
Foreign investors pile into stocks in July
HANOI: Vietnam's stock market experienced a vibrant July, marked by the strong recovery of foreign capital flows.
After months of subdued activity, foreign investors accelerated their disbursements, net buying more than 8.5 trillion dong or about US$325mil across all exchanges.
This marks the highest level of net buying from foreign investors since early 2023, signalling a renewed confidence in the market.
On the Ho Chi Minh Stock Exchange, foreign investors recorded a remarkable net buying value of 8.7 trillion dong.
They purchased shares worth 93.7 trillion dong and sold 84.9 trillion dong, maintaining a streak of 14 consecutive net buying sessions from July 2 to July 16.
The peak session came on July 3, when foreign inflows exceeded 2.27 trillion dong, following positive news on tax policy.
It was also among the most notable trading sessions of the year.
The highlight of foreign capital activity in July was SSI Securities Corp (SSI), which saw net foreign buying exceed 3.46 trillion dong.
The stock experienced 15 consecutive sessions of net buying, with individual days reaching up to 500 billion dong.
This not only reflected foreign investors' trust in the securities sector, but also pointed to optimism regarding the broader market outlook for the remainder of this year.
In addition to SSI, banking stocks also attracted significant foreign interest, including VPBank with 1.49 trillion dong, Saigon Hanoi Commercial Joint Stock Bank with 1.36 trillion dong, Ho Chi Minh City Development Joint Stock Commercial Bank with 799 billion dong, and TPBank with 542 billion dong.
Stocks under the Vingroup umbrella continued to attract inflows, with Vingroup Joint Stock Co receiving over 516 billion dong and Vincom Retail Joint Stock Co drawing 306 billion dong.
Other prominent blue-chip stocks like VanEck Vietnam ETF, Mobile World Investment Corp and VNDirect Securities Joint Stock Co were also on the radar of foreign investors.
In contrast, Vietjet Air was the most heavily offloaded stock by foreign investors in July, with net outflows exceeding two trillion dong. Notably, on July 22 alone, nearly 1.9 trillion dong worth of shares were sold off.
On the Hanoi Stock Exchange, foreign investment remained positive, with a net buying value of over 547 billion dong during the month.
Saigon-Hanoi Securities Joint Stock Co led the way with 457 billion dong in net inflows in July alone, bringing the year-to-date figure to over 1.3 trillion dong.
CEO Group also stood out with net foreign purchases totalling 176 billion dong. Conversely, the UPCoM market saw net foreign selling of 743 billion dong, concentrated mainly in Masan Consumer Corp and Airports Corp of Vietnam stocks.
The strong return of foreign investors significantly contributed to the bullish momentum of Vietnam's stock market in July.
The VN-Index rose nearly 9% from the beginning of the month, closing at 1,502.52 points, and even reached a new historical high of 1,564.92 points during the July 29 session – the highest level ever recorded, reflecting a combination of positive domestic and international factors.
Experts attributed this resurgence of foreign inflows to growing expectations that Vietnam may soon be upgraded from a frontier to an emerging market. Macroeconomic indicators have also improved, with inflation under control, steady gross domestic product growth and a stable monetary policy framework.
These fundamentals are strengthening investor confidence, both domestically and internationally.
Nonetheless, some analysts cautioned that the current wave of foreign net buying could be short-lived, as investors might be capitalising on the market's recovery after its April downturn.
Given the elevated valuation levels, the possibility of short-term profit-taking remains a key risk that warrants close monitoring to avoid sudden corrections in the near future. — Viet Nam News/ANN

US deficit widens to US$291b in July as spending outpaces tariff windfall
WASHINGTON, Aug 13 — The US government's budget deficit grew nearly 20 per cent in July to US$291 billion (RM1.23 trillion) despite a nearly US$21 billion jump in customs duty collections from President Donald Trump's tariffs, with outlays growing faster than receipts, the Treasury Department said on Tuesday. The deficit for July was up 19 per cent, or US$47 billion, from July 2024. Receipts for the month grew 2 per cent, or US$8 billion, to US$338 billion, while outlays jumped 10 per cent, or US$56 billion, to US$630 billion, a record high for the month. The month of July this year had fewer business days than last year, so the Treasury Department said that adjusting for the difference would have increased receipts by about US$20 billion, resulting in a deficit of about US$271 billion. Net customs receipts in July grew to about US$27.7 billion from about US$7.1 billion in the year-earlier period due to higher tariff rates imposed by Trump, a Treasury official said. These collections were largely in line with the increase in June customs receipts after steady growth since April. Trump has touted the billions of dollars flowing into US coffers from his tariffs, but the duties are paid by companies importing the goods, with some costs often passed on to consumers in the form of higher prices. Consumer price index data on Tuesday showed increases in prices for some tariff-sensitive goods like furniture, footwear and auto parts, but they were offset by lower gasoline prices in the overall index. For the first 10 months of the fiscal year, customs duties totalled US$135.7 billion, up US$73 billion, or 116 per cent, from the year-earlier period. US Treasury Secretary Scott Bessent told Fox Business Network's 'Kudlow' programme that the growing US tariff revenue will make it difficult for the Supreme Court to rule against Trump's import taxes if a legal challenge to them makes its way to the country's top court. Ken Matheny, director of macroeconomics Yale University's Budget Lab, said it is unclear how much further monthly tariff revenue will grow, but the applied tariff rate measured by customs duties divided by the value of goods imports is still around 10 per cent, lower than the current average tariff rate of about 18 per cent based on the latest announcements. Significant numbers of firms are likely holding goods in bonded customs warehouses in the hope that negotiations will bring tariff rates down, but at some point those goods will enter the country, triggering duty payments, he said. 'I suspect these numbers are showing us there is a sizable balance of imports where the duties haven't been recognised yet,' Matheny said, adding that this could lead to a 'temporary big surge in duties.' The overall year-to-date budget results showed a US$1.629 trillion deficit, up 7 per cent, or US$112 billion, from the same period a year earlier. Receipts were up 6 per cent, or US$262 billion, to US$4.347 trillion, a record high for the 10-month period, while outlays grew 7 per cent, or US$374 billion, to US$5.975 trillion, also a 10-month record. The year-to-date customs duties were more than eaten up by an increase of 10 per cent or US$141 billion in costs for government healthcare programs, including Medicare for seniors and Medicaid for the poor, to US$1.557 trillion. The Social Security pension programme, the largest single expense item, saw an increase of 9 per cent or US$108 billion over the first 10 months of fiscal 2025 to US$1.368 trillion. Perplexity AI offers US$34.5bil for Google Chrome
SAN FRANCISCO: Perplexity AI offered Google on Tuesday US$34.5 billion for its popular Chrome web browser, which the internet giant could potentially be forced to sell as part of antitrust proceedings. The whopping sum proposed in a letter of intent by Perplexity is nearly double the value of the startup, which was reportedly US$18 billion in a recent funding round. "This proposal is designed to satisfy an antitrust remedy in highest public interest by placing Chrome with a capable, independent operator focused on continuity, openness, and consumer protection," Perplexity chief executive Aravind Srinivas said in the letter, a copy of which was seen by AFP. Google is awaiting US District Court Judge Amit Mehta's ruling on what "remedies" to impose, following a landmark decision last year that said the tech titan maintained an illegal monopoly in online search. US government attorneys have called for Google to divest itself of the Chrome browser, contending that artificial intelligence is poised to ramp up the tech giant's dominance as the go-to window into the internet. Google has urged Mehta to reject the divestment, and his decision is expected by the end of the month. Google did not immediately respond to a request for comment. Perplexity's offer vastly undervalues Chrome and "should not be taken seriously," Baird Equity Research analysts said in a note to investors. Given that Perplexity already has a browser that competes with Chrome, the San Francisco-based startup could be trying to spark others to bid or "influence the pending decision" in the antitrust case, Baird analysts theorised. "Either way, we believe Perplexity would view an independent Chrome – or one no longer affiliated with Google – as an advantage as it attempts to take browser share," Baird analysts told investors. Google contends that the United States has gone way beyond the scope of the suit by recommending a spinoff of Chrome, and holding open the option to force a sale of its Android mobile operating system. "Forcing the sale of Chrome or banning default agreements wouldn't foster competition," said Cato Institute senior fellow in technology policy Jennifer Huddleston. "It would hobble innovation, hurt smaller players, and leave users with worse products." Google attorney John Schmidtlein noted in court that more than 80 per cent of Chrome users are outside the United States, meaning divestiture would have global ramifications. "Any divested Chrome would be a shadow of the current Chrome," he contended. "And once we are in that world, I don't see how you can say anybody is better off." The potential of Chrome being weakened or spun off comes as rivals such as Microsoft, ChatGPT and Perplexity put generative artificial intelligence (AI) to work fetching information from the internet in response to user queries.
