on Monday opened applications for five-year integrated honours degrees, including BA LLB, BBA LLB, BCom LLB, and BCA LLB, offered by the School of Excellence in Law. Aspirants can apply through the university's website, www.tndalu.ac.in, until May 31.Candidates with 70% and above in Class XII exams are eligible to apply for these programmes.
For SC/ST candidates, the eligibility mark is 60%. "Candidates aspiring to study BCom LLB (Honours) must have studied commerce or an equivalent subject related to commerce, and candidates aspiring to study BCA LLB must have studied computer science or an equivalent subject in higher secondary," a release from the university registrar said.These four courses offered by the School of Excellence in Law have a combined strength of 624 seats. About 26 law colleges, including 15 govt law colleges, will offer the BA LLB degree course throughout the state. Candidates should have a minimum of 45%, and SC/ST candidates need to obtain a minimum of 40% marks to be eligible to apply for the programme. There are 2,400 seats available for law counselling this year.The university will prepare a merit list based on Class XII exam scores in four subjects, excluding the language papers. Based on the cut-off marks, the university will release a rank list and conduct admissions through online counselling. There is no age limit for applying for law degrees according to the Supreme Court's order.Last year, the university received more than 20,000 applications for law admissions counselling. This year, the university expects a similar number of applications for the 2025-26 academic year. Tamil Nadu Dr Ambedkar Law University V-C convener committee chairperson Justice V Bharathidasan launched the registrations of applications on Monday.The university also said it would issue a separate notification for three-year LLB (Honours), three-year LLB (affiliated), and two-year LLM (CBCS) separately on the university's website, www.tndalu.com.

The bench also ordered the formation of a Citizen Advisory Board (CAB) within four weeks and banned the implementation of any project in Noida without environmental clearance from the SC's green bench. Under the 1970 Act, UP govt is empowered to nominate five members to the Noida Authority's board, a provision that allows direct citizen representation. However, over the successive years, none of the industrial development authorities in the state has implemented it. Deodatta Sharma, chairman and CEO of Noida Authority between 2004-2005, told TOI that Noida Authority was originally formed in 1976 to shift industries from Delhi and decongest the capital. "However, over the years, Noida evolved into more of a residential and commercial hub. Currently, all land under the Noida Authority is on lease, and it charges lease rent either annually or for the full tenure to maintain and develop infrastructure for the city," Sharma said. "With the SC expressing concern over transparency and public participation, the state can get a study done to identify the best practices worldwide and incorporate them here," Sharma added. Brijesh Kumar, who also served as CEO of Noida Authority for a short period, said while the state or the Noida Authority board can form a citizen advisory board through an administrative order, setting up a metropolitan council would require amendments to Industrial Area Act. In the early 2000s, he said, Greater Noida had set up a neighbourhood council for CEOs to interact with residents for suggestions and feedback. "The practice, however, did not last for long," he said. Kumar said it is for the state to decide how much administrative or financial power such a council can enjoy. "The industrial authorities, being autonomous, can retain core operations, but such a council could bring more public participation," Kumar, also a former chairman and CEO of Greater Noida (1998-2002), added. Between 1966 and 1990, Delhi metropolitan council had functioned as the deliberative wing of the Delhi administration, with positions such as leader of the house, leader of the opposition, whips, and presiding officers, but without full legislative powers. Alok Singh of Active Citizen Forum, residents have long been demanding representation on the Authority's board. "Citizens are never consulted on what the city needs. Instead, projects are imposed on us, many of which prove useless. Residents are connected to the ground and know the city's needs better." Since 2022, the forum has written to the Greater Noida Authority on several occasions seeking an authority-citizen committee and urged that the model be adopted by all industrial authorities in the state. SC slams NHAI over toll collection and poor roads
New Delhi: The Supreme Court on Thursday pulled up the National Highways Authority of India (NHAI) for collecting toll from commuters despite unfinished roadworks and chronic traffic snarls, asking why citizens should be made to pay for poor infrastructure. How do you start collecting tolls even without completing the roads?' a bench of Chief Justice of India (CJI) Bhushan R Gavai and Justice K Vinod Chandran remarked, while hearing NHAI's appeal against an August 6 Kerala high court order suspending toll collection at the Paliyekkara toll plaza for four weeks. The high court had castigated NHAI for 'total apathy' in addressing public grievances over persistent congestion along the Mannuthy-Edappally stretch of National Highway 544, and held that the authority could not demand user fees while breaching the 'tie of public trust' that governs its relationship with road users. At the outset in the Supreme Court, solicitor general Tushar Mehta, appearing for NHAI, pointed out that the highway concessionaire had also filed an appeal, which was due to be heard next week. He suggested that both matters be taken up together. But the bench immediately turned to the state of the roads, noting that they were in 'such a bad condition everywhere' that the very basis for collecting toll was questionable. Mehta sought to distance NHAI from direct toll collection, saying that the operation and management were the concessionaire's responsibility. Counsel for the concessionaire added that five 'black spots' identified by the authorities were outside the scope of the concessionaire's work, and that the high court itself had recorded compliance with all contractual norms. The bench was unconvinced. 'You should have planned for intersections and other measures before starting to collect tolls…You start collecting tolls even before the roads are ready,' it remarked. Mehta responded that work was underway to address the black spots, with underpasses and overbridges being constructed. The bench, however, pointed out that there were bottlenecks on the stretch identified in the high court's order, and even ambulances could not pass. 'In any case, the high court has stopped toll collection for four weeks. Resolve this. You are wasting time filing appeals,' the court said. The CJI also noted his own recent experience travelling on the highway, saying there were bottlenecks along the route. Mehta attributed some of the congestion to service road blockages caused by ongoing construction to fix the black spots, and requested the matter be listed the following week so he could present maps and photographs. The bench was critical of NHAI's delay in responding to the high court's concerns. 'The court has been after you since February, but you did not respond. That is how this order came to be passed,' it said, referring to reports in Malayalam newspapers about a man who left at 6am to attend his father-in-law's funeral but could not travel the next 30 kilometres until the afternoon, leading to a confrontation with those managing traffic. 'You must see it to believe it. Why should citizens be put to unnecessary hardship? It is for the NHAI and the concessionaire to resolve their dispute,' the bench added. The matter will now be heard on August 18. In its August 6 decision, the Kerala high court ordered the suspension of toll collection at Paliyekkara for four weeks, directing the Union government to address public grievances in consultation with NHAI, the state chief secretary, and the concessionaire. It criticised NHAI for ignoring repeated reminders since February 2025, despite the public being obliged to pay for using national highways. The court underscored that NHAI's duty to ensure smooth traffic without obstructions was integral to its right to collect tolls. 'The moment public trust is breached, the right to collect toll fees cannot be forced on the public,' it said. The Centre had contended that the issue was limited to a 4.8km stretch, with the rest of the 65km highway unaffected, and assured the high court it would resolve the problem at the earliest. However, the high court found a clear breach of public trust and ruled that toll collection could not resume until remedial action was taken.

‘BMC didn't follow policy in tenancy transfer to woman'
Mumbai: Bombay High Court has rapped the BMC for not following procedure in its policy for transferring tenancy to a woman of a shop-cum-residence in a Worli building that was razed for redevelopment. "There was no reason for the municipal corporation to unnecessarily stick to the stand that unless an NOC (no objection certificate) of all legal heirs are produced, transfer cannot be effected. When a policy provided for a practical way out, the municipal corporation has, for reasons best known to them, adopted the usual 'we will not do it, let the court do' approach which has resulted into unnecessary litigation of this kind,'' said Justice Milind Sathaye in Wednesday's verdict. The woman appealed against the Feb 2002 civil court's order that dismissed her suit holding that the BMC proved that as per its Jan 1989 policy a tenement cannot be transferred without consent of all legal heirs and that the right to occupy is jointly owned by all the legal heirs. The woman lived with her mother in a 360-sq-ft BMC-owned premises with her tenant-mother who died in Sept 1984. The BMC insisted on an NOC from other legal heirs to transfer the tenancy to her name. Three married sisters objected that she does not have exclusive right to tenancy. The BMC must adopt a procedure "conducive to quick disposal of applications like transfer of tenancy which supports overall development. .. The practical aspect under the applicable policy was totally missed by the learned trial judge." Justice Sathaye quashed and set aside the lower court's order and directed the BMC to transfer the premises to the woman as per procedure. Referring to an Aug 2022 order, where she was directed to vacate and hand over the premises to the developer, the judge said she will be entitled to occupy the permanent alternate accommodation subject to undertaking that she shall not sell, transfer, alienate or create third party rights and will be bound by any suit filed by her sisters for declaration of share/right.
