TfL passengers lose out on Oyster railcard discounts after union order
The RMT union said the move was because 'errors' by members had led to 'disciplinary action'.
The move by the RMT – seen as one of the more militant unions – will see passengers forced to pay higher off-peak fares unless they travel to stations not on the London Overground.
It comes after warnings that the UK faces a 'summer of discontent' from unions following the long-running bin strike in Birmingham that has left rubbish piled high on the city's streets.
Labour offered billions of pounds worth of pay rises to unionised public sector workers last year, forcing Rachel Reeves, the Chancellor, to raise taxes in the Autumn Budget.
A copy of the RMT London Overground branch members' magazine, called Orange Is The New Black, revealed how the ban on loading discounts came about.
'We are aware that some members, including agency colleagues, have been performing this task in isolation. Unfortunately, some have faced disciplinary action for errors made while carrying out a duty strongly advised against by the union,' it said. 'Our stance remains clear: this is not part of the roles we do.'
It went on to claim that Arriva Rail London, the Overground operator, had told staff to 'apologise and inform [passengers] that you are unable to do that activity' if asked to add discounts to Oyster cards.
This, the newsletter said, only came about following pressure from RMT shop stewards who said it was not part of unionised staff's jobs to help passengers obtain discounts, although a company spokesman denied that such an instruction had been given.
Adding Railcard discounts to an Oyster card is only possible if a staff member does it for you, according to the Transport for London (TfL) website. Railcards, such as Two Together or the Network Railcard, typically offer a one-third discount that applies to off-peak train travel.
They can be loaded onto an Oyster card so the discount is applied to pay-as-you-go daily fare caps as well as Oyster Travelcard fares.
A spokesman for Arriva Rail London said: 'London Overground employees have not been instructed to avoid applying discounts to Oyster cards. It has been acknowledged that this is not part of their job description, therefore we do not expect or request that colleagues undertake this task.
'We know that several colleagues are willing to perform this task for the benefit of our customers. We are therefore making training available for colleagues who wish to undertake this task at certain locations.'
Rail union militancy has soared in the past few years, with the Government handing train workers 15 per cent pay rises last summer in an effort to quell ongoing strikes.
That move backfired after train drivers, typically the highest paid staff in the industry, banked the backdated pay increases and stopped accepting overtime shifts, triggering cancellations over the winter.
Hull Trains has been beset by strikes organised by Aslef, the drivers' union, after one of its members was sacked for falling asleep while driving 125mph long distance services. Internal letters seen by The Telegraph revealed that the individual had a history of doing so, and had been supported by bosses previously.
Although a 56-day strike was called by Aslef over the sacking, the effect has been confined to minor disruption to the company's timetables.
The RMT did not respond to a request for comment.

Kingsmill and Hovis agree £70m merger in competition test for Reeves
Kingsmill and Hovis have agreed to a £70m merger to create Britain's biggest bakery, testing the competition watchdog's resolve after pressure from Rachel Reeves to approve more deals. Associated British Foods (ABF), which owns Kingsmill through its Allied Bakeries division, on Friday said it planned to purchase rival baker Hovis from its private equity owner, Endless. The deal will create the UK's biggest bread company, overtaking the current market leader, Warburton's. It comes as both Hovis and Kingsmill have struggled with profitability amid falling demand for sliced loaves in recent years. ABF's tie-up must be approved by the Competition and Markets Authority (CMA), which is under pressure from the Government to wave through more mergers. Clive Black, of Shore Capital, said: 'If [Ms Reeves] is interested in protecting jobs, then absolutely this is going to be a very good test case, because I severely question the viability of these two businesses in the long run if they don't merge. 'I think it could be quite dangerous, from a practical perspective in terms of jobs and supply chains, if the CMA took a very simplistic view of things, because both businesses are loss-making.' In an unprecedented intervention this year, Marcus Bokkerink, the CMA chairman, was ousted by ministers following warnings from the Chancellor that it needed to rip up red tape to boost growth. He was replaced on an interim basis by Doug Gurr, the former Amazon UK boss, with the intervention widely interpreted as signalling that Britain would be open to approving more takeovers. ABF owns Kingsmill through Allied Bakeries, which was founded in 1935. Hovis has been owned by the private equity firm Endless since 2020. It was formerly owned by Premier Foods, the owner of Mr Kipling. Demand for sliced loaves and traditional bakery products has fallen amid rising worries over excess carbohydrate consumption and concerns around so-called ultra-processed foods (UPF). Soaring costs in the wake of the pandemic have heaped further pressure on bakeries. The price of wheat, which surged due to the Ukraine war, has proved particularly burdensome. Kingsmill and Hovis have faced steep competition from Warburtons in recent years, which has pivoted away from traditional loaves towards other baked goods like crumpets, bagels and flatbreads. George Weston, the chief executive of ABF, said: 'This transaction will create a UK bakeries business that is both profitable and sustainable over the long term.' The CMA declined to comment. Tax the rich more to fill black hole in public finances, Labour members tell Starmer
Sir Keir Starmer is under growing pressure to introduce a wealth tax to fill a black hole in public finances, after new polling shows almost all Labour members back the move. The prime minister has been urged to adopt a 'radical change of direction' after a survey, shared exclusively with The Independent, showed that 91 per cent of party members think the government should tax the rich more. It comes after deputy prime minister Angela Rayner pressed Rachel Reeves to consider eight wealth taxes rather than impose cuts on departments in a leaked memo earlier this year. Former shadow chancellor Anneliese Dodds also weighed in, backing a wealth tax and warning that spending cuts will not 'deliver the kind of fiscal room that is necessary'. It comes amid mounting questions over how the government will raise the money to fill the black hole in the public finances left by a series of major U-turns and spending commitments, with the National Institute of Economic and Social Research (NIESR) – a leading economic think tank – last month warning the chancellor is facing a £41.2bn shortfall. Ministers have already squeezed their departmental funding in cuts unveiled at last month's spending review, meaning most expect the chancellor will have no choice but to raise taxes instead. The polling, conducted by Survation for Compass, also found 84 per cent of Labour members want the government should end the two-child benefit cap – a policy which is increasingly unpopular among Labour MPs. Former Labour MP Jon Cruddas, founder of Labour Together and a former policy coordinator for Labour minister Ed Miliband, told The Independent: "The danger now is that the leadership are way out of step with the membership and potentially the country in terms of the policies needed to head off Reform." He added: "These are exactly the ideas we tested at Labour Together and are the basis for winning and transforming the country. The leadership should be listening to members – not out-of-touch factions." Neal Lawson, director of Compass, said the polling showed that Sir Keir Starmer's 'fence-sitting and aping of Reform's rhetoric isn't wanted'. 'The government were elected on a promise of 'a decade of national renewal' and so far they've tried to cut welfare for disabled people and suspended the whip from MPs who disagreed. 'Party members think what the general public think - that Labour offered change and now simply has to deliver on it. Without a big reset, then the keys to Number 10 are being handed to Reform and Nigel Farage', he added. Last year, just months after Labour took office, the whip was stripped from seven MPs – including former shadow chancellor John McDonnell – for voting against the cap. And in July, the prime minister also suspended Rachael Maskell, Neil Duncan-Jordan, Brian Leishman and Chris Hinchliff from the party for voting against the government's controversial welfare cuts. The polling indicated Sir Keir's party membership thinks he has been too heavy-handed on party discipline, with some 74 per cent believing that challenging the government on controversial legislation should not result in the suspension. It comes amid growing concern over the direction of Sir Keir's government from voters on both the left and the right, with the prime minister's approval rating hitting an all-time low last month. John McDonnell, who served as Jeremy Corbyn's shadow chancellor and lost the Labour whip last year, told The Independent that the survey 'confirms how starkly out of touch Keir Starmer is'. 'It's time for Keir not just to start listening to people beyond the Westminster bubble but also taking some decisive action. All people are saying to him is to behave like a Labour prime minister should', he added. Meanwhile, left-wing MP Rachael Maskell – who led the rebellion against the government's welfare cuts and is strongly in favour of a wealth tax – said it shows that party members are 'clearly attuned to the injustices that they see in their communities'. As Sir Keir embarks on his second year in office, Ms Maskell said the government should ensure the agenda is 'marked by progressive tax policies to be invested in public services and community priorities'. Labour MP Richard Burgon, who was stripped of the whip last year, said the party must 'urgently change course'. 'Unless the Labour leadership completely changes its approach, it will continue to lose support and will open the doors for a Reform government. 'Instead of ignoring Labour members and punishing MPs who stand up for their constituents, the Labour leadership should start listening — and urgently change course', he said. A Labour spokesperson said they do not comment on polling, but added: 'Labour's urgent task when we took office was to fix the foundations after 14 years of Tory chaos. Our next priority is to create a fairer Britain for working people.' 'Through our plan for change we have already boosted the minimum wage for three million of the lowest paid, we're rolling out free school meals, and we're delivering free breakfast clubs for primary school children. 'The stability we've brought to the economy has also seen five interest rate cuts, which means homebuyers now pay £1,000 less on their mortgage than they were a year ago. There's much more to do, but that's the change this Labour government has started to deliver after 14 years of Tory decline', the spokesperson added. Which taxes could rise in the budget to fill £40bn black hole? What we know
Sir Keir Starmer and chancellor Rachel Reeves are planning tax rises ahead of the autumn budget, according to a report. Chancellor Rachel Reeves is reportedly exploring options to raise additional revenue from inheritance tax ahead of the autumn budget. The move comes following reports earlier this week that the government is planning tax rises ahead of the autumn budget. The Guardian reported the government will begin "preparing the ground" from next month to forewarn the country about what is to come. Government U-turns over winter fuel payments and welfare reform have left Reeves with a multibillion-pound spending gap to fill, amid pushes for a wealth tax by some Labour MPs — and millionaires themselves. Here's what we know so far. Why is the government considering increasing inheritance tax? The paper reported that there will be no increases to income tax, national insurance or VAT - a key Labour manifesto pledge ahead of last year's general election. Sarah Coles, head of personal finance at Hargreaves Lansdown, said that choosing to increase inheritance tax meets "the government's criteria of raising tax without taxing people more during their working lives". Added to this, by raising revenue through inheritance tax, there are a lot of ways to garner more income. 'The system is so fiendishly complex that there are an enormous number of rules, and therefore tweaks, that the government could consider," she said. One of the paths to explore would be a maximum limit on the amount of money or assets that can be given away as Potentially Exempt Transfers (PETs) without incurring inheritance tax (IHT) if the donor survives for seven years after making the gift. By doing so, this would 'bring in taxes, from stamp duty to VAT". 'From a Treasury perspective, capping PETs would need to be balanced against the fact that, at the moment, these gifts allow for money to pass through the generations. It means younger family members can put it to work for them, buying homes and spending," Coles added. Which taxes could rise? While increasing inheritance tax is being explored, there are still other options on the table. A rise in gambling taxes looks to be on the cards, with Reeves leaving the door open for this on 7 August after Gordon Brown had urged the chancellor to raise levies to cover the cost of lifting the two-child benefit cap. The former prime minister is calling for the government to increase duties for online casinos and slot machines, with Reeves saying of this: "We've already launched a review into gambling taxes. We're taking evidence on that at the moment." Reforms to gambling levies could generate the £3.2bn needed to scrap the two-child limit and benefit cap, the Institute for Public Policy Research has said. Meanwhile, the National Institute of Economic and Social Research (Niesr), a major economic think tank, has called for reform of the council tax system, such as overhauling council tax bands and possibly replacing it with a land value tax. The government has not commented on this. Leading health experts have also called for a change to the alcohol tax, linking duties to inflation and ending 'cider exceptionalism", a 2023 measure which resulted in cider being taxed at a lower band compared to other products of the same strength. Which taxes are not expected to rise? The government remains committed to its pledge not to increase income tax, national insurance or VAT, though recent messaging has been mixed. On 6 August, Starmer declined to explicitly say whether the government was still committed to not raising VAT, income tax, as well as corporation tax in the budget. Downing Street later sought to clarify the government remains committed to its manifesto pledges, which included a promise not to raise taxes on 'working people', including income tax and VAT. There have been mounting rumours of a wealth tax, but as it stands, the government is ruling this out. Culture secretary Lisa Nandy, Scottish secretary Ian Murray and business secretary Jonathan Reynolds have rejected this in recent weeks, with all of them suggesting it wouldn't work. Why do taxes need to rise? Reeves has set herself two fiscal rules: the 'stability rule', which ensures day-to-day spending is matched by tax revenues so the government only borrows to invest; and the 'investment rule', which requires the government to reduce net financial debt as a share of the economy. Niesr said weaker-than-expected recent economic activity, U-turns on welfare cuts and forecast-beating borrowing mean Reeves is on track to miss one of her fiscal rules by £41.2bn in 2029-30. It cautioned she faces an 'impossible trilemma' of trying to meet her fiscal rules while fulfilling spending commitments and upholding the manifesto pledge not to raise taxes. And it said she will likely need to break the promise not to raise taxes for "working people" and resort to 'moderate but sustained' hikes - or cut spending - to address the shortfall.
