UMK Signs MoUs To Boost National Rare Earth Industry
Its vice-chancellor Prof Dr Arham Abdullah said the first MoU involves a Triple Helix synergy-based collaboration between UMK, the Malaysian Industry-Government Group for High Technology (MIGHT), and Universiti Malaysia Pahang Al-Sultan Abdullah (UMPSA).
He said REE is now recognised as one of Malaysia's five strategic minerals and plays a key role in modern technologies, including renewable energy, electronics, defence and healthcare.
'In Malaysia, particularly in Kelantan, there are significant deposits of non-radioactive rare earth elements (NR-REE). However, geological features such as ion-adsorption clay make the extraction process more challenging and require a sustainable, innovative and environmentally friendly approach.
'This collaboration underlines that the development of the REE industry cannot be done in isolation. Its success depends on strong synergy among research institutions, government agencies and industry players to ensure the technologies developed are sustainable, relevant and scalable at the national level,' he said in a statement.
He added that UMK also has a group of young, proactive and competent researchers capable of developing REE solutions across the value chain, which further enhances the value of the signed MoUs.
Commenting further, Arham said the second MoU involves bilateral cooperation between UMK and Upstream Downstream Process & Services Sdn Bhd, focusing on technology transfer and direct industry testing.
'As an entrepreneurial university, UMK strives to balance academic research needs with industrial application. This collaboration reflects UMK's commitment to driving the development of the local REE ecosystem in Kelantan,' he said.

IMF Upgrades Global Growth Forecast In Latest Outlook
BUSINESS KUALA LUMPUR, July 29 (Bernama) -- Global economic growth is projected to reach 3.0 per cent in 2025 and 3.1 per cent in 2026, above the reference forecast in the April 2025 World Economic Outlook (WEO), according to the International Monetary Fund's (IMF) July 2025 WEO update, released today. Titled 'Global Economy: Tenuous Resilience amid Persistent Uncertainty', the IMF report stated that the 2025 forecast is 0.2 percentage points higher, and the 2026 projection is 0.1 percentage point higher than the April 2025 WEO reference forecast. 'This reflects stronger-than-expected front-loading in anticipation of higher tariffs; lower-than-announced average effective United States tariff rates; improved financial conditions driven in part by a weaker US dollar; and fiscal expansion in several major economies,' the report said. The IMF also projected that global headline inflation will decline to 4.2 per cent in 2025 and 3.6 per cent in 2026, following a trajectory broadly in line with the April forecast. 'The overall picture masks significant cross-country differences, with inflation expected to remain above target in the US and more subdued in other major economies. Risks to the outlook remain tilted to the downside, as noted in the April 2025 WEO,' the report added, warning that a rebound in effective tariff rates could dampen growth. According to the IMF, elevated uncertainty could start weighing more heavily on activity, as deadlines for additional tariffs expire without progress on substantial, permanent agreements. 'Geopolitical tensions could disrupt global supply chains and push commodity prices up. 'Meanwhile, larger fiscal deficits or increased risk aversion could raise long-term interest rates and tighten global financial conditions,' it said. Combined with fragmentation concerns, the IMF said this could reignite volatility in financial markets.

Penang govt identifying locations for floating solar projects
State infrastructure, transport and digital committee chairman Zairil Khir Johari said areas such as the Teluk Bahang and Mengkuang dams were potential locations for the floating solar farms. (Bernama pic) GEORGE TOWN : The Penang government plans to develop floating solar projects in line with its efforts to achieve a target of 10% renewable energy by 2030. State infrastructure, transport and digital committee chairman Zairil Khir Johari said the project was a suitable alternative in expanding the renewable energy sources due to the state's land constraints and the high cost of developing ground-mounted solar farms. Presently, he said, his team is considering strategic locations with potential to implement the project, including dam areas such as the Teluk Bahang dam and Mengkuang dam. 'Dams are most suitable for a floating solar project in terms of area and water stability, unlike the sea where there are unique challenges and even the panel installation methods are different. 'However, many matters need to be examined first, considering that the dams are sources of drinking water supply and are under the management of the Penang Water Supply Corporation. 'So, it requires approval and also more thorough study,' he told reporters after attending the Malaysian Photovoltaic Sustainable Energy Association Solar Roadshow 2025 here today. Zairil said the floating solar project would be important for the upcoming Silicon Island, with the area being actively developed and required renewable energy sources as an alternative energy supply. Therefore, he said, the state government would try to expedite the implementation of the project, especially to support development on the artificial island as the state's new green technology hub. 'It is really necessary for Silicon Island because the first area to be developed is the technology park. In two years, the factory will start operating, so we need renewable energy, especially solar.'
