Start work in two years, else will take back Pernem land: CM Sawant to Goa Cricket Association

told the House on Wednesday that the Goa Cricket Association (GCA) is not serious about constructing a stand in Pernem for which 1.89 lakh sqm has been leased to it by govt.
He said that eight years have passed, and the GCA hasn't even applied to the PWD for road access.
In two more years, at the end of the ten-year lease, the land will be taken back by govt if construction does not begin, he said.
Sawant said that last year, a show cause notice was issued to GCA, but the reply it provided was not satisfactory. Sawant said that the land is prime property today, with Manohar International Airport and the Ayush hospital in the vicinity.
He also said that another govt department could put the land to better use.
The CM also said that GCA has paid only Rs 9.4 crore to govt of the Rs 19 crore it was to pay.
'We issued a show cause notice to them last year, asked why should the lease not be terminated, and why the land should not be diverted for another project. They have not acquired the required permissions needed to create the ground,' he said.
Pernem MLA Pravin Arlekar said that the land was given to GCA in 2018 and govt has not pressed for the project's progress.

Arlekar said that the land should be taken back by govt and utilised by the state to create sports facilities for Pernem taluka instead. The CM, however, said that this is not an option.
'There are 153 grounds across Goa, but hardly 10-15 are being utilised. In Mencurem, I saw a ground with toilets and all facilities, but which is not being put to use. No other state has such facilities. There is one ground in every taluka. At this rate, in Goa, each panchayat will have a ground or I am afraid it will be two grounds per panchayat,' said Sawant.
He said that GCA can identify land elsewhere if they cannot construct the project there for some reason.
Leader of opposition Yuri Alemao said that govt has not added any penalty clause in the lease for GCA if it does not execute the project within the ten-year period. Mandrem MLA Jit Arolkar said that GCA has not even objected to high tension power lines going over the land.

Haridwar madrassas sealed; HC seeks affidavits promising no activity
Dehradun: Uttarakhand high court on Tuesday directed operators of unregistered madrassas in Haridwar to submit an affidavit to the district minority welfare officer confirming they would not conduct religious, educational or prayer activities until recognised by govt. The court said the state would determine the future use of the now-vacant premises. Justice Ravindra Maithani issued the directive while hearing petitions filed by operators of Jamia Rajbia Faiz-ul Quran, Darul Quran, Nuru-ul Huda Education Trust, Sirajul Quran Arabia Rasdiya Society and Darul Uloom Sabria Sirajia Society. They said the district administration sealed their premises without following due process, even though the institutions functioned as educational centres. One of the petitioners said, "We are not running religious centres illegally. We have applied for registration but are waiting because the madrassa board has not acted." The petitioners requested that the seals be removed temporarily until the board processed their applications. Recognised madrassas continued to function and receive grants from govt. A state counsel told the court, "The sealed madrassas were conducting religious teaching and prayers without registration. This violates the law." Over 135 unregistered madrassas across Uttarakhand, including 79 in Haridwar, were sealed earlier this year under the Uttarakhand Madrassa Education Board Act, 2023, which requires all madrassas to register. Officials said the sealing followed inspections but several operators claimed they were not given notice or heard before action was taken. In a previous hearing, HC allowed the unsealing of four madrassas—one in Dehradun and three in Haridwar—on the condition that the operators submitted undertakings not to resume any activity until registration was completed. The court said only fully recognised institutions could operate, and no interim relief would be granted otherwise.

India witnesses renewed spurt in oil and gas exploration: Petroleum Minister Puri
India is witnessing a renewed surge in oil and gas exploration, particularly in offshore regions, underscoring the country's vast untapped hydrocarbon potential, Petroleum Minister Hardeep Singh Puri told the Parliament on Tuesday. Puri in Rajya Sabha stated that the opening of nearly one million square kilometres of erstwhile 'No-Go' offshore areas in 2022 has been a landmark development. This move has unlocked significant exploration frontiers, especially in deepwater and frontier regions such as the Andaman-Nicobar (AN) offshore basin, and has been instrumental in triggering the current momentum in offshore activity, the Minister stated, according to the Ministry of Petroleum & Natural Gas. He stated that the tectonic setting located at the boundary of the Indian and Burmese plates has led to the formation of numerous stratigraphic traps that are conducive to hydrocarbon accumulation. The region has attracted renewed global interest following significant gas discoveries in South Andaman offshore Indonesia, underlining the geological continuity across the region, he stated. While the favourable geology sets a strong foundation, Puri emphasised that the real breakthrough has come from the government's strategic policy interventions and a new exploration approach. "The revised strategy has enabled aggressive acquisition of seismic data, initiation of both stratigraphic and exploratory drilling, and increased engagement with international exploration partners, several of whom have shown keen interest in the newly accessible frontier blocks," the Minister added. Puri said that the national Oil Companies have planned to drill four offshore stratigraphic wells, including one in the AN basin. "These scientific wells are designed to test geological models, validate the existence of petroleum systems, and help de-risk future commercial exploration. Although commercial accumulations have not yet been confirmed, these efforts mark a major step forward in systematic and knowledge-driven hydrocarbon exploration," he added according to the Ministry's release. In a significant development, ONGC and Oil India Ltd (OIL) have launched an ambitious exploration campaign in the Andaman ultra-deepwater region. For the first time, drilling operations are targeting depths of up to 5000 metres. Providing an overview of the exploration outcomes so far, the Minister informed that ONGC has made hydrocarbon discoveries in 20 blocks, with an estimated reserve of 75 million metric tonnes of oil equivalent (MMTOE). OIL, on its part, has made seven oil and gas discoveries over the past four years, with reserves estimated at 9.8 million barrels of oil and 2,706.3 million standard cubic meters of gas. Referring to the Hydrocarbon Resource Assessment Study (HRAS) of 2017, which estimated the AN basin's hydrocarbon potential at 371 MMTOE, the Minister stated that a 2D broadband seismic survey covering approximately 80,000 Line Kilometres (LKM) of India's Exclusive Economic Zone, including the AN offshore region, was completed in 2024. Additionally, OIL acquired 22,555 LKM of 2D seismic data during the Deep Andaman Offshore Survey conducted in 2021-22. Several promising geological features have emerged from this data, which are now being validated through ongoing drilling campaigns by ONGC and OIL, Puri added in his reply.
