Guizhou Charts Green Growth Path With Strong Environmental, Industrial Gains

KUALA LUMPUR, June 30 (Bernama) -- The southwestern Chinese province of Guizhou is forging ahead with a green development model, combining ecological preservation with economic growth under a strategy rooted in environmental restoration and low-carbon transformation.
From its early days as an 'Experimental Zone' to becoming a 'Pilot Zone', Guizhou has implemented wide-ranging measures to improve environmental quality. As of 2024, ambient air quality in nine major cities and 88 counties met national Grade II standards, while 99.1 per cent of 222 major river monitoring sections showed excellent water quality.
The Wuyang River in Qiandongnan Prefecture was named one of China's Outstanding Cases of Beautiful Rivers and Lakes, with the region maintaining top-10 national water quality rankings for six consecutive years since 2019.
Guizhou is advancing green industry upgrades, having established 85 national-level green factories and 22 green industrial parks. Its green economy now contributes nearly 48 per cent of the province's economic output, according to a statement.
Innovations in clean transport are also taking shape. China's first commercial hydrogen-powered locomotive began trial operations in Guizhou, while over 3,000 electric heavy-duty trucks were deployed in 2025, cutting an estimated 332,000 tonnes of carbon dioxide emissions.
Forestry development surged, with output value increasing from 60.1 billion Chinese yuan in 2014 to 465.4 billion Chinese yuan in 2024. Forest coverage has reached 63.3 per cent, with an area of 166 million mu. (100 Chinese yuan = RM58.86)
Guizhou also pioneered a provincial-level carbon credit system, issuing its first batch of forestry carbon tickets and completing 120 water rights transactions worth over 31.5 million Chinese yuan.
Reforestation efforts continued with the planting of over 605 million new seedlings since the start of the 14th Five-Year Plan, shifting focus from forest area expansion to quality and biodiversity improvement.
Ecological protection has been strengthened through both community involvement and technology, including 87 video surveillance points, 400 infrared wildlife cameras, and more than 40,000 appointed forest chiefs.

BELURAN: Sabah has shown a high rate of MyKad usage for the Sumbangan Asas Rahmah (Sara) programme, with 94% of recipients making purchases on registered premises. Deputy Finance Minister Lim Hui Ying said there are 506,000 Sara recipients with RM500mil approved annually. 'Currently, there are almost 4,000 registered grocery shops and supermarkets in the country compared to 700 in 2024. 'In Sabah alone, there are over 430 registered premises, and this number will increase to ensure better access in all areas,' she stated in a press release yesterday. She also said that the government is enhancing the range of basic necessities permitted in the programme by expanding the current 14 categories to include household items such as soap, detergent, and floor cleaners, effective May 1. On her working visit to Beluran with Finance Ministry officers, Lim said it was part of their commitment. 'The main focus of the visit is to check out the implementation of the Rahmah Cash Aid (STR) in addition to Sara and to directly interact with recipients, as the programme allows the government the opportunity to assess the effectiveness of the aid and to obtain feedback from recipients, especially from the interior of Sabah. 'In Malaysia, there are 566,000 STR recipients without bank accounts; in Sabah, 62,000 out of 830,000 STR recipients do not have bank accounts. 'Today (Monday), almost 400 recipients in Beluran without bank accounts showed up for the STR cash payment programme,' she added, Bernama reported. Lim also shared that RM410mil has been channelled for Phase One and Two of STR payments in Sabah, with two more STR payments to be made in August and November. 'As such, a mobile Bank Simpanan Nasional branch has been initiated to offer banking services, including deposits, withdrawals and financial advice, to rural residents in Beluran at their doorstep.'

Photographer: Na Bian/Bloomberg BEIJING: A 30-year-old Chinese fund manager is trouncing peers this year with a portfolio stocked with Gen Z-favoured names like Pop Mart International Group, betting that new-age shopping trends can help his fund overcome the country's economic sluggishness. Xie Tianyuan's Penghua Selected Return Flexible Allocation Mixed Fund has returned 24% this year, ranking in the top 3% among roughly 2,300 peers, data from fund tracker East Money Information Co show. That's a turnaround from its recent past when holdings in traditional sectors like alcoholic beverages and farming dragged performance. The Shenzhen-based fund manager, who took over in early 2024, wasted little time in replacing what was then the fund's top holding, Kweichow Moutai Co, a baijiu distiller, with the maker of smash-hit Labubu dolls, Pop Mart. His repositioning for the fund, which has about US$7mil in assets under management, reflects how cultural shifts – brought on by digital influence and youth spending – are creating opportunities for Chinese investors navigating broader challenges in the world's second-largest economy. His conviction strengthened after witnessing the popularity of the toymaker's products in Thailand, which, he says, signalled 'non-linear growth with every metric showing breakout potential'. Growing up immersed in Japanese anime culture – his desk is adorned with Dragon Ball Z figurines – Xie said he developed an eye for identifying promising characters or designs, called 'IP brands' by mixing personal fandom and online research. That he himself is demographically a member of Gen Z, the driving force behind China's new 'emotional spending' consumption trend, helps him understand what may resonate beyond advertising and go viral. 'Opportunities in the sector in the years to come will be on the single-stock level as the population dividend comes to an end,' he said. 'I pick companies that have breakthrough products, new business models and innovative sales channels – products that are both visually appealing and fun.' His top pick, Pop Mart, accounted for 10.5% of the fund's total assets as of March, the top end of its maximum ownership in a single stock allowed, filings show. Other big bets include Mao Geping Cosmetics Co, up 83% this year, as well as Chongqing Baiya Sanitary Products Co and Yantai China Pet Foods Co. Xie's strategy lies firmly in targeting the Gen Z consumption trend, where purchase decisions are driven by emotional triggers and hobby interests. Despite looming threats from Donald Trump's proposed tariff hikes, this behavioural change fuelled rallies in pockets of China's stock market, especially after the momentum from artificial intelligence began to fade. Shares of the companies at the heart of this trend – including Pop Mart and Laopu Gold Co, known for distinctive gold pendants – have staged wild gains this year. Laopu is up more than 2,000% since its initial public offering in Hong Kong a year ago. Xie's fund owns shares that trade in the mainland as well as in Hong Kong. A gauge for Chinese stocks listed in Hong Kong has risen 20% this year. The mainland's benchmark, the CSI 300, had edged down 0.3% so far this year. For all the attention on Trump's pledge to bring mass manufacturing back to American shores, China's factories are finding ways to remain central to the global supply chain. — Bloomberg BEIJING: China's factory activity improved for a second month but remained in contraction, as trade rebounded after the ceasefire in the tariff war with the United States, while weak domestic demand weighed on the economy. The official manufacturing purchasing managers' index (PMI) was 49.7 in June, versus 49.5 in the previous month, slightly exceeding the median estimate in a Bloomberg survey of analysts. A reading below 50 indicates contraction. The non-manufacturing measure of activity in construction and services rose to 50.5 from 50.3 last month, the National Bureau of Statistics (NBS) said yesterday. That compared with a forecast of 50.3. The offshore yuan extended its gain after the data release and was 0.2% stronger at 7.1626 per US dollar. Futures on 30-year government bonds fell as much as 0.6%, the most in a month, as traders dialled back bets on further monetary easing. For manufacturing, the new orders index expanded for the first time in three months, though a gauge of employment worsened again after a slight improvement in May. Among the 21 industries surveyed, more than half were in expansion territory, according to the statistics service. 'Manufacturing production activities accelerated and market demand improved,' Zhao Qinghe, a senior NBS statistician, said in a statement. The PMI figures are the first official data available each month to provide a snapshot of the Chinese economy. The latest reading captured the first full month after Beijing and Washington agreed to a 90-day truce in their trade war. Overseas demand, which made up almost 40% of economic growth in the first quarter, is helping compensate for sluggish spending by consumers at home. But it also makes China more reliant on maintaining stable ties with trade partners such as the United States, with whom Beijing just finalised a trade framework negotiated in Geneva. The pact codified the terms laid out in trade talks between the United States and China, including a commitment from Beijing to deliver rare earths used in everything from wind turbines to jet planes. The strength of Chinese manufacturing in the rest of the year remains in question given an uncertain export outlook, with a more lasting trade deal still elusive. Several global banks, including Bank of America Corp and Citigroup Inc, recently raised forecasts for China's growth in 2025 as the tariff truce improves confidence. Even so, economists surveyed by Bloomberg expect gross domestic product to expand 4.5% this year, significantly below the official target of around 5%. With the manufacturing output index hitting a three-month high of 51, industrial production in June 'won't be too bad', said Raymond Yeung, chief economist for Greater China at Australia and New Zealand Banking Group Ltd. 'The question for policymakers is deflation and joblessness instead of growth,' he said. 'I am not worried about China's gross domestic product.' President Donald Trump's China envoy, David Perdue, recently warned the United States wanted to revamp its trading relationship with China and the world by bringing many critical supply chains back onshore. The US ambassador said American leaders had been 'blind to the hollowing out of many US strategic industries', a sign that trade tensions between the two nations could persist. — Bloomberg
