HC lens on lack of essential medicines at SCB's Niramaya centres

The division bench comprising Justices S K Sahoo and V Narasingh in its order on Friday observed that poor patients are being forced to purchase costly medicines from private shops due to systemic lapses after the report published in a local daily pointed out that most essential drugs are not available at the Niramaya centre in SCB.
"Patients are being made to wait for hours and are ultimately forced to buy medicines from outside.
In many cases, they simply cannot afford to do so," the bench noted in its order.
The Niramaya scheme is the state's free drug distribution programme aimed at ensuring availability of essential medicines in govt hospitals.
The court also expressed concern over the practice of doctors prescribing medicines on plain paper, instead of the hospital's official pads. "This makes it harder for patients to claim medicines under the scheme," the bench said.
Appearing before the bench in virtual mode, SCB superintendent Dr Goutam Satapathy submitted a detailed status report. He stated that since the scheme's launch on May 1, 2015, 329 types of medicines are being distributed free of cost at six Niramaya counters in SCB, with two more counters — one each at surgery and orthopaedics OPD — in the pipeline.
Satapathy said that while the Odisha State Medical Corporation Ltd (OSMC) is the main supplier, some medicines may go out of stock due to high demand.

"Such shortages are temporary and replenishments are made at the earliest," he said, adding that medicines not available with OSMC are sourced through empanelled shops under the local and bulk purchase schemes for indoor patients.
He further informed the court that the ongoing SCB redevelopment project includes plans for a fully automated drug distribution system using computerised barcoded pneumatic mechanisms.
To improve transparency and reduce patient inconvenience, Satapathy assured the court that digital display boards will be installed at each Niramaya centre to show the real-time availability of medicines alphabetically. "Unavailable medicines will also be marked clearly so that patients do not wait in vain," he added.
However, the bench directed further hearing on the matter on Sept 4.

1 2 Cuttack: Orissa high court has asked the advocates' committee of the High Court Bar Association to revisit the central kitchen of SCB Medical College and Hospital, Cuttack and submit a fresh report, following allegations of preparation of food under unhygienic conditions for patients. The court was hearing the matter based on a report submitted by the committee on Thursday. The report, based on an inspection on June 30, highlighted serious health concerns, including non-functional roti-making machines and unsanitary conditions posing risk to patient health. The court was shown video footage that revealed lapses like kitchen staff collecting rotis without gloves, many without head and mouth covers, and personnel wearing shoes being allowed inside the kitchen area. Taking on record an affidavit filed by the SCB superintendent, the division bench comprising Justices S K Sahoo and V Narasingh asked the committee to submit a fresh report. The matter is scheduled for further hearing on Sept 11. In his affidavit filed on July 29, SCB superintendent Dr Goutam Kumar Satapathy stated that the hospital has 2,772 functional beds. However, a surplus number of patients are being admitted and accommodated beside the beds and are being provided with medical services and food. Indoor patients are being provided with cooked and dry diet thrice a day as per the requirement received from different wards and departments. Satapathy acknowledged the issues raised in the report and stated that food services had been outsourced to a Berhampur-based agency in line with National Health Mission (NHM) guidelines. The agency has been given space, power, and water to operate on the hospital premises. He informed the court that mechanical roti preparation had resumed on July 21 using new machines with conveyor belt roasting. Civil and electrical renovation work in the kitchen, undertaken by the roads and buildings department, is expected to be completed by the end of Aug. Rodent control measures will follow. A meeting of the hospital's diet vigilance committee was held on July 4, where steps to improve kitchen hygiene and efficiency were discussed. The hospital superintendent assured the court that strict hygiene protocols would be enforced. A slip for every visit to KGMU gynae OPD
Lucknow: Patients visiting obstetrics and gynaecology department at King George's Medical University will now receive OPD slip every time they visited, regardless of the doctor they consulted previously. So far, patients were allowed to consult only the doctor they saw initially and no new slip was issued if they wanted to visit another doctor on a different day, which often caused inconvenience, especially in follow-up. Department head Dr Anju Agrawal directed OPD slips for every visit. "Regardless of first registration, patient will now get a valid OPD slip on each visit," she said, adding this would allow patients easier access to doctors without repeated visits or delay. New instructions were issued to all staff at OPD counter and doctors, nurses and paramedical staff have been briefed. Dr Agrawal added that OPD slips for specialty clinics would be available between 2 pm and 4 pm. Services at AIIMS-Patna doctors boycott work after MLA assaults staff, brandishes gun
Healthcare services were affected at AIIMS-Patna on Friday as resident doctors boycotted work in protest against Sheohar MLA Chetan Anand's alleged highhandedness. Emergency, OPD and other services were affected as a result of the boycott.(PTI ) In a letter to the medical superintendent of AIIMS-Patna, the Resident Doctors' Association (RDA) sought legal action against Anand and the deployment of security personnel on the hospital premises. "The MLA, his wife and his armed guards forcibly entered the hospital area, physically assaulted security staff, threatened resident doctors with death and brandished a firearm within hospital premises. A hospital guard was brutally injured and resident doctors were subjected to threats and abuse inside their own workplace," the RDA alleged in the letter. Emergency, OPD and other services were affected as a result of the boycott. On the other side, Anand, the RJD-turned-JD(U) legislator, had lodged a police complaint, alleging that staff members of AIIMS-Patna misbehaved with him and his wife during a visit to the hospital on Wednesday night. On Thursday, he told PTI that he and his wife were mistreated by hospital staff when they went to visit a supporter admitted to the facility. "My wife and I went to see one of my supporters admitted at AIIMS on Wednesday night. I was not allowed to enter the hospital with my security guard. This prompted my wife to intervene," he said. "At that moment, other staff members came and started misbehaving with my wife. They literally thrashed her. I had to intervene. My wife sustained injuries to her wrist and back. I was also held hostage by the staff for some time. Finally, we went to the local police station and lodged a complaint," he added. The MLA's mother, Lovely Anand, is the JD(U) MP from the Sheohar Lok Sabha seat. Meanwhile, an FIR was registered on the basis of the complaint filed by AIIMS-Patna administration on Thursday night, said GS Alam, the SHO of the Phulwari Sharif police station. "Earlier, a complaint related to the incident was filed by the opponent party as well. Now, the matter is being investigated," he said.
