
Rs91bn projects referred to Ecnec: CDWP clears three projects worth Rs10.053bn
ISLAMABAD: The Central Development Working Party (CDWP) approved three development projects at a cost of Rs10.053 billion and referred four projects amounting to approximately Rs91 billion to the Executive Committee of the National Economic Council (Ecnec) for final consideration and approval.
The CDWP met with Federal Minister for Planning, Development and Special Initiatives Ahsan Iqbal in the chair at P-Block Secretariat on Friday. The CDWP meeting discussed a total of seven development projects. Out of these, three projects with a cumulative cost of Rs10.053 billion were approved at the CDWP level. Additionally, four major projects, amounting to approximately Rs91 billion, were recommended to the Ecnec for final consideration and approval.
The meeting was attended by Awais Manzur Sumra, secretary planning, along with members of the Planning Commission, chief economist of PC, federal secretaries, heads of Provincial Planning and Development (P&D) departments, and senior representatives from relevant federal ministries and provincial governments.
CDWP approves 15 uplift projects worth Rs422.704 billion
The agenda focused on development projects across key sectors, including higher education, information technology, physical planning and housing, transport and communications and tourism.
The forum approved two significant projects in the higher education sector following detailed discussions. These include project for the 'Development of the National University of Medical Sciences (NUMS), Rawalpindi' with the cost of Rs3,387.386 million, and 'Establishment of Sukkur IBA University Campus at Mirpurkhas', worth to Rs1,699.052 million.
A project related to information technology sector presented in the meeting namely, 'Gwadar Safe City Project (Revised)' worth Rs4,966.905 million approved by the forum. The project is proposed to be financed through PSDP on a 50:50 cost-sharing basis between the federal and provincial governments. The purpose of Gwadar Safe City Project will result in the development of safety within the city. CCTV for creation of a safer environment reducing acts of vandalism, theft, security threats to strategic places/locations and identification of attacks on members of the public and foreigners. The revision of PC-1 incorporates input from all stakeholders regarding the rationalised project components.
A project related to Physical Planning and Housing presented in the meeting namely, 'Sewerage System from Larechs Colony to Gulshan-E-Ravi, Lahore (Through Trenchless Technology)' worth Rs49.270 billion referred to ECNEC for further consideration. The project is proposed to be financed through foreign funding of Asian Infrastructure Investment Bank (AIIB). WASA Lahore, with financial support from AIIB and technical assistance from Project Management Consultants (JV of EBA-ECSP-EEC-TEAM), is undertaking a major infrastructure upgrade through the construction of a new Trunk Sewerage System in Central Lahore using micro-tunneling technology to replace the outdated sewerage network laid 25–60 years ago. Executed on EPC mode, the project aims to separate sewerage from storm water, minimise disruption, and address urban runoff by laying three major trunk lines: Line-A (7.25 km, 2400 mm diameter), Line-B (6.644 km, 1500–2400 mm), and Line-C (5.337 km, 3500 mm), connecting key disposal stations across Lahore and accommodating future expansions under both WASA and Cantonment Board
jurisdictions.
A project related to tourism sector presented in the meeting namely, 'Punjab Tourism for Economic Growth Project (PTEGP) - World Bank Assisted (Revised)' worth Rs12,472 million referred to ECNEC for further consideration. The project is proposed to be financed through foreign funding of World Bank's loan. The Punjab Tourism project focuses on boosting tourism through four key components: policy and institutional reforms including restructuring of TDCP and skills development, infrastructure and destination development featuring road connectivity, museum upgrades, digital facilities, solar systems, and private sector investment plans; project management and institutional capacity building to support tourism-related departments; and a zero-cost Contingent Emergency Response Component for crisis response.
Two projects related to transport and communications sector presented in the meeting namely, 'Construction of Dualization of Sialkot Eminabad Road up to Kamoki Including Link to Motorway Length: 65.10 Km (Section-I (GhattoRora) to (DharamKot 28.86 km), including link to Motorway (3.6 Km, Length:32.46 Km) in District Sialkot New' worth Rs12,973.025 million referred to ECNEC for further consideration. The project is proposed to be financed on 50,50 cost sharing basis. The proposed road project in Sialkot aims to enhance connectivity between Sialkot city and the National Highway (N-5) by upgrading a key route—starting with a 7 km dual carriageway up to GhattoRora, followed by the dualisation of the remaining single carriageway. Aligned with sectoral objectives of reducing transportation costs and boosting economic development, the project will provide a safer, faster, and more economical route for transporting agricultural and industrial goods, while improving access to remote areas and promoting socio-economic growth through better trade, mobility, and employment opportunities.
Another project of the T&C sector presented in the forum namely, Rehabilitation and Upgradation of Jhaljao–Bela Road (79.89 km) Revised' worth Rs16,219.630 million refereed to ECNEC for further consideration. The revised project envisages rehabilitation/upgradation of 2-lane existing road 79.890 km in length to 6.1 m wide carriageway and 3 m wide shoulders on either side. The project road starts from Jhaljao and terminates at Bela, District Awaran. The road traverses through towns of Augani, Sipai Sing, Chauki and finally terminates at Bela. The project road also passes near famous Sheeran–Farhad Shrine.
The scope of work also includes geometric improvements of existing road, dismantling of existing culverts and construction of new box culverts, rehabilitation of existing bridges, relocation of utilities, and land acquisition as additional 50m (max) right of way where re-alignment has been proposed. The road is under the jurisdiction of Government of Balochistan and NHA has taken up the project as deposit work.

Seasonal butchers on streets with knives, cleavers
Citizens across the city are finding it difficult to get professional butchers to perform the Sunnah of Hazrat Ibrahim (AS). Professional butchers have increased their rates by 30 to 50 per cent this year. Babu Qureshi, a professional butcher from Liaquatabad, explained that the rates for slaughtering animals vary depending on the area and the weight or size of the animal. He noted that professional butchers typically stop taking bookings three days before Eidul Azha. This year, the minimum charge for slaughtering a large, lighter-weight animal on the first day of Eid ranges from Rs20,000 to Rs30,000 and above. On the second day, the rate drops to around Rs18,000, and on the third day, it decreases further to approximately Rs15,000. Rates for heavier animals with excess weight are negotiated before the slaughtering. Professional butchers have taken bookings for multiple animals at the neighbourhood level instead of single animals. Last year, professional butchers charged Rs15,000 to Rs25,000 or more for slaughtering a large animal. This year, the rates for goats and sheep range from Rs8,000 to Rs15,000. On the second and third days, the rates for small animals decrease by 30 to 50 per cent. Qureshi added that professional butchers have prioritised bookings in upscale neighbourhoods where compensation is generally higher. In contrast, many middle- and lower-income areas are turning to seasonal butchers due to the limited availability of skilled professionals. Seasonal butchers-who work on a daily wage basis and take up butchery only during Eid-have stepped in to fill the gap. They offer their services at 30 to 50 per cent lower rates than the professional butchers. These seasonal butchers often work in groups and are more in demand in middle-class areas, where they get better wages. Rush for sharpening People are seen purchasing new tools and getting the old ones sharpened for the preparation of meat after the slaughter. As a result, shops sharpening knives and cleavers are overloaded with huge footfall of citizens. At Al-Karam Square, Mohsin Ali, the owner of a shop that sells and sharpens such tools, said that a wide variety of knives, cleavers (Bugdah) and skewers are in great demand. The prices of new tools for household use have increased by Rs100 to Rs400. Different types of knives are sold for Rs400 to Rs2,500 or more, while the price of a Bugdah ranges from Rs800 to Rs3,000. Most people opt to sharpen their old tools, with sharpening services costing Rs150 to Rs200 per tool. Some individuals purchase tools worth up to Rs3,000 for preparing sacrificial meat. Slaughtering accessories fly off shelves Exponential quantities of date palm mats and baskets were sold for Eidul Azha sacrifice purposes, with vendors reporting brisk sales in the days leading up to the festival. Amir Uddin, a vendor selling mats, baskets, and wooden chopping blocks at Gharibabad, explained that date palm mats are typically used to spread sacrificial meat, while baskets are used for distributing it. This year, on Eid, mats of different sizes were sold for Rs500 to Rs1,000, and baskets were sold for Rs200 to Rs400. Meanwhile, chopping blocks were sold at Rs100 per kilogram, with the smallest ones selling for Rs500 to Rs800. These items are made of wood and are essential for meat distribution and storage. People who perform the Sunnah of sacrifice purchase these items to facilitate the distribution of meat among family, friends, and the needy. Temporary stalls were set up across various city areas to sell these products, providing temporary employment and additional income for many people, including street vendors and artisans who craft these traditional items.

PSDP allocations
EDITORIAL: On 18 May 2025, Prime Minister Shehbaz Sharif constituted a committee to finalise next year's federal Public Sector Development Programme (PSDP) after the ministries formally requested 2.8 trillion rupees for ongoing and new projects while the Planning, Development and Special Initiatives Ministry cognizant of the limited fiscal space requested 1.5 trillion rupees. However, the Finance Ministry grappling with the International Monetary Fund (IMF) conditionalities under the ongoing programme stipulated that it could not allocate more than a trillion rupees for next fiscal year — a proposed amount that is 400 billion rupees lower than what was budgeted in the ongoing fiscal year. It was reported that the Prime Minister directed the finance ministry to increase the allocation though it is unclear whether the IMF would insist on capping it at one trillion rupees. While chairing the Annual Plan Coordination Committee, Ahsan Iqbal, the federal minister for Planning, Development and Special Initiatives, acknowledged that the government is constrained not to increase PSDP next fiscal year in view of the fiscal discipline agreed with the IMF. The meeting was informed that as of 31 May 2025 federal budgeted PSDP had been reduced to 1.1 trillion rupees (or by 300 billion rupees) with 1.036 trillion rupees authorised though only 596 billion rupees had been utilised. The low utilisation rate not only reflects non-release of funds due to fiscal constraints but also to the low absorption rate of our ministries. Thus the actual utilisation amount for the current year indicates that during the first 11 months of the year the shortfall from what was budgeted was a whopping 806 billion rupees, which is not unusual as administration after administration has budgeted an unrealistic amount for PSDP, citing it as indicative of its focus on the people of the country while mercilessly slashing it at the end of the fiscal year to ensure that the budget deficit is sustainable. The PSDP shortfall is one of the highest in recent history; however, this can be explained by the fact that the state of the economy remains fragile notwithstanding the stability achieved with support from the IMF-led multilaterals and the three friendly countries — China, Saudi Arabia and the United Arab Emirates. And this was the focus of Iqbal who reportedly stated that 'we are not just managing a budget — we are shaping the future. The world may see limitations but we see opportunities…together let us rise and lead Pakistan towards sustainable development, economic dignity and national pride' — sentiments that no doubt resonate with the general public full of pride subsequent to the defence forces exemplary performance after India's unprovoked attack on our soil. It is important to note that Pakistani administrations in general and the PML-N governments in particular have emphasised investment in physical infrastructure, which is tangible and therefore considered to generate political support as opposed to social infrastructure, which takes more than a decade to show positive results on the economy. One would, therefore, urge the government to review the reasons behind the China's meteoric rise as an economic superpower with one being the rise in literacy rates. Today the US literacy rate is reported at 79 percent (with 54 percent of Americans only being able to read at grade 6 level) with China registering an impressive 99 percent — a factor that accounts for the Chinese outpacing the US in technological advances (an example being the breakthrough made by the Chinese company DeepSeek, an Artificial Intelligence development firm providing the service at an infinitesimal fraction of the cost of US companies in the field). The country needs long-term investment in social sectors in general and education in particular to ensure long-term sustainable growth and a resilient economy. Copyright Business Recorder, 2025

Govt releases detail of Rs17tr Uraan Pakistan

Photo: PPI The federal government has released details of a five-year development plan — the Uraan Pakistan — estimated at Rs17 trillion, whose objective, according to Federal Minister for Planning Ahsan Iqbal, is to make Pakistan economically self-sufficient. Under the plan, the federal share will be Rs7 trillion, while the provinces will contribute Rs10 trillion. Ahsan Iqbal said the target is to transform Pakistan into a $3 trillion economy by 2047. For this, the development budget for the upcoming fiscal year 2025-26 has been set at Rs4.2 trillion. Under the Public Sector Development Program (PSDP), the government has allocated Rs1 trillion in federal funding. The government has allocated Rs33 billion for the Diamer-Bhasha Dam; Rs35 billion for the Mohmand Dam; Rs100 billion for the Quetta-Karachi Highway; Rs25 billion for the Indus Highway; Rs15 billion for the Sukkur-Hyderabad Motorway and Rs10 billion for Karachi's K-IV water project. In the education sector, the government has earmarked Rs9 billion for Danish Schools and Rs4.3 billion for the Prime Minister's Skills Programme. It has allocated Rs1 billion for the treatment of Hepatitis C and Rs800 million for diabetes. The government has reduced the number of federal projects for the next five years from 1,071 to 800, eliminating low-priority and inactive projects. This reduction is expected to save the national exchequer Rs2.73 trillion. The federal development portfolio has now been limited to Rs12.8 trillion. The government has also established national centers for nanotechnology, quantum computing, and new industries, laying the foundation for the creation of a 'Quantum Valley' in Pakistan. According to the report, inflation dropped from 11.8% to 3.5% by May 2025 while the current account surplus reached $1.9 billion. Remittances also increased by 31%, reaching a total of $31.2 billion and the fiscal deficit decreased from 3.7% to 2.6% By eliminating unnecessary projects, the government saved Rs5.4 billion in April alone and 27 projects were approved or proposed in May 2025. The planning minister said 210 out of 240 PSDP projects have been thoroughly evaluated. Consultations regarding development partnerships were held with the Asian Development Bank (ADB), the Asian Infrastructure Investment Bank (AIIB), and the World Bank.
