JOHANNESBURG - ActionSA says it has not had much engagement with the African National Congress (ANC) since assisting it to pass the previous budget. ActionSA, which is not part of the Government of National Unity (GNU), voted with the ANC to pass the April budget, which was later set aside by the Western Cape High Court.
On Wednesday afternoon, Finance Minister Enoch Godongwana will make a third attempt to table a budget in Parliament.

As the rain poured in Cape Town ahead of the budget speech, ActionSA seems to have been left out in the cold. The party's parliamentary leader, Athol Trollip, said they only worked with the ANC to avert a crisis, not to enter the GNU. "We really don't care what it looks like, we have a government of national unity (GNU), they are going to use their majority to pass the budget and that's fine because they need to implement the budget, this is their baby and while they do that, they need to consider the massive unemployment programme in the country." Trollip said they were expecting more money to be allocated to the South African Revenue Service (SARS) so it can go after tax evaders.
He said government should also consider cutting the bloated GNU cabinet and its perks.

ActionSA-ANC slams Zille's plans for Joburg: ‘They do not believe in black excellence'

A political expert believes that Zille could be the right person to fix Johannesburg. ActionSA leader Herman Mashaba said he is shocked by Helen Zille's dream to become the next mayor of Johannesburg. The DA's federal council chairperson is considering putting her hand up to become mayor of the City of Johannesburg after next year's local government elections. According to weekend reports, Zille has been approached by some people in the DA who want her to take up this position. Black excellence in the DA In an interview with The Citizen on Sunday, Mashaba stated that this clearly shows the DA has no confidence in black leadership. 'This is deeply concerning that Helen and the DA thinks that they cannot find a single black person in this province to take over this responsibility. 'These people do not have confidence in black leaders. They have proven beyond reasonable doubt that they do not believe in black excellence,' he said. Controversy around service delivery in townships He said Joburg's townships would suffer under the leadership of a DA mayor. 'These people are under the impression that South Africa can be rescued by white people. 'If she becomes mayor the people of Soweto and Alexandra can forget about getting services,' he said. Can Zille get the numbers? Mashaba said he does not believe that Zille will become the mayor of Johannesburg because the DA has allegedly failed to function in a coalition in Johannesburg. 'She will never the get the numbers to govern on her own and I do not see her even getting support from the black communities,' he said. Can the ANC fix Johannesburg? Meanwhile, ANC regional secretary Sasa Manganye said he believes the ANC is the only party that can fix the City of Johannesburg. 'Joburg has been messed up by the DA when they took over in 2016 that is when the City even started having financial problem. How will Helen fix Johannesburg. They had an opportunity to govern Joburg and they failed,' he said. Manganye said the party hopes to retain the mayoral position beyond the 2026 local government elections. 'As the ANC we are in the right direction to fix the City and even the president is supporting our efforts in fixing the City. We will be able to put order in a number of areas and we have a number of priority, including the water issues,' he said, ALSO READ: 'Deception': Who really won the VAT fight? Political analyst weighs in Theo Neethling, a political analyst from the University of Free State (UFS), says there are positive and negative aspects to Zille's candidacy for the position of mayor in Johannesburg. 'Helen Zille has proven experience at all three levels of government and is one of the most experienced and respected politicians in South Africa. 'In my opinion, she was the most successful mayor of a metro in South Africa since 1994 and managed the city of Cape Town with great competence and efficiency. 'In 2008, she deservedly received the 2008 World Mayor Prize, which considers outstanding mayors from all over the world for the award,' he said. Neethling said he believes Zille might be the right person to fix the dilapidated city of Johannesburg. However, he said Zille's ability to lead Johannesburg will depend on the DA's performance in the upcoming municipal election. 'The DA currently stands at 26%, still behind the ANC which is at 34%, and the city will, in all likelihood, once again be governed by a coalition. 'Coalition politics in Gauteng is marked by a high degree of political turbulence, and the question is whether she would be stepping into a position that is vulnerable to potentially unstable coalition politics,' he said. The Citizen had reached out to DA spokesperson Willie Aucamp regarding some of the comments made by the ANC and ActionSA. This article will be updated as soon as the comments are received. Transformation is non-negotiable: Ramaphosa defends BEE as an engine of growth

President Cyril Ramaphosa has defended BEE as an engine of growth. Image: GCIS President Cyril Ramaphosa delivered a forceful defence of Black Economic Empowerment (BEE) on Friday night, calling out its critics and questioning whether their opposition stems from fear or envy. Speaking at the Black Business Council's annual summit gala dinner at the Radisson Hotel and Convention Centre in Kempton Park, Ekurhuleni, Ramaphosa doubled down on the government's unwavering support for transformation policies aimed at redressing South Africa's deep-rooted inequalities. He reaffirmed plans to convene a national dialogue focused on tackling the country's most urgent socio-economic challenges — a process he said will be vital in shaping an inclusive and sustainable future. Ramaphosa argued that real economic growth will only be possible through meaningful transformation while highlighting the significance of the proposed Government of National Unity (GNU). 'Fundamental economic transformation is vital to the growth of our economy and the progress of our nation. This transformation is necessary if we are to unlock the capabilities of all our people and realise the full potential of our economy,' he said. He positioned the GNU as a platform for uniting stakeholders behind bold reforms that can drive change. 'Transformation is not a hindrance to growth — it is the engine of growth,' Ramaphosa said, underscoring the role of legislative tools such as the Broad-Based Black Economic Empowerment (BBBEE) framework and the Employment Equity Act in building a more equitable economy. 'We must dispense with the false choice that we are urged to make between growth and transformation. Transformation is vital if growth is to be meaningful, inclusive and sustainable. 'Growth is essential if we are to effectively transform our economy. Our task is to ensure that we pursue both growth and transformation, in concert, with more vigour and to greater effect,' he said. Next Stay Close ✕ While acknowledging progress, the president was candid about the stark racial disparities that persist. He noted that the average income of white households remains nearly five times higher than that of black African households — a gap that, in his view, underscores the continued need for aggressive policy intervention. 'We need to challenge the notion that black economic empowerment is a cost to the economy. We need to demonstrate that it is an investment in the economy. 'Now is not the time to abandon the measures we have put in place to drive is the time to move forward with greater purpose and ambition. 'We must use the lessons we have learned over the last 30 years to make our empowerment policies and programmes more meaningful and more impactful. 'They must be ever more effective drivers of inclusive growth and employment,' Ramaphosa said. IOL Politics

Auditor-General denies corruption claims in Free State audits

Auditor-General Tsakani Maluleke has denied corruption allegations brought by ActionSA. Image: Thobile Mathonsi/Independent Newspapers Auditor-General of South Africa (AGSA), Tsakani Maluleke, has strongly denied allegations of corruption involving some of its auditors in the Free State province, following claims brought forward by ActionSA. ActionSA stated it had received reports from whistleblowers alleging that senior AGSA officials in the province colluded with employees and consultants from Centlec—a municipal electricity distributor—to manipulate audit outcomes. The allegations suggest that audit reports were deliberately altered to conceal evidence of widespread financial mismanagement and fraud within the Mangaung Metropolitan Municipality. Maluleke responded firmly, defending the integrity of the institution and its auditing processes. She emphasised that AGSA audits were conducted under rigorous internal and external review mechanisms, designed to uphold the highest ethical and professional standards. 'They also undergo strict independent quality reviews by independent industry regulators such as the Independent Regulatory Board for Auditors (IRBA), 'In line with International Standards on Auditing (ISA) that we adhere to, our audit processes are such that no single person can conclude and audit alone, as there are several stringent internal and external review mechanisms that all our auditors must adhere to,' she said. There is currently no evidence to support claims of collusion between AGSA auditors in the Free State and municipal officials, Maluleke stated. 'We therefore call on those who have concrete evidence of impropriety to submit it through our complaints process to enable the AGSA to investigate it,' she said. Video Player is loading. AGSA immediately initiated an internal assessment and informed the appropriate municipal authorities of its findings. AGSA reaffirmed its constitutional mission to audit public sector organisations without fear or favour, as well as its dedication to accountability and openness. 'We therefore call on those who have concrete evidence of impropriety to submit it through our complaints process to enable the AGSA to investigate it,' the statement read. IOL Politics
