94% of Dubai Government Staff Optimistic About Generative AI in the Workplace

Generative AI Adoption Among Dubai Government Employees took center stage during Dubai AI Week 2025, as the Dubai Government Human Resources Department (DGHR) and Mohammed Bin Rashid School of Government (MBRSG) launched a pivotal new report.
The study is the first of its kind to assess how public sector professionals in Dubai perceive and use generative AI. Spanning responses from 1,531 employees across 34 government departments, the report delivers a comprehensive look at generative AI integration at all levels—from top-tier management to frontline workers.
Fieldwork conducted between October 2023 and October 2024 involved both surveys and in-depth interviews with Chief Artificial Intelligence Officers, providing insight into task automation trends and exposure risks across job roles.
According to the findings, 94% of public servants express optimism about generative AI's role in enhancing government efficiency. Around 64% already use the technology at an intermediate or advanced level, with nearly all users reporting benefits such as time savings and productivity boosts.
Common applications include email drafting, research support, and content creation, with expert users applying generative AI to more complex tasks. Yet, challenges remain. Inaccuracies, biased outputs, data privacy concerns, and performance inconsistencies are among the top issues flagged.
His Excellency Abdulla Ali Bin Zayed Al Falasi, Director-General of the DGHR, emphasised the role of generative AI in shaping a flexible, innovative, and proactive government workforce. The report is part of a larger effort to equip Dubai's public sector with digital skills, innovation-driven mindsets, and ethical AI governance practices.
Meanwhile, MBRSG Executive President, Dr. Ali bin Sebaa Al Marri, reiterated the school's dedication to public sector innovation. The report underscores their mission to lead AI policy development through research, capacity building, and executive education—such as their AI Ethics Assessment program delivered in partnership with IEEE.
Interestingly, 55% of employees shared concerns over potential job displacement, with less concern reported among those holding higher educational qualifications. The study also identifies education level and specialization as major predictors of AI exposure in job functions.
Crucially, the report recommends comprehensive policy shifts: mandatory training on generative AI, ethical framework implementation, skills taxonomies, and collaborative data ecosystems. It stresses that effective AI integration depends on ethics, education, and coordinated governance among Dubai's government bodies.
For public sector entities around the world, Dubai's approach offers a data-backed roadmap toward harnessing generative AI for smarter, more resilient government operations.

United Arab Emirates, Dubai: In line with its strategic efforts to enhance employee well-being, develop capabilities, and empower staff with professional tools, the Happiness Council at Mohammed Bin Rashid School of Government (MBRSG) has signed a collaboration agreement with the Emirates Association for Management Consultants and Trainers (EMCT) to launch a specialized training program titled 'Career Coach'. This pioneering initiative aims to foster a positive workplace environment at the school. The agreement was signed in the presence of His Excellency Dr. Ali bin Saba Al Marri, Executive President of MBRSG, members of the EMCT Board of Directors, certified trainers from the Association, and members of the school's Happiness Council. The program seeks to strengthen workplace culture, develop leadership and management skills, and support MBRSG employees' mental health and professional well-being through individual and group coaching sessions and interactive workshops over three months, starting 27 May 2025. This partnership aligns with the Happiness Council's commitment to advancing government workplace systems, enhancing institutional performance through advanced training tools that combine academic knowledge and practical application, and fostering a culture of empowerment and continuous improvement. The initiative also supports the UAE's vision to cultivate government leaders capable of future foresight and solidify the nation's global leadership in public-sector excellence. His Excellency Dr. Ali bin Saba Al Marri stated: 'This program reflects the Happiness Council's ongoing efforts to improve employee quality of life and create a positive, motivating work environment that supports their professional and psychological well-being. Through strategic national partnerships, MBRSG aims to embed a culture of sustainable learning and continuous improvement, contributing to a more efficient and agile government system that bolsters the UAE's global competitiveness. We are proud to collaborate with EMCT in designing and implementing this program.' Mohammed Hasan Al Khatib, Senior Director of the Corporate Support Services Department and Chairman of the Happiness Council at the MBRSG, added: 'The 'Career Coach' program adopts a tailored developmental methodology aligned with the UAE's government workplace requirements. It empowers employees across all levels to achieve professional goals and overcome leadership and administrative challenges through individualized and group sessions focused on active listening, motivational questioning, self-awareness, value exploration, and practical solutions.' Under the agreement, EMCT will deliver the 'Career Coach' program to 40 MBRSG employees across three professional tiers: department managers, section heads, and specialized staff. Spanning 200+ training hours, the program unfolds in three interconnected phases, beginning with a comprehensive assessment stage to evaluate participants' unique strengths and aspirations, followed by the creation of tailored development plans aligned with individual and institutional goals. The implementation phase features five personalized one-on-one coaching sessions (60 minutes each), targeting leadership excellence, strategic decision-making, emotional intelligence, and work-life integration. Complementing these sessions are six virtual group workshops—developed in partnership with the Happiness Council—that explore themes such as 'Coaching and Workplace Happiness,' 'Emotional Intelligence in Action,' and 'Keys to Sustainable Success'. Culminating in a robust evaluation framework, the final phase employs periodic progress reports, participant satisfaction metrics, and structured review sessions to measure tangible improvements in performance, identify future growth opportunities, and institutionalize a culture of continuous learning. Grounded in globally accredited methodologies, the 'Career Coach' program seamlessly integrates theoretical insights with real-world practices, delivered by EMCT-certified experts to ensure alignment with international standards and UAE government priorities.

The Mohammed Bin Rashid School of Government has launched a new AI Ethics Assessment Programme, aimed at equipping professionals with the tools to evaluate and implement ethical AI systems. The initiative supports the UAE's push to become a global leader in artificial intelligence while ensuring responsible innovation. Developed in collaboration with the UAE's Artificial Intelligence, Digital Economy, and Remote Work Applications Office, the programme features the IEEE CertifAIEd™ curriculum and will run from May 26 to 30, 2025, at the MBRSG headquarters in Dubai. Targeting professionals in strategy, compliance, data governance, technology, and innovation, the programme offers intensive training on AI ethics principles, transparency, accountability, privacy, and bias mitigation. Participants will also undergo practical sessions and an exam to qualify as CertifAIEd™ Assessors. Dr. Ali bin Sebaa Al Marri, Executive President of MBRSG, emphasized the importance of the initiative in shaping AI policies that balance innovation with ethical responsibility.
