Himachal Minister Vikramaditya Singh warns action over poor dept work, says inefficient contractors to be blacklisted
Shimla (Himachal Pradesh) [India], May 19 (ANI): Himachal Pradesh Minister Vikramaditya Singh on Monday raised concerns over the underperformance of certain departments despite significant funding received by the state.
'I am concerned that we are getting so much money in the state, despite that, the performance of our department has its shortcomings in many places,' Singh said while addressing the media in Shimla.
Highlighting key issues, he pointed to delays in obtaining land and Forest Conservation Act (FCA) clearances as major obstacles in project execution.
'Land is not available in many places; the FCA has not worked on time due to the clearance of the case,' he noted.
The minister also cited inefficiency among contractors and department officials as reasons for poor performance. 'I saw that the performance is not up to the mark because of inefficient contractors, or our department officials and engineers,' he said, referring to his recent state-wide review meetings.
To improve accountability, Singh said he has instructed officials to introduce a performance indicator system. 'I have ordered that performance indicators be made: red, green and yellow,' he stated.
Issuing a warning, he added, 'I have clearly told them that where performance is not good, action will be taken against them. Contractors will be blacklisted.'
Meanwhile, the Public Works Department (PWD) Minister of the Himachal Pradesh government, Vikramaditya Singh, said that the department was all set to start the Pradhan Mantri Gram Sadak Yojana (PMGSY) stage four once it was approved by the Union government.
After meeting the Union ministers during his recent visit to Delhi, he addressed a press conference in Shimla.
Singh detailed Himachal Pradesh's progress under the PMGSY, highlighting key milestones achieved in road infrastructure in rural and remote areas of the state.
'Our government made sustained efforts to strengthen the road network across Himachal, especially in remote and backward regions where all-weather connectivity was crucial,' Singh said.
He reported that under PMGSY-III, 3,100 kilometres of roads and 43 bridges had already been sanctioned, with projects spread across Mandi, Kangra, and Hamirpur districts.
'We executed PMGSY-III projects worth Rs 345 crore. Our goal was to complete these within 18 months. Already Rs 802 crore had been spent, and by the end of 2024-25, Rs 650 crore more was expected to be utilised out of the Rs 905 crore budget,' he said.
Singh further shared that meetings with the Minister of State for Rural Development had yielded positive responses. (ANI)

Mohali court remands YouTuber Jasbir Singh to 2 days of police custody. What are the charges against him?
Three days after being arrested on espionage charges, a Mohali court on Saturday remanded YouTuber Jasbir Singh to two days of police custody, reported ANI. According to the report, Jasbir Singh alias Jaan Mahal (41) is a resident of Village Mahlan in Rupnagar. He has been operating a YouTube channel "JaanMahal Video" with over 11 lakh subscribers and posting travel and cooking vlogs. Commenting on Jasbir's remand, his lawyer said, as quoted by ANI, "The police had asked for 7 days remand... We asked the police through the court what they did in 3 days. Today, he has been sent to a 2-day police remand." The police further alleged that Jasbir maintained close contact with Haryana-based YouTuber Jyoti Malhotra, who was earlier arrested for espionage. Also, Jasbir even maintained close relations with Ehsan-ur-Rahim alias Danish, a Pakistani national and expelled Pakistan High Commission official, as alleged by the police. The Punjab Police's State Special Operation Cell (SSOC), SAS Nagar, on Wednesday arrested Jasbir Singh for spying for Pakistan's Inter-Services Intelligence (ISI), Director General of Police (DGP) Punjab Gaurav Yadav said in an official statement. DGP Gaurav Yadav had said that Jasbir was found associated with Pakistani Intelligence Operative (PIO) Shakir alias Jutt Randhawa, which is a part of a terror-backed espionage network. The DGP further added that Jasbir maintained close contact with Haryana-based YouTuber Jyoti Malhotra and Ehsan-ur-Rahim alias Danish. Among other things, DGP Yadav said Jasbir attended the Pakistan National Day event in Delhi on Danish's invitation, where he met Pakistani Army officials and vloggers. The senior police official added the accused travelled to Pakistan on three occasions, including in 2020, 2021 and 2024, and came into direct contact with ISI officers. He was recruited then to carry out espionage activities within India. Concluding his statement, DGP Yadav said Jasbir attempted to erase all traces of his communications with these PIOs to avoid detection, following Jyoti Malhotra's arrest. Meanwhile, investigations are underway to dismantle the broader espionage-terror network. A report by NDTV stated that the ones who are currently facing espionage charges include 25-year-old Patiala's Khalsa College student Davendra Singh Dhillon, 24-year-old security guard in Haryana Nauman Ilahi, 28-year-old health worker from Gujarat Sahdev Singh Gohil, Arman and Tarif from Haryana, and Rajasthan government employee from Jaisalmer Shakur Khan. All the above mentioned people have been arrested on espionage charges and their links with Pakistan's ISI.

Uttarakhand: Chamoli farmers reap benefits of PM-KISAN scheme, thank central govt
Chamoli (Uttarakhand): Farmers in Uttarakhand's district of Chamoli are witnessing tangible economic improvements, thanks to the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme, a flagship initiative of the Central Government that provides direct financial support to small and marginal farmers. Under this ambitious scheme, eligible farmers receive Rs 6,000 annually in three equal installments of Rs 2,000, directly credited to their bank accounts through Direct Benefit Transfer (DBT). To date, Prime Minister Narendra Modi has released 19 installments under the scheme, and Chamoli has not remained untouched by its impact. According to official data, 48,664 farmers in the district are actively benefiting from PM-KISAN. The scheme has not only eased the financial burden of farmers but has also contributed significantly to agricultural productivity and self-reliance. IANS visited Chamoli and spoke with several beneficiaries to understand how this initiative has impacted their lives. Hori Lal, a beneficiary, expressed gratitude for the assistance: 'I am getting money under this scheme. I want to thank the central government. It has really helped us.' Harish Lal, another farmer, said, 'This money helps us buy seeds and pesticides. I want to thank PM Modi for bringing such a scheme to life.' Pradeep Kumar echoed similar sentiments, saying, 'I am receiving the money in regular instalments. It's a big help for farmers like us. Thank you to the Prime Minister.' PM-KISAN, launched in 2019, is designed to supplement farmers' incomes. It aims to ensure dignified livelihoods, reduce dependence on informal credit, and boost agricultural efficiency. The transparency and reliability of DBT ensure that the funds reach the intended beneficiaries on time, without middlemen or delays. The latest, 19th instalment was released in February 2025 and benefited more than 9.8 crore farmers across the country, including 2.4 crore women. Earlier, instalments were disbursed in October 2024 and June 2024. With the 20th instalment expected in June 2025, anticipation is building among farmers as the scheme continues to support their efforts on the ground. Though the official release date and location are yet to be announced, it is expected that Prime Minister Modi will again preside over the disbursement ceremony.
