In light of the significant gaps emerging in the U.S.-Iran nuclear negotiations – Iran insists on the right to enrich uranium on its territory however it wishes, while the U.S. wants to prohibit it from doing so in any way, shape, or form – senior Iranian officials are threatening the U.S. and Western interests.
In a speech at the Tehran Dialogue Forum on May 18, 2025, Iranian President Masoud Pezeshkian threatened to block the passage of oil from the Persian Gulf to the West, in response to the U.S., which, he said, seeks to steal other countries' resources and to foment conflict among the Islamic nations. The next day, on its front page, the regime mouthpiece Kayhan clarified Pezeshkian's statements , saying that he had "threatened the West with closure of the Strait of Hormuz" (see Appendix for additional MEMRI reports on senior Iranian officials' threats to close the Strait of Hormuz).
Senior regime official Mohammad Javad Larijani, an associate of Supreme Leader Ali Khamenei, threatened attacks on Washington, D.C., and on American bases anywhere from which an attack on Iran originates. He was speaking on the Iranian TV program Special Discussion on May 19, 2025.
The following are the threats against the U.S. by Pezeshkian, Kayhan, and Larijani:

The Kayhan daily, mouthpiece of the Iranian regime, has in recent years called for acting harshly with the West and the U.S. and for closing the international Strait of Hormuz to oil tankers heading to the West, with the aim of pressuring it, particularly when Iran's demands of the West are not being met as it wishes. The newspaper's headline in its May 19, 2025 edition explained what President Pezeshkian had meant by his statement at the Tehran Dialogue Forum the previous day.
Under the headline "President Pezeshkian Threatens The West With Closure Of The Strait Of Hormuz," Kayhan quoted Pezeshkian as saying: "At this time, if energy resources do not flow from the Persian Gulf to there [i.e. the West], they will be paralyzed." The newspaper went on to explain that Pezeshkian had harshly criticized U.S. policy and its desire to incite conflict among the countries in the region in order to steal their wealth, and that "America seeks to cause us to fight each other." Kayhan added that the U.S. "presents us [Iran] as a threat in order to sell weapons to others" – this against the backdrop of the U.S. weapons agreement with Saudi Arabia and the other Gulf states the previous week – "that is, on the one hand, it takes our resources, while on the other it takes everything that remains by selling weapons so that there will be nothing left in the region and we will fight each other in a war that it started."[1]

Asked at the May 18, 2025 Tehran Dialogue Forum "why President Trump is spreading rumors about the region while he is in it," President Pezeshkian replied: "The countries of the region do not accept the fact that America is stealing their resources, and America says this as well. I must say what is happening and what is not. Anyone demonstrating against America is starting a war. At this time, if energy resources do not flow from the Persian Gulf to there [i.e. the West], they will be paralyzed. But they are seeking to incite war among the countries of the region. The people of the region are entitled to enjoy prosperity, [but] America is not allowing growth."[2]

On May 19, 2025, senior Iranian official Mohammad Javad Larijani, an associate of Supreme Leader Ali Khamenei, former deputy foreign minister, and former Iranian Judiciary Human Rights Council secretary, and current director of the Institute for Research in Fundamental Sciences, said on the Iranian Special Discussion TV show:
"We ask permission from no one in matters concerning our development. The U.S. has no right to even talk about our nuclear industry. This is what we are doing within the framework of the NPT. [President Trump] says he has doubts [about our nuclear program] – who the hell are you to have doubts? We are not responsible for reassuring you...

"The NPT is an imaginary document, it is a dead document, but because we signed it, we are committed to it... In my opinion, chances are not high that America will use the military option [against Iran], because [if it does] a long war will begin here, and the victor will not be America. This is not to mention the many [U.S. interests in the region that could be attacked]...
"We have already said that if we are attacked, we will attack not only Washington but also American interests and bases everywhere – in the air, on the sea, and on land, anywhere from which an attack on Iran originates – will be a legitimate target for us."[3]

The Strategic Importance Of The Khaf-Herat Railway: Iran Eyes Access To Central Asia And China Through Afghanistan

On July 8, 2025, the Islamic Emirate of Afghanistan (IEA, i.e., the Afghan Taliban) announced on its official website that the construction of the fourth and final segment of the Khaf-Herat railway was now 87 percent completed, revealing an expedited push by the Taliban leaders to build the railway line connecting the Iranian city of Khaf (also spelled Khawaf) to Herat in Afghanistan.[1] Some 80 kilometers of the 220-kilometer railroad are located in Iran, and the remaining 140 kilometers stretch from the border to the Afghan city of Herat. A report of the Iran Chamber of Commerce, Industries, Mines, and Agriculture added that Iran had connected its eastern rail network to Afghanistan through this project. Once completed, the rail network would connect Afghanistan to Turkey and Europe, and Iran to Central Asia and China.[2] According to the report, the Khaf-Herat project has four parts: two on Iranian soil and two in Afghanistan. Three phases of the railway project are already complete, while the Taliban's announcement indicates that the railway line will be ready on time by this year or early 2026.[3] On the map showing Iran's rail network, the section outlined in red shows the intended link from city of Khaf to Herat in Afghanistan (map courtesy: The Taliban website noted: "Upon the successful establishment of the Khaf-Herat railway, Afghanistan will be seamlessly linked to neighboring nations, the region, and the global network through rail connections. This development will not only reduce transportation costs and enhance speed, but also reduce distances between regions, facilitating the export of Afghan goods to global markets."[4] The Khaf-Herat railway is the missing link for both Iran and Afghanistan. For Iran, it enables Iranian trains to forge further connections from Herat onward to Central Asia (since Uzbekistan and Turkmenistan are already connected by rail to the border of Afghanistan) and to China sometime in the future. For Afghanistan, this railway line first connects to the country to the Iranian railway network and onward to Turkey and Europe. The strategic importance of railway was earlier examined by the Iranian website in a report titled: "The Strategic Importance of Khaf-Herat Railway." Excerpts from the report are given below.[5] "Another Importance That This Railway Has For Iran In A More Strategic Way... Is [In Forging] This Country's Connection To Central Asia And China Through Afghanistan" "The Khaf-Herat railway is strategically important for both Afghanistan and Iran in several ways. Apart from the fact that Iran's railway connection to Afghanistan is considered a major step in diversifying the country's connection with another neighbor, it clearly provides Iran with the opportunity to fulfill its long-term goal of increasing exports to Afghanistan. "Although the amount of Iran's exports to Afghanistan is currently in a good condition compared to other Afghanistan's neighbors, relying solely on trade from road routes in the future will not be sufficient to respond to the increasing speed of that country's exports to Afghanistan... "Afghanistan is currently connected to its two northern neighbors Uzbekistan and Turkmenistan through rail. Therefore, the increase in Afghanistan's future import capacities requires Iran to be connected to Afghanistan through more rail lines. Another importance that this railway has for Iran is strategic – of course, not at the moment, but in the future – is this country's connection to Central Asia and China through Afghanistan. "Although Afghanistan still lacks a rail network system, and the current final route of the discussed railway is Herat, this railway has the capacity to connect Iran to Central Asian countries and China..." "Through This Railway, Afghanistan Is Easily Connected To Iran's Sea Ports In The Caspian Sea"; "On A Larger Scale, Afghanistan Will Be Connected To The Turkish Railway Network Through The Iranian Railway" "Apart from the importance of Khaf-Herat railway for Iran, the construction of this railway is considered much more valuable for Afghanistan. The first advantage of this railway for Afghanistan is connecting Afghanistan to the national railway network of Iran. Through this railway, Afghanistan is connected to the Mashhad-Zahedan-Chabahar railway network. On the other hand, through this railway, Afghanistan is easily connected to Iran's sea ports on the Caspian Sea. "On a larger scale, Afghanistan will be connected to the Turkish railway network through the Iranian railway network, and through it to the European transcontinental railway network. In fact, it is amazing to imagine how far the Khaf-Herat railway can connect Afghanistan to the railway networks in Southwest Asia and Europe. "The key importance of this advantage becomes more prominent when we compare it with the Lapis Lazuli Route. In the past, Afghanistan paid great attention to the Lapis Lazuli Project [connecting Afghanistan to Europe through Turkmenistan, Azerbaijan, Georgia and Turkey] to connect with Europe and made great efforts to implement it. Afghanistan has always suffered from the lack of access to seaports. The Khaf-Herat railway makes Iran's sea and land ports accessible to Afghanistan..." "After The Return Of The Taliban To Power In Afghanistan, The Restoration And Activation Of This Railway Shows The Strong Interest Of The Taliban Authorities To Have Good Relations With Iran" "On the other hand, although Afghanistan has access to seaports through Pakistan, this access is currently provided through roadways, while the Khaf-Herat railway provides this access by rail, which is considered a double advantage. Another important issue that the Khaf-Herat railway brings to Afghanistan is the multi-purpose use of this railway by Afghanistan. "In short, Afghanistan can make three simultaneous uses of this railway. First, using this railway for cheaper and faster access to Iranian products; second, utilizing this railway to access Iranian ports in the Persian Gulf and the Caspian Sea; and third, connecting to Turkey and Europe through this railway. "Along with the economic advantages of Khaf-Herat railway, the activation of this line also brings positive political feedback for both countries. Although this railway was opened during the previous government of Afghanistan, the reactivation of it is very important in the current situation when the Taliban are in control of Afghanistan. After the return of the Taliban to power in Afghanistan, the restoration and activation of this railway indicates the great interest of the Taliban authorities to have good relations with Iran. "Meanwhile, some plotters are waiting to destroy Afghanistan's good relations with Iran, and they are creating such an atmosphere that it seems as if the Islamic Emirate [Afghan Taliban] will experience tension and conflict with the Islamic Republic of Iran. Apart from this positive feedback, the expansion of economic relations between countries helps to further warm political relations..." "This Railway Can Be The Starting Point Of Regional Corridors Such As The Iran-Afghanistan-Tajikistan Railway, Five Nations Railway Corridor..."; "The Launch Of The Khaf-Herat Railway Can Be An Incentive To Connect To The China-Uzbekistan-Afghanistan Railway Which Is Currently Active" "Regional Importance "The regional importance of Khaf-Herat railway is that it connects the two major regions of East and West Asia. Apart from the fact that each of the countries of Central Asia, especially Tajikistan and Uzbekistan, can connect to Iran through this railway in Afghanistan and use Iran's geographical location to connect to Southwest Asia and the Persian Gulf, this railway could be the starting point of regional corridors, such as the Iran-Afghanistan-Tajikistan railway, Five Nations Railway Corridor (FNRC), the China-Uzbekistan-Afghanistan-Iran corridor, and [become] an important part of the Belt and Road Initiative [of China]. "Iran-Afghanistan-Tajikistan Railway: The Iran-Afghanistan-Tajikistan railway plan, whose agreement was signed by officials of these three countries about four years ago [in 2020], is the first and most urgent plan that is just waiting for implementation. Now, with the activation of the Khaf-Herat railway, there is no more room for delay in its implementation. This project, which can connect Tajikistan to Iran through Afghanistan, is considered an urgent priority for the three countries and is an incentive for another larger project known as the Five Nations Corridor. Baloch Liberation Front (BLF) Steps Up Attacks Against Pakistani Army, Claims 302 Operations Against Pakistani Security Forces In First Half Of 2025

From July 9 to 11, 2025, the Balochistan Liberation Front (BLF) – one of the leading Baloch groups fighting for the independence of Balochistan from Pakistan – executed a major operation against the Pakistani security forces, according to a press statement.[1] This follows another BLF report on July 5 in which the group claimed to have carried out 302 operations against Pakistani security forces during the first six months of the year.[2] During the three-day operation, codenamed Baam, on July 9-11, the BLF fighters launched 84 coordinated attacks in various parts of Balochistan. In a statement released on the evening of July 11, BLF spokesperson Major Gwahram Baloch said the group carried out the attacks on military personnel and intelligence operatives, killing more than 50 members of Pakistani army and the Frontier Corps, a paramilitary force.[3] Fifty-one security personnel were also wounded and nine intelligence officials were killed in the operation, Major Gwahram Baloch said, announcing the end of the three-day operation. "Through the operation, the BLF has conveyed the occupier state of Pakistan that the days of its forceful occupation and neocolonial looting and plunder are over," he added.[4] A press statement released by Aashob, the media arm of BLF "The occupier state [of Pakistan] can neither establish its writ through force, violence, crimes and oppression, nor can it deceive the Baloch nation through a policy of conspiracy, divide, and rule, treacherous propagation of Islamic brotherhood and wellbeing, fake democracy and a so-called parliamentary labyrinth," the BLF spokesman said.[5] Major Gwahram Baloch, in reference to the rulers and officials from the politically influential state of Punjab who make major decisions about the Baloch people, added: "We make it clear to the occupier state of Pakistan and Punjabi rulers that Balochistan will no longer remain the bird that lays 'golden eggs.' Rather, the Punjabi effort to continue the occupation on Balochistan will only cause fire and blood..."[6] Earlier, on July 5, BLF released an infographic detailing operations executed by its fighters between January and June 2025. The group said it conducted 302 operations, killing over 221 and injuring more than 148 members of the Pakistani security forces during the six-month period.[7] According to the report shared on X, BLF fighters seized more than 131 weapons, capturing over 17 posts belonging to the Levies and the paramilitary Frontier Corps (FC) during the six-month period.[8] They also destroyed or damaged more than 88 vehicles in various attacks, according to the infographics. The BLF claimed that its fighters destroyed 17 mobile towers, disrupting mobile networks and communication systems in the region. According to the report, the BLF destroyed 16 surveillance or security cameras and captured more than 15 personnel from the Pakistani forces. It also established more than 19 road blocks and checkpoints and carried out more than 27 IED and grenade attacks during the six-month period. The BLF said 17 of its fighters were "martyred" during the operations.[9] BLF claimed 302 attacks during January-June 2025
