According to the revised clause, a "Private License" is now defined as a license issued to operate private vehicles carrying no more than seven passengers, transport vehicles with a load capacity not exceeding two tons, taxis, and ambulances.
The updated regulation sets new validity periods based on the holder's residency status:
15 years for Kuwaiti citizens and citizens of Gulf Cooperation Council (GCC) countries,
5 years for expatriates (non-Kuwaitis),
Valid according to card review for stateless (Bedouns)
The resolution also authorizes the acting Undersecretary of the Ministry of Interior to enforce the decision, which takes effect immediately upon its publication in the Official Gazette.

KUWAIT CITY, Aug 3: Shocking new figures released by Kuwait's Public Authority for Manpower reveal the scale of the country's ongoing labor crisis, with more than 20,898 work permit complaints and over 21,000 absenteeism and termination notices filed in just the first half of 2025. The authority's mid-year report paints a troubling picture: absenteeism reports alone totaled 21,350, although 7,827 were later dropped. Officials also rejected 843 reports after it was found that the listed employers were either shut down or nonexistent — raising concerns about phantom companies and potential labor exploitation. The most common complaints focused on work permit issues, including family reunification, employer transfers, and final travel cancellations, amounting to 9,430 cases. Individual labor disputes followed closely with 8,646 complaints, and 3,341 cases were sent to inspection teams for further action. Adding to the crisis, 1,362 workers sought refuge in state-run shelters, including 1,252 women housed at the Jleeb Al-Shuyoukh Women's Shelter and 110 men at the Hawalli Male Shelter. Disturbingly, 15 children were also taken in — a rare admission in public reporting. Beyond the complaints, the Authority handled over 1.1 million electronic transactions via its 'Ash'al' portal, with 41.2% completed directly by employees and the rest processed automatically. Additionally, the "Sahel Business" app processed 16,100 requests, the Labor Services Portal handled 154,608, and 81,272 were processed through the Inspection app. In a nod to future reforms, 3,252 training opportunities were offered to students. Meanwhile, the "Fakhruna" platform, aimed at empowering Kuwaiti nationals, recorded 27,144 approved transactions, and 65,412 citizens were officially employed under government-supported programs in cashier roles through Gate 3 and Gate 5. The numbers underscore mounting pressure on Kuwait's labor infrastructure as the country grapples with regulatory enforcement, expat labor rights, and a shifting job market — all while attempting to digitize its public services and improve oversight.

PAAET renews co-op contract with KNPC
KUWAIT CITY, Aug 3: The Public Authority for Applied Education and Training (PAAET), represented by Director General Dr. Hassan Al-Fajjam, signed an agreement renewing its cooperation contract with Kuwait National Petroleum Company (KNPC), represented by CEO Wadha Al-Khatib, to employ graduates of the Diploma in Refinery Operations program at the College of Technological Studies. Also present at the contract signing were acting Deputy Director General for Applied Education and Research Dr. Ahmed Al-Hunayan, Dean of the College of Technological Studies Dr. Mohammad Al-Momen, and a number of other officials. The agreement aims to renew coordination between the two parties to provide job opportunities for graduates of the Diploma in Refinery Operations program at various facilities of the company, particularly the vital refinery sites, such as Mina Al-Ahmadi and Mina Abdullah refineries. This agreement is part of the cooperation between the two parties, and KNPC's commitment to support qualified Kuwaiti youths and enhance Kuwaitization efforts in the oil sector. Al-Fajjam affirmed that PAAET is moving forward in developing its academic programs, students, and graduates to fully cover the needs of the Kuwaiti labor market. He explained that the renewal of the cooperation agreement demonstrates confidence in the ability of PAAET to train and provide national manpower with scientific and professional skills to work in the oil sector through its teaching and training staff. Kuwait's Domestic Labor Force: The Real Numbers Might Surprise You!
KUWAIT CITY, Aug 3: According to a report released by AlShall, domestic workers made up 25.2 percent of Kuwait's total expatriate workforce by the end of Q1 2025, totaling about 745,000 workers, which is a 5.6 percent decrease compared to the end of Q1 2024. This workforce includes approximately 415,000 women and 330,000 men, reports Al-Seyassah daily. The report explained that the Philippines led the female domestic workforce with around 131,000 workers, down from about 175,000 at the end of Q1 2024. Male domestic workers from India led the male workforce with approximately 213,000 workers, down from 248,000 at the end of Q1 2024. India leads in the total number of domestic workers of both genders, representing 42.2 percent of the workforce, followed by Sri Lanka and the Philippines, each accounting for about 17.9 percent. Four nationalities - India, Sri Lanka, the Philippines, and Bangladesh - account for approximately 89.6 percent of the total domestic workforce, out of a total of ten nationalities. Regarding expatriate labor in general, AlShall reported that the total number of Indian workers is approximately 884,000, representing 29.9 percent of the total labor force, including Kuwaiti workers, and about 35.3 percent of the total expatriate labor force, leading in both categories. Egyptian workers rank second, with around 472,000 workers, accounting for 16 percent of the total labor force and approximately 18.8 percent of the expatriate workforce. They are followed by Kuwaiti workers, numbering about 450,000 compared to 458,000 at the end of Q1 2024, representing 15.2 percent of the total labor force. This percentage may increase if military personnel figures are included in the data. The AlShall report revealed that the total Kuwaiti workforce at the end of the first half of the year amounted to approximately 491,000, a figure that differs from the data provided by the Central Statistical Bureau. It stated, 'We have no explanation for the discrepancy between the two figures unless the higher number includes military personnel and the unemployed'. In addition, Bangladesh ranked fourth with a total workforce of approximately 278,000, representing 9.4 percent of the total labor force. The Philippines ranked fifth with around 194,000 workers, accounting for 6.6 percent of the total workforce and approximately 7.7 percent of the total expatriate workforce.
