President Ferdinand ''Bongbong'' Marcos Jr. has signed into law the measure declaring the first day of February of every year as the National Day of Awareness on Hijab and other Traditional Garments and Attire.
Republic Act No. 12224 was signed by the President last June 18, Wednesday.
The law aims to promote diversity, awareness, and tolerance of the various religious and cultural beliefs through the wearing of indigenous and traditional clothing, head garments, and covering.
Section 3 of the new law stated that nothing herein shall be construed as requiring the wearing or non-wearing of a particular attire, garment, or clothing.
Agencies such as the National Commission on Muslim Filipinos, the National Commission on Indigenous Peoples, and the National Commission for Culture and the Arts are enjoined to conduct activities that will promote the wearing of hijab and other traditional garments. —VAL, GMA Integrated News

REUTERS /Eloisa Lopez President Ferdinand ''Bongbong'' Marcos Jr. has ordered the creation of the Office of the Presidential Adviser on Pasig River Rehabilitation that will oversee the timely implementation of the rehabilitation and development of the Pasig River. Through Executive Order No. 92, Marcos underscored that the convergence of concerned government agencies is necessary to rehabilitate and develop the Pasig River, which is considered as a historically and culturally important waterway. Under the EO, the President also directed the reorganization of the inter-agency council for the Pasig River urban development. The OPAPRR shall be headed by the Presidential Adviser for Pasig River Rehabilitation (PAPRR), appointed by the President, with the rank and compensations of a Secretary. At present, the Presidential Adviser for Pasig River Rehabilitation is Jerry Acuzar. The said office will advise the President on all matters regarding the formulation and implementation of policies, plans, activities, and programs of the government towards the rehabilitation, development, and restoration of the banks and tributaries along the Pasig River water system and nearby water systems. It is also tasked to monitor, coordinate, and harmonize all policies, plans, activities, and programs of the implementing agencies in charge of the rehabilitation, development, and restoration of the banks along the Pasig River water system and nearby water systems. The Commission on Audit (COA) Fraud Audit Office on Tuesday retrieved the first batch of key documents needed for the investigation into flood control projects in Bulacan province. According to the Fraud Audit Office (FAO), the documents were immediately brought to the COA central office in Quezon City for an in-depth probe. "The retrieval of these critical documents marks a pivotal step, enabling COA to proceed with its meticulous examination of project existence, quality, cost reasonableness, and procurement processes in Bulacan," the FAO said in a press release. To recall, the COA directed a fraud audit of the flood control projects in Bulacan, which was hit by the recent floods. In a memorandum ordered by COA Chairperson Gamaliel Cordoba, all supervising auditors and audit team leaders of the Department of Public Works and Highways (DPWH) District Offices in Central Luzon were mandated to submit all relevant documents necessary for the fraud audit. The primary purpose of the special audit is to identify and substantiate instances of fraud, waste, and mismanagement, the FAO said, noting that this would also ensure robust accountability and foster the development of resilient and effective public infrastructure. Last week, President Ferdinand "Bongbong" Marcos Jr. sought an explanation from contractor St. Timothy Construction Corp. regarding its flood control project in Calumpit, Bulacan. The area was recently hit by floods, with residents of several barangays forced to wade through flood waters for at least two weeks. The FAO is specifically directed to handle complex fraud cases, particularly those involving amounts of P50 million or more. To ensure integrity and impartiality, the special audit teams tapped in the investigation will not include resident auditors of DPWH, in adherence to COA Resolution 2023-006, which aims to prevent conflicts of interest and protect auditors. — VDV, GMA Integrated News

A group of mayors is demanding the full disclosure of information on flood control projects, including the names of the contractors and any politicians involved. In a statement, the Mayors for Good Governance demanded from the Department of Public Works and Highways (DPWH) and all concerned national government agencies the immediate and full disclosure of all project details: the Programs of Work, Detailed Unit Price Analyses, Bill of Quantities, and Feasibility Studies, "and, most urgently, the names of contractors and politicians responsible for these multi-billion peso projects funded by our taxpayers." The group said that flood control projects have existed for decades, but over the past years, the supposed corruption in these projects has become more alarming, pervasive, and systematic. ''There is no justification for any secrecy or delay. The Filipino people have waited long enough. Families have suffered unrelenting floods and landslides. Transparency is no longer optional, but a duty we owe to every Filipino,'' the group said. The mayors maintained that their position is clear: Full transparency and genuine accountability now, noting that those who have stolen public funds must face the full force of the law. ''Once proven guilty, politicians and bureaucrats must not only be removed from office, but also prosecuted and jailed. Corruption must end now. The Filipino people deserve a government that protects and serves them, not one that endangers their lives and robs them of their future,'' the mayors said. During his fourth State of the Nation Address, President Ferdinand "Bongbong" Marcos Jr. said government personnel who steal public funds—such as those for flood control projects—should have some shame. Last week, Marcos launched a website where the public can report on questionable flood control projects. Marcos disclosed that 20% of the P545-billion budget for flood control projects was awarded to only 15% of contractors, five of whom have contracts across the country. Marcos recently sought explanation from St. Timothy Construction Corp. regarding its supposed failed flood control project in Calumpit Bulacan, which was hit by floods, with residents of several barangays forced to wade through flood water for at least two weeks. — BM, GMA Integrated News
