'Trace Them...': Supreme Court Orders Hunt For Russian Woman, Child
In a rather unusual child custody case, the Supreme Court has directed the External Affairs and Home ministries to issue look-out notices for a Russian woman - Victoria Basu - who has allegedly absconded with a five-year-old son from her marriage to an Indian man, Saikat Basu.
A bench of Justice Surya Kant and Justice Joymalya Bagchi also directed the Delhi Police to 'trace the missing child without any loss of time' and hand custody to the father, who claimed Ms Basu and his son - who was with his mother per a custody deal - have been 'missing' since July 7.
The court also ordered Ms Basu's passport seized.
Further, border officials have been directed to monitor airports and ports.
And in another dramatic twist, the court also took note of the doubtful conduct of Ms Basu's counsel, who claimed not to know her whereabouts. Justice Kant shot back, "You people know everything... you think you can play with us? We will take counsels also to task... You wait..."
Mr Basu had alleged his estranged wife - divorce proceedings are pending before a family court in Delhi's Saket - had been seen furtively entering the Russian embassy in Delhi via the back gate earlier this month with luggage. He claimed she had been accompanied by an embassy official.

He told the court he feared mother and child may have since fled India.
The bench also noted his allegation of an affair with a Russian embassy official; it is unclear if this is the same official who allegedly helped her enter the building undetected. The court has asked the External Affairs Ministry to request permission to search this official's home in Delhi.
Ms Basu's father is reportedly a retired officer with the FSB, i.e., Russian intelligence.
According to the father there was a custody deal in place that would see the boy spend three days a week with his mother. She took custody of the boy on May 22, which was the last time the Mr Basu saw him, he told the court. He claimed she was seen entering the embassy on July 4.
The couple initially met in China where the husband worked as an engineer for a software company and subsequently married in India in 2017.

Fourteen Thai people were killed and 46 others injured in military clashes near the Thailand-Cambodia border, the deputy spokesperson of the Ministry of Public Health said. Cambodia had not released any information on its casualties as of Thursday evening, Xinhua news agency reported. In Bangkok, Public Health Minister Somsak Thepsuthin confirmed 14 deaths, including 13 civilians and one soldier, along with 46 injuries. He condemned what he described as Cambodian attacks on civilians and a hospital: "We urge the Cambodian government to immediately halt these war criminal actions, and return to respecting the principles of peaceful coexistence." The violence followed a landmine blast on Wednesday that wounded five Thai soldiers -- an incident that triggered the expulsion of ambassadors by both sides and a sharp diplomatic fallout. Thai officials accused Cambodia of laying new Russian-made mines, while Cambodia dismissed the claims as "baseless accusations", blaming leftover ordnance from past conflicts. On Thursday, clashes flared in at least six areas along the border, including near the ancient Ta Muen Thom temple. Thai F-16 fighter jets conducted airstrikes in response to what the government said were Cambodian truck-mounted rockets. "It was an act of self-defence," Thai Foreign Ministry Spokesperson Nikorndej Balankura said. The situation escalated following skirmishes that began Thursday morning. Each of the two sides blamed the other side for violating international law. Cambodian Prime Minister Hun Manet urged the UN Security Council to convene an urgent meeting to discuss the matter. Cambodia's Defence Ministry claimed the airstrikes hit a road near Preah Vihear, a UNESCO World Heritage site, and vowed legal action. "The temple was declared a World Heritage site by UNESCO... and is a 'historical legacy of the Cambodian people,'" Cambodia's Culture Ministry said. Defense Ministry spokesperson Lieutenant General Maly Socheata said Cambodia had "no choice but to defend its territory against Thai threats," insisting the attacks were "focused on the military places, not on any other place". The conflict drew swift international concern. United Nations Secretary-General Antonio Guterres urged both sides "to exercise maximum restraint and address any issues through dialogue," according to deputy spokesperson Farhan Haq. Cambodian Prime Minister Hun Manet requested an emergency session, which was held behind closed doors in New York on Friday. Thailand sealed all land border crossings and advised its citizens to leave Cambodia. All seven Thai airlines offered to help repatriate Thai nationals. Meanwhile, the conflict has added pressure to Thailand's domestic politics. Prime Minister Paetongtarn Shinawatra was suspended on July 1 amid an ethics probe linked to her handling of a phone call with Cambodia's former leader Hun Sen. Thailand's acting Prime Minister Phumtham Wechayachai is now leading the response, warning Cambodia against further aggression.

Transport & environment depts studying ban on overage vehicles, to submit report
Delhi govt asked its transport and environment departments to study the current guidelines on end-of-life vehicles, enforcement against overaged vehicles and the reaction of the public and stakeholders to the action. Govt will also assess the removal of vehicles so far and the impact of this on air quality levels, officials said on Thursday. One official added, "Govt may then file a review petition on the policy in the Supreme Court based on the findings and reports submitted by the two departments." Environment minister Manjinder Singh Sirsa said, "The environment and transport departments are studying, separately, the guidelines, their impact on the public and the benefits and consequences on ground and air quality levels. Once they complete their studies and submit the report, govt will take further decisions on filing a petition in the court." The departments will also mention the other measures they took in the last five months to curb air pollution in the city and their results, said a govt official. A 2014 order of the National Green Tribunal also prohibits the parking of vehicles aged over 15 years in public places. Following the NGT and Supreme Court's order, in 2021-22, the transport department began de-registering petrol and diesel vehicles that had completed, respectively, 15 years and 10 years of life. Then in 2023, the transport department launched an enforcement drive against these overaged vehicles found parked in public places or running on the roads. However, several vehicle owners moved court, following which govt was asked to come up with proper guidelines to handle ELVs in Delhi. The current govt relaunched the enforcement drive in July and banned provision of fuel to ELVs, both cars, trucks and bikes. However, after facing public heat the drive was halted on grounds of "critical operational and infrastructural challenges". Sirsa also wrote to pollution watchdog Commission for Air Quality Management pleading the city authorities could not accommodate the panel's imposition of the anti-ELV measure. After this, lieutenant governor VK Saxena wrote to CM Rekha Gupta, asking Delhi govt to seek a review petition before the apex court against its 2018 order restricting petrol vehicles beyond 15 years and diesel vehicles beyond 10 years from plying in Delhi-NCR. "How can a vehicle banned as unfit in Delhi run lawfully in other cities? This is against equal treatment," LG queried in the letter. Citing equality and socio-economic reasons, Saxena underlined that such rules should be proportionate, non-arbitrary and not solely based on a rigid age-based classification. He also said that the ban should be put on hold unless it was implemented across NCR. He sought a comprehensive air pollution mitigation plan within three months. Talking on similar lines, Gupta said, "Just as we requested CAQM to review its decision on overage vehicles, we will approach the Supreme Court to give us a detailed overview of our preparation in the fight against pollution, and we will let the court know of public grievances. We will fight for the rights of people.">
