Len Talif: Mangrove licence holders statewide will need Permit to Enter Coupe before beginning operations
KUCHING (May 23): Mangrove licence holders across Sarawak will soon be required to apply for a Permit to Enter Coupe (PEC) before they can begin operations, said Datuk Len Talif Salleh.
The Deputy Minister of Urban Planning, Land Administration and Environment said at present, PEC is already being enforced in the Sarikei area, particularly the Rajang Basin.
He explained that the PEC is an official document issued by the Sarawak Forest Department to logging licence holders, including those with mangrove licences, before they are allowed to operate.
'The PEC is part of the management and control process for logging operations, ensuring that all related activities are carried out legally and in compliance with established regulations and standard operating procedures.
'Before a PEC is issued, licensees are required to submit a Forest Engineering Plan, which includes a General Harvesting Plan and a Detailed Harvesting Plan.
'However, for mangrove licence areas, only the General Harvesting Plan is required,' he said during the question-and-answer session in the State Legislative Assembly (DUN) here today.
He pointed out a PEC is valid for nine months and allows licensees to commence logging within designated harvesting blocks, ensuring that all activities are regulated and systematic.
He was responding to a question from Azizul Annuar Adenan (GPS-Tanjong Datu), who had asked about PEC enforcement for mangrove licence holders.
Len Talif said the Forest Department held a PEC briefing session for mangrove licence holders on Feb 10 at the Kuching Regional Forest Office.
'The renewal of mangrove licences must comply with DF Circular No. 2/2019 (Restoration Programme within Licensed Area), which requires replanting of mangrove trees in equal or greater numbers than those harvested.
'Starting from the Sarikei area, particularly in the Rajang Basin, and eventually be enforced throughout Sarawak,' he said.
When responding to a supplementary question, Len Talif outlined the key benefits of PEC enforcement for mangrove areas.
'First, it ensures that mangrove wood resources in Sarawak are managed systematically and sustainably by limiting logging areas based on a reasonable harvesting cycle and enforcing a minimum cutting diameter of no less than 10cm DBH (diameter at breast height),' he explained.
He noted that extraction is monitored through pre-harvest stock inventories, helping to prevent over-harvesting and ensuring long-term resource availability.
'This is also to prevent logging outside licensed areas and curbs illegal logging activities in mangrove forests,' he said.
In addition, Len Talif said the PEC framework will enhance coastal conservation efforts and strengthen governance in mangrove forest management, aligning with Sarawak's climate change mitigation strategies.
'Ultimately, it ensures that mangrove logging is carried out in a controlled and orderly manner, minimising ecological impact while supporting the sustainability of the mangrove wood industry and the socioeconomic wellbeing of local communities,' he added. lead Len Talif Salleh Permit to Enter Coupe

Abang Johari shares memories of his late wife at the Sarawak Women's Day 2025 celebration in Kuching. — Photo by Chimon Upon KUCHING (Aug 2): Premier of Sarawak Datuk Patinggi Tan Sri Abang Johari Tun Openg paid a heartfelt tribute to his late wife, Puan Sri Datuk Amar Juma'ani Tuanku Bujang, whose quiet wisdom and graceful presence left a lasting impact on his life and leadership. Speaking at the Sarawak Women's Day 2025 celebration held at the new State Legislative Assembly (DUN) Complex here today, Abang Johari shared how Juma'ani, though never seeking the spotlight, played a fundamental role behind the scenes, shaping him with her subtle yet meaningful advice. 'She was never one to correct me in public. If she had something to say, she would wait until we were alone, usually in the car on the way home,' he said. He recounted one such moment that remained etched in his memory — a quiet lesson in grace and consideration during a formal dinner event. He said they were often invited to official functions, particularly dinners. On one occasion, after finishing their meal, he stood up and left, prompting others to follow suit. 'In the car, she gently told me, 'Bang (referring to Abang Johari), next time don't stand up so quickly. Look to your left and right first. We've already had our dessert, but others are just being served. When we get up, everyone else follows and they might miss their dessert. Though a small gesture, he said her words stayed with him. 'That was her character. She was quiet, but her words made you reflect. 'Ketek sikit ajak berasa you' (just a little nudge, and you feel it),' he said. He shared that it had been 40 days since her passing. During the event, Abang Johari was accompanied by his daughter, Dayang Norjihan. On June 23, 2025, corresponding to 26 Zulhijjah 1446H, Juma'ani passed away at 3.34am at Normah Medical Centre here. She was laid to rest at the Samariang Muslim Cemetery The daughter of Sarawak's second Yang di-Pertua Negeri, Tun Tuanku Bujang Tuanku Othman, Juma'ani married Abang Johari on Feb 26, 1977. Rewilding project at Sg Lemidin signifies long-term mangrove restoration
Len Talif steals a glance at the camera while planting a tree during the ceremony at Sungai Lemidin, held to mark the launch of SFC's 'mangrove rewilding' project. — Photo by Roystein Emmor KUCHING (July 29): Sarawak Forestry Corporation (SFC) has launched an on-the-ground 'mangrove rewilding' project at Sungai Lemidin in Kuching Wetland National Park, which will involve the planting of 2,000 mangrove trees across two hectares of degraded wetland area. The initiative is part of the corporation's long-term plan to restore the vital mangrove ecosystems and also to strengthen Sarawak's environmental resilience against climate change. According to Deputy Minister of Natural Resources and Urban Development Sarawak Datuk Len Talif Salleh, the restoration project reflects the state's commitment to safeguarding biodiversity, while promoting sustainable development. 'This effort shows what we can achieve through cooperation and long-term planning. 'Our natural heritage is a valuable asset, and it is our responsibility to restore and protect it for future generations,' he told reporters after officiating at a tree-planting ceremony, meant to mark the launch yesterday. Len Talif also said that the project launch was held in connection with the International Day for the Conservation of the Mangrove Ecosystem, observed annually on July 26. 'The date highlights the importance of mangrove forests in supporting marine life, protecting shorelines and serving as natural carbon sinks.' Meanwhile, in a press statement, SFC stated that this rewilding effort meant to be aligned with Sarawak Biodiversity Master Plan, which was launched by Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg earlier this year. 'The plan was developed in partnership with United Nations Development Programme (UNDP) Malaysia and outlines a whole-of-government approach to biodiversity conservation.' SFC also said that the project meant to support Sarawak's Post-Covid-19 Development Strategy (PCDS) 2030, which places environmental sustainability and green growth among its key development pillars. 'Mangrove restoration contributes to these goals by improving biodiversity, creating green jobs and building ecological resilience in vulnerable coastal regions. 'It will continue to monitor the restoration site and explore the expansion of similar efforts to other suitable locations across the state. 'The initiative is also supported by Mubadala Energy through a collaboration agreement signed in November last year,' said SFC.

Six families allowed to resettle on two-acre settlement
Published on: Tuesday, July 08, 2025 Published on: Tue, Jul 08, 2025 By: Ricardo Unto Text Size: 'A land acquisition declaration under Section 3 of the Land Acquisition Ordinance (Cap 69) was published in the Government Gazette (G.N.210/2025) on June 5 this year and repeated on June 12 this year,' Hajiji (left) told the State Legislative Assembly on Monday, in response to a question from Azhar (right). Kota Kinabalu: Six families from Kampung Nelayan 1 in Likas who lost their homes will be allowed to resettle on a two-acre site that has been gazetted for village housing purposes, said Chief Minister Datuk Seri Hajiji Noor. He clarified that the land, identified as CL.015669799, belongs to MLGH (Sabah) Sdn Bhd and not Rimdaya Sdn Bhd, as previously assumed. 'A land acquisition declaration under Section 3 of the Land Acquisition Ordinance (Cap 69) was published in the Government Gazette (G.N.210/2025) on June 5 this year and repeated on June 12 this year,' he told the State Legislative Assembly on Monday, in response to a question from Darau Assemblyman Azhar Matussin. Hajiji said a letter granting entry to Kota Kinabalu City Hall (DBKK) to take over the site for resettlement purposes, as well as a compensation offer to MLGH (Sabah) Sdn Bhd, was issued on June 30 this year. 'This means the six families can be relocated to part of the two-acre area designated for settlement, and DBKK will prepare the site layout plan,' he said. When asked in a supplementary question by Azhar about when residents could begin rebuilding, Hajiji replied that it was up to DBKK and the villagers themselves. 'As I mentioned, the land has already been gazetted, so it is up to DBKK and the villagers to enter the area at any time, as the layout and planning procedures are ready,' he said. * Follow us on our official WhatsApp channel and Telegram for breaking news alerts and key updates! * Do you have access to the Daily Express e-paper and online exclusive news?
