme, aimed at expanding job opportunities for Omanis and opening new pathways for entrepreneurship in construction and engineering services.
The session featured an analytical presentation containing statistical data on employment trends in the construction and engineering consulting sector. It detailed economic activity classifications and the sector's contribution to GDP.
The event was attended by Dr Saleh bin Said Masan, Under-Secretary of the Ministry of Commerce, Industry and Investment Promotion for Commerce and Industry, as well as members of the Reference Committee comprising representatives from relevant public and private entities. — ONA

Dhofar – The 'Osara' tourism project, located on Raysut Beach in Salalah, is one of the most prominent tourist and entertainment destinations accompanying the Dhofar Khareef Season 2025. An Omani youth project launched in 2022, 'Osara' witnessed new developments this year across several of its facilities, including the waterfront, which was redesigned to provide a better visitor experience by expanding areas overlooking the sea, creating open seating areas, and adding restaurants and cafes with direct views of the beach. Majid Samhan Al-Mashli, one of the project's founders, said 'Since the launch of the project, we have been keen to present innovative ideas that are in line with visitors' aspirations, and we constantly strive to develop the various facilities of 'Osara' to enhance the quality of the tourism experience.' He pointed out that a new electric games area was added this year within the adventure area, to provide a safe and enjoyable environment for children and their families. In addition to the waterfront and a playground, the site includes a popular market showcasing Omani crafts and traditional products for which Dhofar Governorate is famous. Various retail outlets are also located throughout the site, contributing to supporting productive families and local brands. 'Osara' also includes a theater hosting cultural and entertainment events targeting all age groups, along with quiet beach seating areas that combine entertainment and relaxation. It's worth noting that the 'Osara' project is distinguished by its environmental nature, as it was constructed using recycled wood, making it a model for sustainable tourism. OSARA is supported by Dhofar Municipality, the Public Authority for Small and Medium Enterprises Development, and the Port of Salalah, as part of its efforts to support youth initiatives and enable local entrepreneurs to contribute to boosting tourism during the autumn season. The 'Osara' tourism project, set along Salalah's scenic Raysut Beach, has emerged as a key destination during Dhofar's Khareef Season 2025. The redesigned beachfront now features expanded sea-view areas, open seating, and a range of cafés and restaurants directly overlooking the shore, all aimed at enhancing the visitor experience. Salalah – Khareef in Dhofar is proving to be more than a seasonal draw for tourists, offering a platform for young Omanis to showcase entrepreneurial ventures and creative projects. Among the most prominent attractions this year is the Nova Carnival taking place in Attin, Salalah till August 31. Launched as part of Dhofar Khareef 2025, the carnival aims to foster youth participation in tourism-linked businesses, encouraging entry into the freelance market. The event combines entertainment with commerce, providing space for small enterprises, family-run initiatives and local food vendors to engage with domestic and international visitors. Weam bint Bakhit al Kathiri, organiser of the carnival, said it offers activities for all age groups. Key attractions include an 8m diameter model of the Moon, an open-air theatre and mobile carts offering different kinds of food. 'It's designed to be accessible and engaging for everyone.' Hamoud bin Ali al Sulaimi, co-founder of the carnival, informed that the idea behind it is to position Dhofar as a year-round tourist destination by integrating Omani and Arab elements into a cohesive visitor experience. 'It's about showcasing Dhofar's evolving identity through homegrown talent and enterprise,' he added. One of the participating entrepreneurs, Ali bin Hassan al Balushi, who runs a stall called 'Qand', described the carnival as a youth-driven initiative. 'Omani youth are leading every aspect of this – from planning to daily operations – which is playing a major role in drawing crowds,' he said. Balushi stressed the importance of institutional backing for such initiatives. 'Financial and logistical support is essential. These youth-led ventures add real value to Dhofar's tourism and economic sectors and deserve sustained attention from relevant authorities.' Such initiatives are increasingly seen as integral to the development of tourism in Dhofar. By creating new experiences and income streams, these contribute to a more diversified and sustainable tourism offering while reinforcing the growing presence of entrepreneurship in Oman's local economy. Youth-led projects like Nova Carnival reflect broader national efforts to empower young Omanis and align with the country's wider development goals, officials said.

Duqm: The Special Economic Zone Authority at Duqm (SEZAD) will organize four specialized familiarization sessions, titled "Duqm Summer", in favour of investors in August 2025, at SEZAD building in Duqm in Al Wusta Governorate. The sessions will deal with uses of artificial intelligence applications, developing an adaptable workforce, building resilient supply chains and promoting a culture of work environment that encourages stability and professional growth. The sessions include one about global trade and supply chains, due to be held on 19 August. It will discuss strategic location of A'Duqm as an ideal meeting point between Europe, Asia and Africa. It will also address real-life experiences in managing risks during periods of disruption and crises. "Duqm Summer" sessions conclude on 26 August, with a session to be dedicated to workplace culture and mental health. The closing session will explain how organizations can build a supportive work environment that enhances performance and diminishes employee turnover rates.
